GENTEXT/REMARKS/1.  Per ref (a), DC CDI serves as the advocate for the Marine Corps Combat Marksmanship Program (MCCMP).  CG, TRNGCMD staffs/distributes products developed by MCCMP proponent.  CO, WTBN serves as the marksmanship proponent, responsible for oversight of the MCCMP/maintaining the MCCMP order, development, maintenance, and update of all master lesson files and other supporting documentation for conducting marksmanship training throughout the Marine Corps.
2.  WTBN Quantico hosted the FY16 CMS from 19-22 October 2015.  The CMS provides a forum where authorized decision makers, representing the operating forces, supporting establishment, entry level training sites, and HQMC, meet to identify and discuss issues and provide recommended solutions to improve combat marksmanship.  This symposium provides a single venue to consolidate combat marksmanship issues in order to provide senior leadership a comprehensive picture of our current state of marksmanship.
3.  For FY16 the following working groups (WG) convened: WG1 Weapons (Enduring), WG2 Range and Facilities Requirements Plan (Enduring), WG3 Combat Rifle and Pistol Program, WG4 Competition in Arms Program (CIAP), and WG5 Simulations and Distance Learning.
4.  The Executive Steering Committee (ESC) brought forward the following items that were approved by the advocate:
4.A.  Weapons and Equipment:  the FY16 Authorized Weapons and Equipment MARADMIN will be released during the second quarter of FY16.  The message will include new authorized equipment such as the SOCOM buttstock kit and the M7 RCO.
4.A.1.  The advocate approved removal of the 3-point sling, M16 carry handle, and legacy back-up iron sights (BUIS) and the legacy cleaning kit as SL-3 end items.  These items are to be replaced through attrition with the common weapons sling, the micro BUIS and weapons cleaning kits containing cleaning rods.
4.A.2.  CDD and WTBN will monitor Army testing and validation for potential improvements of the service rifle.
4.A.3.  DC CDI, directed WTBN to have a representative tie into the next generation squad weapons and optics capabilities effort.
4.B.  Range and Facilities Requirements Plan:  DC CDI has approved two lines of effort (LOE) to determine range and facility requirements.
4.B.1.  LOE 1 focuses on sustainment of existing facilities supporting execution of combat marksmanship.
4.B.1.A  WTBN ICW MCICOM will continue the annual range inventory and analysis to inform future CMS’S of range deficiencies.
Identified deficiencies will be included in TECOM’S ranges and facilities campaign plan.
4.B.1.B. WTBN will develop an FSRM and GRSP/RTS smart pack that incorporates information from both programs into the Infantry Weapons Officer Course POI.
4.B.1.C.  An identified priority across all ranges was an improved communication/PA system:  a deliberate universal needs statement (DUNS) supporting a common, sustainable communication system to support the MCCMP is in staffing. DC CDI directs prioritization of this DUNS as a requirement for the safe execution of combat marksmanship training within the training PEB.
4.B.1.D.  DC CDI directs TECOM to conduct a cost/benefit analysis on the conversion of KD ranges from yards to meters.
4.B.2.  LOE 2 focuses on future facility requirements supporting execution of combat marksmanship.
4.B.2.A. DC CDI directs a study/studies be conducted to assess efficiencies and possible science and technology solutions to target identified capability gaps in combat marksmanship training.  DC CDI grants WTBN DIRLAUTH to coordinate with MCWL, OAD, and ONR (code 30) in an effort to maximize all possible solutions.
4.B.2.B.  DC CDI directs WTBN, ICW CDD (FMID) to develop a capabilities based assessment (CBA) of combat marksmanship related tasks under JCA 3.1.1 (Maneuver to Engage) for the purpose of validating and resourcing future combat marksmanship requirements.
The proponent will assist in each phase of the CBA through the development of a marksmanship ICD.
4.C.  Combat Rifle and Pistol Marksmanship Program:
4.C.1.  DC CDI directs WTBN to convene an OPT to develop table 7, moving threat engagement, for both live fire and simulations, and assess its applicability across the MAGTF.
4.C.2.  DC CDI directs WTBN to coordinate with Formal Marksmanship Training Centers (FMTC’S) across the MAGTF to execute the alternate Table 2 training program in place of the current Table 2 during entry-level and annual rifle training in FY16 in order to collect data prior to the FY17 CMS for decision to adopt.
4.C.3.  DC CDI directs WTBN to conduct an OPT during 2nd quarter FY16 to refine and update pistol training and readiness events prior to the next Infantry training and readiness conference.
4.C.4.  Based on the results of a compressed CPP Table 1 test conducted by the marksmanship proponent, DC CDI has approved a CPP sustainment training program for implementation. Marines who have previously achieved Expert or Sharpshooter while executing all five training blocks of CPP Table 1 are the target audience. Further details will be provided in a forthcoming implementation message.
4.C.5.  Based on ESC input regarding task saturation within the OPFOR and excessive ART waivers, DC CDI tasks marksmanship proponent to establish an OPT to design a conceptual, truncated ART.  DIRLAUTH between the proponent and selected units is granted to conduct testing of the modified ART for FY16.
4.D.  Competition in Arms Program:  DC CDI directs WTBN conduct a study to identify Marine Corps standards to guide the development of combat shooting match stages of fire.
4.D.1.  The CIAP MARADMIN will be jointly prepared and released between DC CDI, DC PPO, DC IL, and DC AVN to ensure proper coordination, resourcing, and promotion of maximum participation in Marine Corps division and combat shooting matches.  In lieu of next year’s CIAP MARADMIN, DC CDI requests MEF CG’s who host CIAP sites support MCI commanders in resourcing and conducting the CIAP at their respective locations.
4.F.  Simulations and Distance Learning:
4.F.1.  DC CDI directs WTBN to develop specifications for moving threat engagement simulations training and evaluation, then further validate/define requirements for ISMT and the next generation Small Arms Marksmanship Trainer ICW with TECOM Simulations.
4.F.2.  DC CDI has directed that optics and night vision simulations capabilities not in the POM cycle be targeted for funding via calendar year deficiencies or via available “sweep up” funds.
4.F.3.  DC CDI directs WTBN to develop courses (RCO, gear setup/adjustment, marksmanship fundamentals/databook, CMT/CMC pre-requisite courses, and small arms collimator) for implementation as MARINENET lessons for submission to CDET.
4.F.4.  DC CDI directs WTBN to conduct an OPT with TECOM Simulations and Joint Capabilities Integration and Development System (JCIDS) IOT develop a capabilities development document to define future marksmanship simulations requirements.
5.  Action Items: WTBN Quantico will take action on the items in section 4 of this message.  Where necessary and appropriate, WTBN will make liaison with the other commands to accomplish these efforts.
6.  CMS Way Ahead.  The CMS met its intent to gain a clear picture of the current state of Marine Corps marksmanship and the steps needed to improve the program.  The next iteration of the CMS will be held 3-6 October 2016 for FY17.  WTBN, Quantico will draft a calling message for submission of topics for the FY17 CMS in July 2016 in order to maintain relevant discussion.
