GENTEXT/REMARKS/1.  Purpose.  This MARADMIN outlines new guidance regarding rank and DOR adjustments for new accessions onto the AR Program.
2.  Background.  This MARADMIN cancels and replaces reference (a) and updates the policy established in reference (b) when adjusting specific ranks and the DOR for new AR program accessions.
3.  Policy.  The following rank and DOR adjustment policies apply in accordance with reference (b):
    a.  DOR adjustments for sergeants.
        (1) Sergeants with at least 4 years accumulated active service will retain their rank unless accruing more than a 90 day break from active service, or executing a lateral move (LATMOV) per paragraph 4.
        (2) Sergeants accessing to the AR who have accumulated 4 years active service, (to include active component (AC) Marines separated more than 90 days from their accession date) will have their DOR adjusted.  DOR adjustments are calculated by Reserve Affairs (RA) (RCT).
        (3) Sergeants with less than 4 years accumulated active service at the date of accession will be reduced to the rank of corporal.  RA (RAP) will assign a new DOR based on the individual’s cumulative active duty points relative to incumbent corporals on the AR program in the same Military Occupational Specialty (MOS) in relation to the adjusted Armed Forces Active Duty Base Date.
    b.  DOR adjustments for corporals.
        (1) AC corporals who access to the AR within 90 days from separation will maintain their rank, unless executing a LATMOV per paragraph 4.
        (2) Reserve component (RC) corporals, to include those separated from the AC for more than 90 days, will be assigned a DOR equal to their date of accession.
    c.  DOR adjustments for lance corporals.  Lance Corporals, to include those separated from the AC for more than 90 days, who are approved for accession on the AR program, will maintain their current DOR.  Lance Corporals who were accessed on the AR program and had their DOR adjusted per reference (a), will have their original DOR restored by RA.  This restoration of DOR is only applicable to those Marines who were accessed as lance corporals and are still holding the rank.  This does not apply to those who have since been promoted to the next higher grade.  Promotions will not be retroactive as this is a change to previous policy.
4.  All accessions that LATMOV to another MOS will have their DOR adjusted as determined by RA.  Adjustments will be calculated based on the contemporary grade shaping requirements in the new MOS.  The exception to this policy are sergeants with less than four years of accumulated active service that are reduced to corporal in conjunction with accession as described in paragraph 3a(3) of this message.
5.  RA (RAP) is the waiver authority for all rank and DOR adjustments.
6.  A Statement of Understanding (SOU) will be provided by Prior Service Recruiters and signed by all accessions to acknowledge their understanding of this policy.
7.  Implementation.  The guidance in this MARADMIN is effective immediately.
8.  This MARADMIN is applicable to the Reserve Component.
