GENTEXT/REMARKS/1. Purpose. This MARADMIN announces changes to the Marine Corps Career Intermission Program (CIP).
2. Background. References (a-e) authorize the Secretaries of the military departments to implement a CIP under which active component officers and enlisted members may be temporarily released from active duty with a corresponding appointment or enlistment in the individual ready reserve (IRR). Under this program, service members will retain certain active duty benefits and shall return to active duty in the Marine Corps at the end of the inactive duty period. Per reference (d) no member of the armed services may be released from active duty under the CIP after December 31, 2019 or reactivated to active duty in the armed forces under the CIP after December 31, 2022.
3. In accordance with reference (e), the limitation on number of participants is removed. This program is open to all unrestricted military occupational specialties (MOS) however, special consideration will be given to those MOSs experiencing retention challenges on a case by case basis. Restricted officers are not eligible for the CIP.
4. Replace the separation program designator code in reference (f) with “MBK3”. On date of planned separation, Marines will follow standard separation process and will be separated from the active component. Detaching unit IPAC/admin will ensure the Marines certificate of release or discharge from active duty (DD form 214) receives a separation program designator code of "MBK3", with the associated narrative direction to the Defense Finance and Accounting Service (DFAS) - "service member is participating in a SECNAV designated pilot program which does not require recoupment of bonus money or special incentive pays upon separation."
5. Applicants will submit a complete application package to the Deputy Commandant Manpower and Reserve Affairs (MRA), Manpower Management Separations and Retirement (MMSR-2) organizational email. Officer packages should be sent to SMB.MANPOWER.MMSR2O(at)usmc.mil and enlisted packages to SMB.MANPOWER.MMSR2E(at)usmc.mil. MMSR-2 will route applications to applicable stakeholders for recommendation and final approval by Director Manpower Management (MM). Potential applicants may request a sample application from MMSR-2 or MPP-30.
6. Per reference (c), CIP participants are entitled to carry forward their existing leave balance accumulated in accordance with Section 701 of Title 10, United States Code, but not to exceed 60 days. Marines must make the election in writing to their servicing administrative unit/IPAC prior to separation. The written election must include the members signature and a date to affirm when the election was made. If an election to carry over leave is not made in writing, any remaining leave balance will be sold per reference (h) upon separation.
7. Reserve applicability. This MARADMIN is not applicable to the Marine Corps reserve.
