GENTEXT/REMARKS/1. This message announces the transition of IUT request submissions for drilling reserve Marines in the Select Reserves solely through RTAMMS/IDMS effective 1 February 2017.
2. Background. The IUT functionality supports transfer requests by individual Marines, Unit Manpower Managers on behalf of any Marine belonging to their Reporting Unit Code (RUC), and Marine Forces Reserve (MARFORRES) Manpower Managers. Additionally, Headquarters Marine Corps (HQMC) Manpower Managers are able to create HQMC directed requests. This functionality will provide efficiency, transparency, and accountability to the IUT process.
3. Per reference (a), commanders will ensure accurate and timely reporting of Reserve BICs in Marine Corps Total Force System (MCTFS) through the IDMS. Marines without a BIC will have an Excess BIC Indicator (EBI) assigned. This will ensure the appropriate identification of available billets for candidates of a new IUT.
4. Procedures. Reference (b) which can be located at: https:(slash)(slash)rtamms.mceits.usmc.mil/manuals/RTAMMS-UM-DM.pdf lists step by step procedures for creating, viewing, and editing an IUT request.
a. SMCR/IMA Marines may request their own IUT within IDMS.
b. Gaining/Losing commands
(1) The Unit Manpower Manager role can create IUT requests on behalf of an individual Marine.
(2) The RTAMMS Reviewer role has the responsibility to concur, non-concur, or return for edits, an IUT request at the unit level of authority.
(3) An IUT checklist must be attached within the initial request and signed by the Marine who is the subject of the IUT.
(4) If required, distance waivers for SMCR and MOS/Grade waivers for IMAs must be attached prior to forwarding to the approving authority or the request will be returned without action.
c. MARFORRES G-1 Manpower Manager. The MARFORRES Manpower Manager role has the authority to take the following actions on an IUT request: approve, disapprove or return for edits.
d. HQMC Manpower Manager. The HQMC Manpower Manager role has the authority to take the following actions on an IUT request: approve, disapprove, return for edits, or create HQMC directed transfer when applicable.
e. Per reference (c), Unit Manpower Managers are directed to contact RAP(at)usmc.mil for required BIC management actions involving First Sergeants, Sergeants Major, and command slated Lieutenant Colonels and Colonels. Include the Marines name, BIC, and RUC.
5. This message is only applicable to the Reserve Component.
