2.  The below statement in paragraph 8 of the reference is hereby removed:  "All applications must include an endorsement by the Commander, Marine Forces Reserve (COMMARFORRES).  Applications must be received by COMMARFORRES for review and endorsement".
3.  All applicants are required to obtain a Commanding Officer or Inspector-Instructor endorsement at each level of command.  All Active Reserve applications should be endorsed to COMMARFORRES.  All SMCR applications should be endorsed to the first General Officer in the applicants chain of command.
