GENTEXT/REMARKS/1.  This MARADMIN seeks applications from Naval Aviators who desire to expand their careers and transition to the C-9 platform.  This supplemental board is being conducted to staff unanticipated vacancies in FY17.
2.  The board will convene on or about 2 March 2017.
3.  Eligibility:
3.a.  Naval Aviator (NA) eligibility.  The transition program is offered to active duty naval aviators.  In accordance with ref (a), officers with more than 13 years commissioned service (YCS) as of 1 Oct 17 will not normally be considered for transition training.  This may be waived on a case-by-case basis for C-9 applicants.  Specific eligibility criteria are listed in paragraph 9.  Officers in the following PMOSs are not eligible to apply due to inventory shortages:  7509, 7518, 7523, 7532.  Officers in the above-zone for promotion are not eligible to apply.
3.b.  In accordance with ref (b), officers selected for transition training must meet minimum time-on-station (TOS) requirements.  To be eligible for consideration, officers should have a minimum of 24 months TOS by 1 Jul 17.  Officers will not be eligible to PCS for training until they have completed 24 months TOS.  If the applicant is on a one-year set of PCS orders (e.g., appropriate level school), then one year TOS will meet the standard with regard to PCS orders.  Marines currently attending Expeditionary Warfare School, Command and Staff College, or other schools without a payback/utilization tour are encouraged to apply.
3.c.  Primary selects will be required to execute a PCS to their new duty station in Ft Worth, Texas as early as July 2017.  Inability to meet the required timeline will result in forfeiture of selection and fleeting up an alternate.  PCS and training dates will be coordinated by MMOA once the final results are posted.  If an applicant will not be available by July 2017, the earliest move date needs to be specified in the applicants AA form for board consideration.
4.  In accordance with ref (a), transition consists of a change of aircraft type, e.g. helicopter, tiltrotor, tactical jet, fixed-wing assault support (KC-130), and VSTOL jet.  Transition selectees will incur a four-year additional service obligation to commence on the date training is completed.  Selectees will not normally be considered for PCS orders outside of their new MOS for a three-year period following the date training is completed.
5.  If selected for transition training, aviators receiving Aviation Continuation Incentive Pay (ACIP) will retain eligibility.
6.  Applications for FY-17 Supplemental transition training will be accepted for both FW/RW naval aviators desiring to transition to C-9.
7.  General submission requirements:

7.l.  Copy of most recent flight physical (to include anthropometric measurements and any waivers).
7.m.  Letters of recommendation are encouraged.
7.n.  Applicants shall ensure that their OMPF is current to include PME, FITREPS, and current digital photo.
8.  Specific submission requirements:  Applicants for C-9 training:  a minimum of 750 flight hours total flight time, with minimum 500 hours fixed wing time OR previous OSA experience.  C-9 training does not result in a new PMOS.  Pilots should consider PMOS career timing and implications when applying.
9.  Submission instructions:
9.a.  There is no specific formatting requirement for applications.  An AA form or standard naval letter format request for consideration is acceptable.  Packages must be submitted via the endorsing chain of command to MMOA-3 NLT 27 Feb 17.  Applicants should notify their monitors of intent to apply NLT 21 Feb 17.
9.b.  Once the application is complete, a digital (PDF) copy of the package shall be emailed to smbmanpowerofficerpr(at)usmc.mil using the subject line FY17 C-9 AVIATION TRANSITION REQUEST with the applicants PMOS monitor copied.
9.c.  Those individuals currently assigned to DIFDEN billets (FAC, staff, resident school, etc.) should ideally include an endorsement from the commanding officer of their last flying assignment.
10.  Applicants will be notified of their selection or non-selection by their PMOS monitors following the board.
11.  This MARADMIN is not applicable to the Marine Corps Reserve.
