GENTEXT/REMARKS/1. The purpose of this message is to allow corporals to access into the AR program with the IMOS of 4821 (Career Planner). Currently, only sergeants can apply. Effective immediately, corporals or sergeants reduced to corporal in accordance with (IAW)reference (a) may access into the AR program with the eventual Primary MOS (PMOS) of 4821. The 4821 PMOS is considered a non-competitive entry-level MOS eligible for promotion and is subject to change based on the needs of the AR program. This is an expansion of the policy set forth in reference (a).
2. Eligibility
a. Must meet eligibility criteria for the Lateral Move (LatMov)program IAW reference (b).
b. Must have at least two years of accumulated active service on the date of accession.
c. Sergeants
(1) Sergeants with four years accumulated active service on the date of accession will retain their current grade.
(2) Sergeants with less than four years accumulated active service will be reduced to corporal and must meet the following criteria:
(a) Must have at least four years accumulated service on the date of accession.
(b) Must have a favorable endorsement from the Marine Forces Reserve (MARFORRES) MSC level Career Planner Staff Noncommissioned Officer in charge at the time of submission for accession into the AR program.
d. Corporals
(1) Corporals must have four years of accumulated service on the date of accession into the AR Program.
(2) Corporals must have a favorable endorsement from a MARFORRES Career Planner at the time of submission for accession to the AR program.
(3) Must have average proficiency and conduct marks in grade of 4.4/4.4.
(4) Must be Professional Military Education (PME) complete for grade at the time of accession into the AR program.
3. Per reference (c), Marines who LatMov into a new MOS are not eligible for promotion in any previous PMOS(s). Marines accessing onto the AR program and entering into a sergeant entry-level IMOS will be considered for promotion non-competitively as follows
a. Non-competitive, entry-level, MOS. An entry-level MOS with a prerequisite grade will not have an established cutting score for that grade.
b. Sergeants reduced to the rank of corporal upon accession.
(1) New AR program accessions who have been reduced to corporal and have had their DOR adjusted IAW reference (a), and who are approved to LatMov into the entry-level 4821 MOS may be promoted non-competitively to the grade of sergeant. Promotion in the IMOS is subject to completion of the Basic Career Planner Course (BCPC), obtaining four years of accumulated active service, and meet the time-in-grade (TIG)/time-in-service (TIS) eligibility per the references.
(2) Date of Rank Adjustment Guidance. New accessions onto the AR program will have their DOR adjusted IAW reference (a). Sergeants with less than four years accumulated service at the date of accession will be reduced to the rank of corporal. Marines reduced IAW reference (a) and approved for accession to the AR program with a LatMov to MOS 4821 will have their DOR adjusted by RA (RCT) to align TIG requirements with the AR promotion targets (four years of service).
c. Corporals
(1) New AR Accession corporal who is approved to LatMov into the entry-level 4821 MOS may be promoted non-competitively to the grade of sergeant. Promotion in the IMOS is subject to completion of the BCPC, obtaining four years of accumulated active service, TIG/TIS, and eligibility per the references.
(2) Date of Rank Adjustment Guidance. Corporals approved For accession on the AR program into the PMOS 4821 will retain their original DOR.
4. In order to effect promotions for eligible Marines, the parent command must submit a request for promotion authority to RA (RAP) along with a copy of the signed AR Accession Letter and the PMOS of 4821 must reflect in Marine Corps Total Force System. Upon receipt and verification, RA (RAP) will notify MMPR-2. Prior to submission of a request, commands must ensure the Marine has completed the required PME. Once approved, MMPR-2 will run a promotion to the grade of sergeant. The DOR and effective date will be the first of the month after completion of the BCPC or after meeting TIG/TIS and active duty service requirements if they are not met at the time of completion of BCPC in accordance with reference (c).
5. AR Accession Submission Procedures. All requests for accession into the AR program will be submitted IAW reference (f).
6. Prior to delivery of the promotion warrant, compliance with reference (c) is required. Commanders must ensure that a Marine is not promoted unless the individual can be expected to assume the responsibilities and perform the duties of that grade in a creditable and satisfactory manner.
7. RA (RAP) is the waiver authority for all rank and DOR adjustments.
8. RA (RCT) may deny any request when assignment of the Marine is not in the best interest of the AR Program.
9. Marines who fail to obtain the PMOS 4821 in the allotted time as outlined in reference (f), may be removed from the AR program.
10. Prior Service Recruiters/Career Planners will provide a Statement of Understanding to the applicants for signature acknowledging their understanding of this policy.
11. This MARADMIN cancels 30 September 2017 and is not retroactive.
