GENTEXT/REMARKS/1.  Purpose.  To announce the capability for separating/retiring Marines who have completed their Marine Online (MOL) Outbound Interview to now be able to submit their final travel claim settlement through MOL.
2.   Background.  This functionality significantly streamlines the completion of the voucher by the Marine as well as the settlement by the disbursing office and provides real-time tracking of the voucher’s status through completion.  The current rate of submission among those separating or retiring is 22 percent.  The goal is to improve upon that submission rate for travel claims of separating or retiring Marines.
3.  Process.  Effective the date of this message, the separation travel voucher can be completed by selecting the Travel Voucher link located under the Personal Info tab, Personal Updates, Travel Voucher in MOL.  Prior to separation, ensure your MOL username and password are active.  This new functionality will present the Marine with the data from their outbound interview and allow for any changes that may have occurred during execution of travel (i.e. change in travel dates, etc.). Marines will be able to add any expenses incurred, upload receipts, or provide justification for any lost or missing receipts. MOL will automatically attach a copy of the Marine’s separation or retirement orders.  Upon completion and submission, the travel voucher will be sent to the servicing disbursing(slash)finance office for settlement.  The status of the claim, as well as the contact information for the servicing disbursing(slash)finance office will be provided to the Marine during the Marine Online application.  Note that the travel voucher can be completed immediately upon the member finishing their separation or retirement travel.  It is the Marine’s responsibility after his or her EAS to periodically review the status of the claim to ensure further information is not required by the paying finance office.
4.  Training.  Training will be available through the servicing administrative and disbursing offices.  Online instructions will be available via MOL in the future.  Further guidance will be published once implemented.
5.  The changes identified here mark a significant improvement in process and entitlement management of Marines permanently separating from the Marine Corps.  Leaders continue to gain control and visibility with each new MOL capability, and the frequent use of MOL will help maintain comfort with the tools it provides.
