GENTEXT/Remarks/1. The purpose of this MARADMIN is to solicit Naval Aviators (NA) who desire to broaden and challenge themselves by training in a KC-130T squadron within 4th MAW.
2. The 4th MAW KC-130T Transition selection board will meet on or about 5 May 2017. Deadline for applications is 28 April 2017.
3. Eligible Officers:
a. Reserve (SMCR, IMA, or IRR) Naval Aviators: Captains and Majors must have less than 16 satisfactory years credit towards a reserve retirement as of 28 April 2017 and be able to complete 18 satisfactory years within 24 years of commissioned service. Reserve Aviators must affiliate within 30 days of the selection results message.
b. Active Component Naval Aviators: Must have less than 16 satisfactory years credit towards a reserve retirement and must establish, in writing from HQMC(MMOA), an EAS and be able to affiliate with the program NLT 30 September 2017.
c. Captains who have been passed over for promotion in the ready reserve are not eligible for retraining. A Captain in the Ready Reserve, who is in zone or above zone, and has not been previously considered for promotion, requires verification by CMC (RAP) prior to approval to determine eligibility.
d. Marine aviators with an MOS of 7532, 7563, and 7565 are ineligible to apply for this transition board. Also, Lieutenant Colonel are ineligible to apply.
e. All applicants are highly encouraged to contact the squadron Operations Officer prior to the selection board.
4. All openings reflect the needs of the service and will be filled on a competitive/best qualified basis. The applicants will be chosen to serve with VMGR-452 Newburgh, NY. Primary selectees will be assigned for a minimum of four years inclusive of training. Marine aviators with an MOS of 7557/7556 do not need to apply to this transition board and should refer to reference (d) for Series Conversion.
5. Specific submission requirements for the KC-130T: a minimum of 1,000 flight hours total time is preferred with a strong background in instrument flying: military or civilian flight time is acceptable.
6. Applicants are reminded to consider all career implications prior to application submission to include mil-civ conversion plan regarding civilian job and family situation. Upon affiliation, individuals will be required to accept orders for no more than 179 days to complete transition training, with VMGR-452 and associated schools. Additionally, Marines must be complete in the appropriate swim qualification prior to the flight phase of training. Individuals selected for the KC-130T transition are expected to be able to deploy. Drill schedule, annual training and aircraft qualification training will require a minimum of five days of active participation each month.
7. Applications are not solicited from individuals who have been previously selected for transition training (i.e. CH-46 to AH-1W), are medically disqualified for duties involving flying, or have had their flight status revoked.
8. Application Requirements:
a. Applicants are to follow references (a) and (b) for submission of packages and will include an Application for Membership in the SMCR, enclosed within reference (c). Applicants shall ensure that their OMPF is current to include PME, FITREPs and a digital photo (completed within one calendar year). Applicants must also acknowledge via a statement of understanding within their application that they accept a four-year reserve commitment for Transition to the KC-130T.
b. Once the application is complete, a digital (pdf) copy of the entire package is the standard for submission. Any documents requiring signature (endorsements, letters of recommendation, etc.) must be signed prior to conversion to pdf. These pdf file(s) shall be emailed to omb_4thmaw_cmd(at)usmc.mil NLT 28 Apr 2017.
c. Label all pdf files with last.first.desired_aircraft (i.e. Doe.John.KC-130) for tracking purposes. If multiple PDF files are submitted, label files as 1 of xx (i.e. Doe.John.KC-130 part 1 of 4).
d. Letters of recommendation or command endorsements are encouraged, particularly from individuals the applicant has served with in a flying unit. Letters of recommendation and endorsements should be scanned with the application.
9. Selection board results will be announced only by MARADMIN at the earliest possible date after the conclusion of the board proceedings.
10. Naval Aviators are reminded that 4th MAW has open DIFOP and DIFDEN billets with other SMCR units. In addition, eligible Naval Aviators are reminded of the Fiscal Year 2017 Selected Marine Corps Reserve Aviation Retention Bonus, reference (e).
