GENTEXT/REMARKS/1. Background. The Regional, Culture, and Language Familiarization (RCLF) program is the Marine Corps career-long distance learning program for developing a language, regional expertise, and culture (LREC) capability in the general purpose force. The RCLF program was established by reference A, further supported by references B and C, with administrative
requirements as outlined in references D, E, and F.
2. Curriculum Update
2.A. The Officer Block 3 (OB3) and Enlisted Block 4 (EB4) curricula have been updated and will be activated on MarineNet on 15 May 2017. Marines currently enrolled in any regions OB3 or EB4 curriculum should receive an automated notice via email from MarineNet and will have until 14 May 2017 to finish the old curriculum before being automatically disenrolled. Alternatively, Marines may individually disenroll from the old curriculum to reenroll in the updated curriculum. Partial completion of the old OB3 or EB4 curriculum will not be transferred towards completing the new curriculum. Marines who already completed the old version of the OB3 or EB4 RCLF curriculum will still be considered as RCLF Complete in grade without having to complete the newly updated curriculum, though will have the option to access the updated
materials if they so choose.
2.B.  The updated curriculum is centered on a workbook for each region with all associated readings available as downloadable materials. Additionally there is a computer based training (CBT) file to apply the culture general concepts to a region specific scenario.
2.C.  End of Course Evaluation. Completing a course survey is required before MarineNet will note the course as complete in the Marine Corps Total Force System and the basic information record (BIR).
2.D.  This curriculum update will not affect a Marines progress on his/her selected HeadStart2 language. Marines who have completed the HeadStart2 language course will still be considered as HeadStart2 complete. Marines who are partially complete with their selected HeadStart2 language course will neither be disenrolled nor required to restart their course.
2.E.  In conjunction with this curriculum update, all revised OB3/EB4 curriculum materials will be uploaded to the MarineNet library (MarineNet home page). This will enable any Marine to access any block or regional material without having to register for any OB3/EB4 course.  Through this platform, senior leaders can review those materials their Marines are working, RCLF-assigned Marines can begin to read ahead on materials for future blocks, and all Marines can access materials to use for PME, in preparation for deployment, or for self-education. Of note, only the reading materials will be made available on the library. The CBTs, course assessments, and end of course evaluation will only be made available to those Marines who enroll in a course.
2.F.  Students who completed the current OB3 or EB4 courseware prior to this revision will be prevented by MarineNet from enrolling in the updated curriculum, in effect, taking the course twice.  However,those students can access the reading materials for the revised block via the MarineNet library.
3.  Assignments. An individual Marines RCLF assignment code can be found in Marines Online on the BIR under Service Information. Marines who are responsible for completing RCLF courseware but do not have a RCLF region assigned should contact the POC to request regional assignment. Marines who wish to request consideration for a change of regional assignment should do so by submitting a RCLF Region Change Request form,found on the Center for Advanced Operational Culture Learning (CAOCL) public web site at https(colon)(double backslash)www.mcu.usmc.mil/caocl /sitepages/rclf.aspx, to caocladmin(at)usmc.mil.
