SUBJ/FY 2017 FRANCIS D. GILL CHEMICAL, BIOLOGICAL, RADIOLOGICAL, AND NUCLEAR DEFENSE (CBRND) EXCELLENCE AWARD//

GENTEXT/REMARKS/1.  The purpose of this MARADMIN is to solicit nominees for the FY 2017 Francis D. Gill CBRND Excellence Award.  The award will be presented at the annual CBRND Operational Advisory Group (OAG).
2.A.  The Francis D. Gill CBRND Excellence Award.  Introduced in 2016, this award recognizes the outstanding leadership and excellence of CBRND Specialists throughout the Marine Corps.  This award is intended for Sgts and below with the MOS of 5711.
2.A.1.  Eligibility.  Commanders will use the following prerequisites to submit nominations:
2.A.2.  Nominees must be active duty or reserve and possess MOS 5711 during the period of eligibility.  Nominee actions must have occurred between May 1, 2016 and May 1, 2017 to be considered.
2.A.2.A.  Nomination may be submitted posthumously.
2.A.2.B.  Nominees should be recognized by seniors, contemporaries, and subordinates alike as a Marine who most exemplifies the outstanding qualities associated with this award.
2.A.2.C.  Nominee must clearly and dramatically demonstrate the ethos of honor, courage and commitment, and a genuine concern for the well-being of the Corps, fellow Marines, and the CBRND community.
2.A.2.D.  Nominee must set the standard for all Marines to follow.  The nominees must exhibit qualities that have made an outstanding contribution to the development of esprit de corps, loyalty, and mission accomplishment within their unit.  Include specific accomplishments, their results and why these accomplishments set the nominee apart from his/her peers.
2.A.3.  Nominee packages must include the following:
2.A.3.A.  Summary of action supporting the award for which the Marine is being nominated.
2.A.3.B.  Official photograph, full length and in service Charlie uniform taken within twelve months.  If deployed, photo in Marine Corps combat utility uniform without blouse is authorized.
2.A.3.C.  Appropriate endorsements via the first General Officer in the endorsing chain of command.
2.A.3.D.  Award template format will be provided to CBRND Chiefs at Commands listed in paragraph 2.A.4.A via separate correspondence and upon request.
2.A.4.  Submission of nominations.
2.A.4.A.  The following commands are authorized one submission each.  I MEF, II MEF, III MEF, MARFORRES, CBIRF and MCSF via MFC and CBRN School via TECOM.  Commands outside the above listed units (PFPA, HMX, MARSOC, WFTB, etc) will submit nominations directly to the POC’s listed above.
2.A.4.B.  Nominations will be submitted via e-mail to POC’s listed above at CBRN Defense Section, Security Division, Plans, Policies and Operations, Headquarters, U.S. Marine Corps.
2.A.4.C.  Award nominations must be digitally signed and encrypted to protect personally identifiable information.
2.A.4.D.  Nomination for this award does not affect a Marines’ eligibility to receive a military award for the same action/performance.  If the nominee received a military award for the same action/performance, the summary of action should be included as an attachment in support of the nomination.
2.A.4.E.  Completed nominee packages endorsed through the chain of command must be received NLT 1 July  2017.  Forward completed packages via e-mail to the above listed POC’s.
2.A.5.  An awards board consisting of 2 officers and 3 staff noncommissioned officers will convene during July 2017 at HQMC.
2.A.6.  The Francis D. Gill CBRND Excellence Award winner will be announced via separate correspondence prior to the CBRND OAG.
