SUBJ/DEFENSE PERFORMANCE MANAGEMENT AND APPRAISAL PROGRAM (DPMAP) TRANSITION TIMELINE FOR USMC COMMANDS//

GENTEXT/REMARKS/1. Per reference (a), this MARADMIN provides guidance to all organizations and non-bargaining unit positions currently covered by the Interim Performance Management System (IPMS) and Performance Appraisal Review System (PARS) for transition to the Defense Performance Management and Appraisal Program (DPMAP).
2. DPMAP is intended to:
a. Focus on employee engagement, development, performance, and accountability.
b. Align individual employee goals with organizational mission goals by supporting alignment and cascading of established organizational goals from executive to employee.
c. Create a culture of engagement by fostering ongoing feedback, constructive informal interactions, and continuous learning for supervisors and employees at every level.
d. Emphasize the continuous nature of performance management while deemphasizing the final performance appraisal discussion by:
(1) Providing continuous dialogue that allows for timely recognition and reward.
(2) Addressing technical and interpersonal development early and often.
(3) Improve supervisory assessment, selection, development, and training.
3. Per reference (b), Marine Corps non-bargaining unit civilian employees currently covered by IPMS and PARS will transition to DPMAP 1 October 2017. Marine Corps University Administratively Determined (AD) staff will transition 1 Oct 2018. Bargaining unit employees are scheduled to transition 1 April 2018.
4. Marine Corps Human Resource Offices are responsible for training affected personnel, supervisors, and military supervisors on DPMAP via in-person training to the greatest extent possible. Remotely situated employees, supervisors, and military supervisors may be granted access to online training, utilizing Joint Knowledge Online (JKO).
