GENTEXT/REMARKS/1. Per REF A, DC CDI serves as the advocate for the Marine Corps Combat Marksmanship Program (MCCMP). The CG, TrngCmd is responsible for the staffing and distribution of products developed by the MCCMP proponent. CO, WTBN serves as the marksmanship proponent, responsible for oversight of the MCCMP/maintaining the MCCMP order, development, maintenance, and update of all master lesson files and other supporting documentation for conducting marksmanship training throughout the Marine Corps.
2. WTBN Quantico hosted the FY 2017 CMS from 3-6 Oct 2016. The CMS provides a forum where authorized decision makers, representing the operating forces, supporting establishment, entry level training sites, and HQMC meet to identify and discuss issues and provide recommended solutions to improve combat marksmanship. This symposium provides a single point to consolidate combat marksmanship issues and continues to provide senior leadership a true picture of our current state of marksmanship.
3. For FY17 the following working groups (WG) convened: WG1 Weapons (Enduring), WG2 Range and Facilities Requirements Plan (Enduring), WG3 Combat Rifle and Pistol Marksmanship Programs, WG4 Competition-in-Arms Program, and WG5 Simulations and Distance Learning.
4. The Executive Steering Committee (ESC) brought forward the following items that were approved by the advocate:
4.A. The ESC identified the need to have a dedicated initial capabilities document, to gain synergy along marksmanship lines of effort, and to support Future Force 2025 as well as Marine Corps Operating Concept (MOC) requirements.
4.B.  Weapons and Equipment: the FY17 Authorized Weapons and Equipment MARADMIN will be released during the second quarter of FY17.
4.B.1.  The advocate approved use of the B5 Systems SOCOM buttstock and the Glock 19 (all variants) for annual marksmanship training.
4.C.  Range and Facilities Requirements Plan:  The main effort for the Range and Facilities Requirements Plan is Range Modernization, and the supporting effort is Marksmanship Targets.
4.C.1.  Range modernization need to tie into Marine Corps Force (MCF) 2025 and the MOC, DC CDI tasked WTBn Quantico to manage a proposed Plan of Action and Milestones (POAM) for coordination, routing and approval of Deliberate Urgent Needs Statement (D-UNS), then incorporate into the Marine Corps capabilities based assessment process for initial operating capabilities prior to the next generation squad weapons being fielded.
4.C.1.A.  DC CDI tasked CG, TECOM to modify the range metric conversion study for feasibility and cost assessment of pending D-UNS.
4.C.2.  DC CDI tasked WTBn to coordinate current research, development, training, and evaluation efforts, underway with TECOM, RTAM and MCWL in reference to target support via POAM in order to ensure the efforts are synchronized with the range modernization plan and future operating concepts.
4.C.2.A.  DC CDI tasked WTBn to incorporate target capabilities development document (once developed) into CDI DOTMLPF assessment in order to determine feasibility and cost.
4.D.  Combat Rifle and Pistol Marksmanship Program:
4.D.1. All elements of the MAGTF have given the demand signal for a more time efficient and combat centric annual rifle training program. DC CDI authorized testing of a three-day training program that incorporates aspects of Table 1A and Alternate Table 2 in its entirety. Details for the test will be released in a separate message. Data from the test will be reviewed at the FY18 CMS for possible implementation service wide.
4.D.2. DC CDI has delegated marksmanship program waiver authority to the first General Officer within a Marines chain of command vice COMMARFOR or CG MCCDC. This change comes about due to the direct time conflict with unit PTP requirements, and the resulting excessive annual marksmanship from all of the MEFs.
5. Action Items: WTBN Quantico will take action on the items in section 4 of this message.  Where necessary and appropriate, WTBN will make liaison with the other commands to accomplish these efforts.
6. CMS Way Ahead. The CMS met its intent to gain a clear picture of the current state of Marine Corps marksmanship and the steps needed to improve the program. The next iteration of the CMS will be held 2-5 October, 2017 for FY18. WTBN, Quantico will draft a calling message for submission of topics for the FY18 CMS in April, 2017 in order to maintain relevant discussion.
