GENTEXT/REMARKS/1. SITUATION. This message is promulgated to update Service IA policies and sourcing timelines in the IA Process to gain efficiencies, in order to support gaining commanders. This change will be incorporated into the next revision of reference A. The term IA encompasses all individual augment requirements that are either Joint or Service generated.
2. CRITICAL TIMELINES. Effective immediately, the revised timelines will be implemented to gain efficiencies in the sourcing process to allow for timely support of gaining force commanders:
2.a. At 120 days, new HHQ directed IA report date to the Gaining Force Command (GFC).
2.b. At 115-110 days, DC M(and)RA releases tasking message.
2.c. (UPDATE) NLT 90 days prior to the GFC report date, tasked command identifies IA in the Marine Corps Force Augmentation Processing System (formally MCMPS).
2.d. (UPDATE) NLT 90-60 days prior to GFC report date, IA completes theater specific PTP and medical screening. R/C Marines will be subject to the training dates for DPC-E and DPC-W and may not be able to complete within this window.
2.e. NLT 14 days prior to the GFC report date, IA reports to the MARFOR LNO co-located at DPC-E or DPC-W. That MARFOR LNO report date will be determined between DC M(and)RA and the MARFOR (G-1). Understanding that intra-theater travel delays may preclude arrival at the GFC on the expected date, the Service goal is to have a minimum 7 days turnover with the incumbent IA.
2.f. At 14-10 days prior to incumbent rotation, the replacement IA arrives for a turnover. There will be occasions where unforeseen circumstances delay the replacement which forces the incumbent to remain until their relief arrives. After sufficient turnover, the incumbent will egress out of theater.
2.g. When a Marine is sent forward to fill an IA requirement for 180 days, that 180 day billet clock does not begin until the Marine assumes the duties of that IA billet. That IA billet clock calculation does not include travel time into theater, turnover and egress as that deployment may be upwards of 210 days depending on mitigating factors.
2.h. Taskings from the SECDEF that are within the minimum 120 day JCS timelines will preclude adherence to these Service timelines, however that is the exception and not the norm.
3. PROCESS CHANGES. To streamline and provide transparency and clarity, the below processes will be implemented:
3.a. Tasking messages will be UNCLASS for improved situational awareness. Latest Arrival Dates (LADs) and other classified information will be omitted and promulgated via SIPR if requested.
3.b. Tasking and other messages will now include the MEFs, and MSCs, down to the Division, Wing and MLG levels as info addressees.
3.c. These messages will also be forwarded to DC EAs and Command CoSs for visibility.
4. The inability to ensure compliance with paragraph 2 above, allows the supported Component Commander to involuntarily extend an IA up to 14 days, per reference (b). It has been the long-standing unwritten policy of the Marine Corps that when a Marine deploys, especially to a JIA billet, that the Marine will remain in placeuntil their relief arrives.
