GENTEXT/REMARKS/1. The Commandant of the Marine Corps and the Chief of Naval Operations signed the Littoral Operations in a Contested Environment Concept (LOCE) on February 27, 2017.
2. The purpose of the LOCE concept is to describe naval operations in the littoral environment in light of emerging threats in order to provide a unified framework for Navy-Marine Corps innovation.
2.A. The ideas put forth in this concept require further testing and refinement through detailed wargaming, experimentation, and exercises. Of particular importance, practical application of the concept during live exercises will allow naval forces to identify the inevitable seams and capability limitations that must be resolved.
2.B. Following this rigorous testing and refinement process, the ideas determined to have merit will generate changes to doctrine, organization, training, materiel, leadership and education, personnel, facilities, and policy (DOTMLPF-P) and influence operational planning and execution of integrated Navy and Marine Corps operations on and from the sea.
3. Classified Secret, LOCE is a key driver for ensuring Marine Corps forces can fulfill title 10 responsibilities as part of the naval team in the 21st century. Additionally, Secret rel to USA, FVEY, confidential rel to USA, NATO, and unclassified versions of LOCE are under development in order to support activities conducted in coordination with international partners. Publication of these versions will be announced via SEPCOR.
4. In support of paragraph 2 above, the LOCE action plan assigns 18 tasks to be accomplished or supported by designated Marine Corps component commanders, deputy commandants, and HQMC directors in coordination with assigned navy counterparts.
5. Widest dissemination of this document across the Marine Corps is directed.
