GENTEXT/REMARKS/1. Purpose. To announce the Fiscal Year 2018 (FY18) Commandants Career-Level Education Board (CCLEB) convening on or about 12 September 2017. The deadline to complete board instructions (contained within this message), take an official OMPF photo, and submit letters to the board is 14 August 2017. Letters to the board are not required and are at the discretion of the officer to be screened.
2. Programs. The board will convene for approximately four weeks to select officers for:
2.a. Career-Level Schools (CLS) to include Expeditionary Warfare School and the PMOS-specific Army Captains Career Courses.
2.b. Congressional Fellowship Program (CFP).
2.c. International Affairs Programs (IAP). Foreign Area Officer Program (FAO)- Limited to officers with no more than 11 years of commissioned service.
2.d. Special Education Programs (SEP) and Advanced Degree Programs (ADP) at:
2.d.1. Naval Postgraduate School (NPS).
2.d.2. Air Force Institute of Technology (AFIT).
2.d.3. George Washington University (GWU)- Under the Leadership, Education And Development (LEAD -8803 AMOS) Program.
2.d.4. San Diego State University (SDSU)- Restricted to 4302 Primary Military Occupational Specialty (PMOS).
2.d.5. Civilian Institutions at the expense of the officer-Restricted to Education and History curriculums.
2.e. Special Education Program-Law and Advanced Degree Program-Law-Restricted to 4402 PMOS.
2.f. The Judge Advocate Generals Legal Center and School (TJAGLCS)-Restricted to 4402 PMOS.
2.g. Olmsted Scholar Program (OSP)-Limited to officers with no more than 11 years of total federal service as of 01 April 2018 and certain PMOSs, as determined by the Olmsted Scholar Foundation.
2.h. Junior Officer Strategic Intelligence Program (JOSIP) and Junior Officer Cryptologic Career Program (JOCCP)-Limited to 02XX PMOSs.
3. General Eligibility Guidelines
3.a. All company grade officers with a date of departure from their current command no later than 30 September 2018 will be screened on the FY18 CCLEB. Questions regarding tour lengths and dates of departure should be directed to the appropriate PMOS monitor.
3.b. The following officers are not eligible for consideration:
3.b.1. Officers with a training PMOS or departing PMOS training.
3.b.2. Officers in zone for major on the FY19 Major Promotion Selection Board.
3.b.3. Officers completed with or currently enrolled in a program slated by a previous CCLEB.
3.b.4. Officers who have not fulfilled an obligated payback tour for a previously attended program.
3.b.5. Officers participating in or having completed the Expeditionary Warfare School Blended Seminar Program (EWSBSP). Officers in this category, who are interested in CCLEB programs other than CLS (e.g., NPS, CFP, FAO, Olmsted, etc.), must submit a request to be considered. Requests should be the form of an Administrative Action Form directed to the respective PMOS monitor and received by MMOA NLT 13 August 2017 to be considered by the board.
3.b.6. Restricted Officers.
4. Eligible Population. All officers due for permanent change of duty orders (PCS/PCA) in FY18 are required to complete the specific instructions outlined in paragraph 5. The list of officers due for orders in FY18 can be found on the CPIB/CCLEB Updates page on the main USMC Manpower website at: https:(slash)(slash)www.manpower.usmc.mil/webcenter/portal/OA3CEB/CPIB/CCLEB%20Updates.
4.a. Within the list, officers with sufficient career timing to participate in programs longer than one year, such as SEP, ADP, CFP, etc., will have a Note 1 beside their name.
4.b. For all officers with a Note 1 beside their name, proceed to the beginning of paragraph 5 for instructions. For officers without a Note 1 beside their name see paragraph 5.d. for instructions.
5. Instructions for the Eligible Population.
5.a. Officers will update their official photograph in OMPF prior to the convening date of the board.
5.b. Officers with a Note 1 beside their name are required to complete the questions on the FY18 Commandants Education Board Questionnaire and upload a copy of their undergraduate transcripts to the questionnaire. Do not request to have transcripts sent directly to MMOA-3 by mail or electronically. All transcripts must be copies uploaded as a Transcript file within the FY18 Commandants Education Board Questionnaire. Transcripts uploaded to the questionnaire will not be sent to Official Military Personnel Files (OMPF) by MMOA-3. Officers desiring to have their transcripts put in their record must send a copy to MMRP at smb.manpower.mmrp@usmc.mil. Each page in the copy must contain the grade, full name and EDIPI (DOD ID) legibly handwritten or typed.
5.c. The below subparagraphs also apply to officers with a Note 1 by their name:
5.c.1. Officers interested in any graduate education program are required to apply to the Naval Postgraduate School (NPS) NLT 14 August 2017. Unlike paragraph 5.b., official copies of transcripts from all undergraduate and graduate schools attended will be required for this application. Officers can submit up to three applications for different programs. NPS will notify MMOA-3 if an officer is accepted. Do not request an acceptance letter or status of transcript.
5.c.2. Officers who prefer a graduate education program not offered at NPS are required to take the GRE and submit applications to the desired school. Upload GRE scores, conditional acceptance letters, and transcripts into the questionnaire in order to be considered. These programs include:
5.c.2.a Strategic Communications at San Diego State University-Restricted to 4302 PMOS.
5.c.2.b. Aeronautical Engineering at AFIT - Restricted to 75XX PMOSs.
5.c.2.c. Environmental Engineering at AFIT - No PMOS restriction.
5.c.2.d. Master of Education from a civilian university at the expense of the officer- Curriculums must be verified by the program officer.
5.b.2.e. Master of History from a civilian university at the expense of the officer (Curriculums must be verified by the program officer)
5.c.3. Officers interested in the FAO program must annotate the program as one of their top three preferences, and are required to have a DLAB score in their record and apply to NPS prior to the deadline. The DLAB score does not expire so past scores are valid. DLABs can also be retaken and only the most recent score will be considered. DLPT scores are required to validate self-certified language capability. The FAO program has a limit of 11 years of commissioned service by June 2018.
5.c.4. Officers interested in LEAD, JOSIP/JOCCP, or CFP must submit completed applications to the points of contact (see paragraph 10). Applicants are responsible for ensuring time-in-service and PMOS requirements are met. LEAD Program applicants need not apply to GWU. Once selected, USNA LEAD Program representatives will facilitate admissions to GWU Masters program.
5.c.5. Officers interested in the Olmsted Scholar Program or the Advanced Degree program must submit completed and signed applications to the questionnaire. Applications formats are provided at the CPIB/CCLEB Updates website. Applicants are responsible for ensuring time-in-service and PMOS requirements are met.
5.d. Officers without a Note 1 beside their name are required to complete and submit the FY18 Commandants Education Board Questionnaire prior to the deadline. The option for longer programs (e.g., NPS, CFP, FAO, Olmsted, etc.) will not be available to those without a Note 1 beside their name. Questions concerning career timing should be directed to the respective PMOS monitor.
5.e. For specifics on any of the programs, reference the PME order and/or contact the program officer in paragraph 10 below. Program information can also be found on the CPIB/CCLEB Updates webpage.
6. Board Correspondence. All correspondence to the board must originate from or be endorsed by the officer to be screened. All submissions (letters of recommendation, clarifying statements of service, etc.) must be uploaded into a Letters to the Board file on the FY18 Commandants Education Board Questionnaire no later than 14 August 2017.
7. FY18 Commandants Education Board Questionnaire. Found at https(slash)(slash)www.manpower.usmc.mil/application. The questionnaire will be made available until the deadline for those listed on the eligibility roster. See paragraph 4 above for directions to the roster. Eligible officers will be able to submit program preferences as well as upload transcripts, GRE scores, applications, and letters to the board. All eligible officers are directed to the manpower website for further information and eligibility requirements for each program. Note: CAC card is required to access the website.
8. Non-Compliance. Officers are considered non-compliant with the above instructions:
8.a. If they have a Note 1 next to their name on the eligibility roster and do not complete the questionnaire and upload a legible copy of their transcripts.
8.b. If they are listed in the eligibility roster without a Note 1 next to their name and they do not complete the questionnaire.
9. Selectees will be notified of selection via MarAdmin which will serve as notification of orders for primary selectees.
