GENTEXT/REMARKS/1.  Purpose.  This MARADMIN provides advance notification of changes to reference A (SDA pay level changes) and announces the transfer of legal authority of this program from 37 USC 307 to 37 USC 352 (reference B).
2.  Background.  Reference C implemented changes and an introductory pay level to a number of billets, effective 1 Oct 2014.  In 2016, a triennial review of the SDAP program reviewed the changes implemented in reference C and proposed changes for DC, MRA’s consideration.  DC, MRA directed that introductory pay levels be discontinued across the program.
3.  Action
A.  Marines currently serving in the SDAP billets listed below with a join date to those billets prior to 1 Oct 2014 are grandfathered and shall continue to receive the pre-1 Oct 2014 pay level for the duration of their current assignment to those billets.
B.  Effective 1 Oct 2017, reference C is cancelled and pay levels for the SDAP billets listed below shall begin as described.  Also, effective 1 Oct 2017, this program is implemented under 37 USC 352.
(1)  Marines assigned to the following SDAP billet shall continue to receive SDAP level-6 beginning on 1 Oct 2017:
(a)  Sergeant Major of the Marine Corps
(2)  Marines assigned to the following SDAP billets shall receive SDAP level-5 beginning on 1 Oct 2017:
(a)  Recruiter (includes musician recruiters)
(b)  Career Recruiter
(c)  Critical Skills Operator
(3)  Marines assigned to the following SDAP billets shall receive SDAP level-4 beginning on 1 Oct 2017:
(a)  Drill Instructor (DI)
(b)  Helicopter Rescue Swimmer
(4)  Marines assigned to the following SDAP billets shall receive SDAP level-3 beginning on 1 Oct 2017:
(a)  DI Duty, 1stSgt (Recruit Company)
(b)  DI Duty, 1stSgt (DI School)
(c)  DI Duty, 1stSgt (Officer Candidate School (OCS) Letter Company)
(d)  Senior Enlisted Advisor- (General/Lieutenant General level billets, to include joint Command Senior Enlisted Leader (CSEL))
(e)  Recruiting Duty, SgtMaj (Recruiting Station)
(5)  Marines assigned to the following SDAP billets shall receive SDAP level-2 beginning on 1 Oct 2017:
(a)  Marine Combat Instructor (School of Infantry)
(b)  MARSOC - Special Operations Capability Specialist
(c)  DI Duty, SgtMaj (Recruit Battalion)
(d)  DI Duty, SgtMaj (Recruit Training Regiment)
(e)  Marine Combat Instructor, 1stSgt (Infantry Training Battalion (ITB))
(f)  Marine Combat Instructor, 1stSgt (Advanced Infantry Training (AIT))
(g)  Marine Combat Instructor, 1stSgt (Marine Combat Training (MCT))

(6)  Marines assigned to the following SDAP billets shall receive SDAP level-1 beginning on 1 Oct 2017:

(7)  The SDAP levels for joint billets remain as authorized in reference A.
C.  The following examples are provided to clarify the grandfathering policy for Marines currently serving in SDAP billets that joined SDAP billets prior to 1 Oct 2014 and are still in a grandfathered status as of 1 Oct 2017.
(1) Pre 1-Oct 2014 example:  On 20 Aug 2014, a Marine reported into a recruiting station to begin duty as a recruiter (8411 billet) and continues in this duty until 1 Nov 2017.  The Marine will receive SDAP level-6 (pre-1 Oct 2014 pay level) for the duration of the Marine’s assignment to SDA duty, even for the time subsequent to 1 Oct 2017, because the Marine is grandfathered.
(2) Consecutive tour example 1: The same Marine from the pre-1 Oct 2014 example above extended their SDA tour for another 12 months (8411 billet) immediately following the initial tour.  The Marine will continue to receive SDAP level-6 (pre-1 Oct 2014 pay level) for the entire tour because the Marine remains grandfathered.
(3) Consecutive tour example 2: On 1 Sep 2014, a Marine was permanently assigned as a career recruiter at MCB Quantico (8412 billet).  The Marine received SDAP level-6 (pre-1 Oct 2014 pay level).  On 1 Dec 2017, the Marine’s tour ends and the Marine is permanently reassigned to a career recruiter billet in San Diego.  The Marine will continue to receive SDAP level-6 for the entire tour, because the Marine remains grandfathered.
(4) Consecutive tour example 3:  On 30 Jul 2014, a Marine was permanently assigned to a slated SgtMaj billet for a Major General.  The Marine received SDAP level-3 (pre-1 Oct 2014 pay level).  On 1 Dec 2017, the Marine’s tour ends and the Marine is permanently reassigned as a slated SgtMaj for a Lieutenant General.  The Marine will continue to receive SDAP level-3.  The Marine is then assigned as a SgtMaj to a General.  The Marine continues to receive level-3 for the entire tour, because the Marine remains grandfathered.
(5)  Break-in-time example 1: On 1 Jun 2014, a Marine was permanently assigned to drill instructor company 1stSgt duty (8999 billet) and was in receipt of SDAP level-4.  The Marine’s 3-year tour ends on 31 May 2017.  The Marine is permanently reassigned to a non-drill instructor company 1stSgt billet.  Afterwards, on 1 Jun 2019, the Marine is permanently reassigned to drill instructor company 1stSgt duty (8999 billet).  The Marine had a break-in-time between drill instructor duty billets.  As a result, the Marine will receive SDAP level-2 (the 1 Oct 2017 pay level) for the entire tour, because the Marine is no longer grandfathered.
(6) Switch assignment category example: On 1 Aug 2014, a Marine was permanently assigned to drill instructor duty (0911 billet).  The Marine received SDAP level-5 (pre-1 Oct 2014 pay level) for the entire tour.  On 1 Oct 2017, the Marine’s tour ends and the Marine is permanently reassigned to MCESG duty (8156 billet).  The Marine switched SDAP assignment categories.  As a result, the Marine is no longer grandfathered.  Upon reporting into MCESG, the Marine would receive SDAP level-1 (1 Oct 2017 pay level) for the entire tour.
(7) Recruiter to career recruiter example: On 15 Sep 2014, a Marine was permanently assigned to recruiter duty (8411 billet).  The Marine received SDAP level-6 (pre-1 Oct 2014 pay level) for the entire tour.  On 15 Oct 2017, the Marine is reassigned to career recruiter duty (8412 billet).  The Marine is no longer grandfathered and will receive SDAP level-5 (1 Oct 2017 pay level) while assigned to the 8412 billet.
D.  The following examples are provided to clarify the policy change effective 1 Oct 2017 for Marines that joined SDAP billets on or after 1 Oct 2014 (i.e., Marines not grandfathered).  The introductory pay level is discontinued effective 1 Oct 2017.
(1)  Introductory pay level example: On 1 Nov 2014, a Marine was permanently assigned to drill instructor duty (0911 billet) at MCRD Parris Island.  The Marine received the 12-month introductory SDAP level-3 and after 12 months in the billet, the Marine received SDAP level-4.  On 1 Oct 2017, the Marine will continue to receive SDAP level-4 (1 Oct 2017 pay level) for the entire tour.
(2)  Discontinuation of introductory pay level example: On 1 Dec 2016, a Marine was permanently assigned to drill instructor duty at MCRD San Diego and receives the introductory pay level, SDAP level-3 (post-1 Oct 2014 pay level).  On 1 Oct 2017, the Marine begins receiving SDAP level-4 for the entire tour.
(3)  Consecutive tours example 1: The same Marine from the discontinuation of introductory pay level example is permanently reassigned from MCRD San Diego to drill instructor duty (0911) at MCRD Parris Island.  The Marine will continue to receive SDAP level-4 for the entire tour.
(4)  Consecutive tours example 2: On 1 Jul 2016, a Marine was permanently assigned as a recruiting station SgtMaj.  The Marine received the 12-month introductory SDAP level-2 and after 12 months in the billet, the Marine receives SDAP level-3.  On 1 Feb 2018, the Marine is reassigned as a recruiting district SgtMaj.  The Marine receives SDAP level-2 (1 Oct 2017 pay level) for the entire tour.
(5)  Break-in-time example 1: On 1 Jan 2015, a Marine was permanently assigned as a recruiting station SgtMaj.  The Marine received the 12-month introductory SDAP level-2 and after 12 months in the billet, the Marine received SDAP level-3.  On 1 Feb 2017, the Marine’s tour ended and the Marine was reassigned to a non-SDAP SgtMaj billet.  On 1 Feb 2018, the Marine is reassigned as a recruiting district SgtMaj.  The Marine will receive level-2 (1 Oct 2017 pay level) for the entire tour.
(6)  Switched assignment category example 1: On 1 Feb 2015, a Marine was permanently assigned as a SgtMaj at a recruiting station and received the introductory SDAP pay level-2 for the first 12 months of the assignment and then increased to level-3 after the 12 month introductory period.  On 30 Oct 2017, the Marine is permanently reassigned as a slated SgtMaj for a Major General.  The Marine switched assignment and now receives SDAP level-2 (1 Oct 2017 pay level) for the entire tour.
(7)  Switched assignment category example 2:  On 1 Jun 2015, a Marine was permanently assigned to MCESG duty (8156) and received SDAP level-1 for the entire tour (no introductory pay level for this assignment).   On 15 May 2018, the Marine is permanently reassigned to Marine Combat Instructor Duty (0913).  The Marine will receive SDAP level-2 (1 Oct 2017 pay level) for the entire tour.
4.  Unit Diary Reporting requirements for SDAP will change with the modification of TTC 233 013 to include the reporting of the SDAP levels in this MARADMIN.  Changes to the MCTFS PRIUM (user guide) paragraph 90201 will occur with the MCTFS system changes.  On 1 Oct 2017, MCTFS will automatically increase the SDAP of Marines who are receiving an introductory pay level to the appropriate pay level for the assignment, per paragraph 3.b of this MARADMIN.
5.  Marines must meet all of the individual eligibility requirements in reference A to qualify for SDAP.
