GENTEXT/REMARKS./1.  Purpose.  This bulletin announces the SRB program and the BSSRB program authorized for FY18.  With the advent of several new SRB programs, Marines are encouraged to thoroughly review the contents of this bulletin.  First term Marines (Zone A) and Career Marines (Zone B, C, D and E) who reenlist on or after 5 Jul 2017 are eligible for the FY18 SRB program.  This will include:
     a.  Any regular component first term or career Marine with an End of Current Contract (ECC) from 1 Oct 17 to 30 Sep 18.
     b.  Prior service regular component Marines who reenlist back into the active component will only be allowed to reenlist after 1 Oct 17.  Exceptions to this policy will be made for individuals who qualify for and desire to reenlist into one of the critically short Primary Military Occupational Specialties (PMOS) listed in the yearly submission goals promulgated by HQMC.  Prior service Marines with less than a 4-year break in service between regular component contracts may be eligible to receive a BSSRB, if available.
2.  Background.  Retaining our experienced and qualified Marines remains one of the Commandant’s highest priorities.  Achieving retention goals is vital for shaping and sustaining the Marine Corps’ enlisted force.
3.  Key elements of the FY18 SRB program.
     a.  Kicker Programs.  The Marine Corps will institute three SRB kickers in FY18:  the Early Reenlistment Kicker, the Special Duty Assignment (SDA) Kicker, and the Aviation Maintenance Kicker.  Only one kicker may be obligated per Marine.
1.  Early Reenlistment Kicker.  Marines in Zones A, B, and C who have submitted for a 48 month reenlistment between 5 Jul 17 through 30 Sept 17 with a PMOS that is listed in sections 3.l, 3.m, and 3.n, and are subsequently approved, will rate a 10,000.00 Early Reenlistment Kicker in addition to the bonus amount listed in section 3.l, 3.m, and 3.n.  After September 30, 2017, this Early Reenlistment Kicker will expire.
         (1) Example:  An FY18 Zone A Cpl submits for reenlistment into PMOS 0311 on 8 August 17 for 48 months and is approved.  19,750(bonus received) = 9,750(4 year bonus amount) + 10,000(Early Reenlistment Kicker).
2.  Special Duty Assignment (SDA) Kicker.  Zone A, B, and C Marines who submit a 48 month reenlistment in which they volunteer for an initial Free Military Occupational Specialty (FMOS) of 0911, 8411, or 8156 from 5 Jul 17 to 31 Dec 17  will rate a 20,000 reenlistment kicker in addition to the SRB allotted to the Marines PMOS.  The awarding of the FMOSs 0911, 8411, or 8156 predicates the payment of the SDA kicker.  Marines who are in training beyond 30 Sep 18 will be authorized payment of the SDA Kicker once MCTFS shows they have been awarded the new FMOS.  The SDA kicker is open to all PMOSs who gain the FMOSs mentioned above.
         (1) Example:  An FY18 Zone B Sgt reenlists for 48 months into PMOS 4341 and volunteers for FMOS 0911 on 1 Dec 17.  The Marine is awarded the 0911 FMOS on 9 Nov 18, after graduating Drill Instructor School.  26,000(bonus received) = 6,000(4 year PMOS bonus amount) + 20,000(SDA Kicker).
         (2) Example:  An FY18 Zone A Sgt reenlists for 48 months into PMOS 3432 and volunteers for FMOS 8411 on 20 Apr 18.  The Marine is awarded the 8411 FMOS on 9 Jul 18, after graduating Recruiter School.  SNM does not rate a bonus due to the reenlistment occurring outside of the SDA kicker submission window.
         (3) Example:  An FY18 Zone A Sgt reenlists into PMOS 6074 and volunteers for FMOS 8156 on 30 Jul 17.  The Marine is awarded the 8156 FMOS on 5 May 18, after graduating Marine Security Guard School.  20,000.00(bonus received) = 0(4 year PMOS bonus amount) + 20,000(SDA Kicker).
3.  Aircraft Maintenance Kicker.  All Corporals through Gunnery Sergeants holding current qualifications of Collateral Duty Inspector (CDI), Quality Assurance Collateral Duty Representative (CDQAR), Quality Assurance Representative (QAR), or Safe For Flight (SFF) in the below MCCs who reenlist for 48 months, and agree to remain in a specified MCC for the first 24 months (following the end of their current contract), will rate a 20,000 kicker in addition to the PMOS bonus amount listed in section(s) 3.l, 3.m, and 3.n.  If no bonus is listed in section(s) 3.l, 3.m, and 3.n, the Marine rates a lump sum bonus of 20,000.  MCCs Authorized for Aircraft Maintenance Kicker:  1V2, V6A, V6B, VLC, VHG, VMH, 1V1, 1V4, VR1, V80, V81, V83, 1T2, V9B, V9C, VM1, VM2, VM3, VM4, VM5, VM6, 1T3, 1HK, 1HM, VH1, VHM, 1HL, 1HN, 1T9, V61, V63, VF1, VF3, VF4, 1TV, VRA, VFG, VFB, VFD, VFE, 1T6, V8A, V8B, V8C, VMA, VMB, VMD, VME, VHB, VHA, VHC, VHD, VHE, VLA, VLB, VLD, VLF, 1T5, VMC, VMJ, S5J, S3F, S6E, S6D, S7L, S6C, S6F, S3C, 036, 042, 043, 1TC, 1HT, 1LX.
         (1) Example:  An FY18 Zone A Cpl in MCC VLA reenlists for 48 months into PMOS 6114 holding a current CDI qualification and agrees to remain in the MCC VLA for a minimum of 24 months (following the end of their current contract).  20,000(bonus received) = 0(4 year PMOS bonus amount) + 20,000(Aircraft Maintenance Kicker).
         (2) Example:  An FY18 Zone B SSgt in MCC VMA reenlists for 48 months into PMOS 6257 holding a current CDQAR and agrees to Permanent Change of Assignment (PCA) orders to MCC VMB for a minimum of 24 months (following the end of their current contract).  33,250(bonus received) = 13,250(4 year bonus amount) + 20,000(Aircraft Maintenance Kicker).
     b.  72 Month Reenlistment Initiatives.  The Marine Corps will institute two 72 month reenlistment initiatives in FY18:  The Lateral Move (LM) 72 Month Initiative and the Necessary Military Occupation Specialty (NMOS) 72 Month Initiative.  Only one 72 month reenlistment initiative may be authorized.  72 month reenlistment initiatives may not be coupled with any kicker program.
1.  LM 72 Month Initiative.  Zone A Marines electing to LM in FY18 into PMOSs listed in section 3.l with the LM designation, will be given the opportunity to reenlist for 72 Months.  Marines who execute a LM into one of these PMOSs for 72 months will rate a 40,000 initiative in addition to the bonus listed in section 3.l.
         (1) Example:  An FY18 Zone A Sgt conducts LM into PMOS 0211 for 72 months.  98,750(bonus received) = 58,750(4 year bonus amount) + 40,000(72 Month LM Initiative).
2.  NMOS 72 Month Initiative.
     a.  Any Zone A Marine who reenlists with the NMOS of 2612, or any Zone A Marine, who enters into a contract with the intent to gain the 2612 NMOS, for six years, will rate a 40,000 initiative in addition to the bonus listed in section 3.l.  The awarding of the NMOS 2612 predicates the payment of the NMOS 72 month initiative.  Marines who are in training beyond 30 Sep 18 will be authorized payment of the SRB once MCTFS shows they have been awarded the new NMOS.
         (1) Example:  An FY18 Zone A Cpl reenlists into PMOS 2631 for 72 months, SMN completes training and is awarded the 2612 NMOS.  44,750(bonus received) = 4,750(4 year bonus amount) + 40,000(72 Month NMOS Initiative).
     b.  Zone B Marines with a 26XX PMOS who reenlist already holding the NMOS of 2612, for six years, will rate an 85,000 72 Month initiative in addition to the bonus listed in section 3.m.
         (1) Example:  An FY18 Zone B Sgt reenlists into PMOS 2621 for 72  months, SMN already holds the 2612 NMOS at the time of reenlistment.  98,500(bonus received) = 13,500(4 year bonus amount) + 85,000(72 Month NMOS Initiative).
     c.  Lateral Moves.  LM PMOS(s) are listed under Zones A, B, and C  with the LM designation.  These PMOS are authorized SRB payments to Marines who execute a LM in conjunction with a reenlistment in their respective zones.  Marines who request LM into a PMOS may submit for reenlistment immediately and do not have to wait until their current PMOSs boatspaces are closed out prior to requesting a lateral move boat space.
1.  SRB payment for LM PMOSs will not be made at the time of reenlistment but upon successful completion of PMOS training and subsequent award of the PMOS.  SRB payment will be based upon the FY SRB authorized at the time of reenlistment.  Marines who are in training beyond 30 Sep 18 will be authorized payment of the SRB once MCTFS shows they have been awarded the new PMOS.  Laterally moving Marines failing to complete required lateral move PMOS training will be re-designated or administratively separated according to the needs of the Marine Corps and will receive no SRB, even if the PMOS the Marine is reclassified into is eligible to receive one.
     d.  Boatspace caps will only be exceeded in exceptional cases, upon approval by CMC (MPP-20).  Reenlistments approved in excess of boatspace caps and SDA allocations per PMOS may rate a bonus if available funding exists and is authorized by CMC (MPP-20).  There are a limited number of SDA and Aircraft Maintenance Kicker allocations per PMOS.  If the number of submissions exceeds the number of allocations, the most qualified Marines, determined by MMEA, will be assigned and will rate the appropriate bonus.
     e.  In most cases SRBs, to include all kickers and initiatives, will be suspended as boatspace requirements are met.  For example, once the FY18 Zone A 0651 requirement has been met, if an additional FY18 Zone A 0651 Marine is allowed to reenlist, that Marine would not receive an SRB.  Marines are encouraged to reenlist early in the FY retention campaign.
     f.  SRB authority is granted for service in the MOS.  As of the DTG of the MARADMIN announcing approved selections to First Sergeant/Master Sergeant, Marines selected to First Sergeant will not be eligible to receive an SRB.  Marines eligible for promotion to First Sergeant/Master Sergeant who execute reenlistment prior to the release of the selection MARADMIN will receive an SRB if eligible.  Example:  A Zone C 0372 Gunnery Sergeant who is eligible for promotion reenlists prior to the DTG of release of the selection MARADMIN will receive an SRB of 24,500.  Also, Zone C 0372 Gunnery Sergeant who is selected to Master Sergeant and reenlists after the DTG of the release of the selection MARADMIN will receive an SRB of 24,500.  However, a Zone C 0372 Gunnery Sergeant who is selected to First Sergeant and reenlists after the DTG of the release of the selection MARADMIN is no longer eligible to receive an SRB.
     g.  Expiration of current contract (ECC) eligibility.  ECC is to be used vice end of active service (EAS) to determine SRB-eligible reenlistments.  First term SRB-eligible reenlistments are limited to those Marines with an ECC from 1 Oct 17 to 30 Sep 18.  Career force SRB-eligible reenlistments are limited to Marines who have reenlisted at least once and for those Marines with an ECC from 1 Oct 17 to 30 Sep 18.
     h.  Flat rate SRB.  The pre-tax flat rate SRB amounts authorized are based on the Marines reenlistment Zone, the Marines grade on the date of reenlistment, the PMOS for which the Marine is reenlisting, and the kicker or initiative the Marine selects (if any).
     i.  Obligated service and computation of SRB.  The SRB dollar amount is impacted by the number of months of obligated service for which the Marine reenlists.  Obligated service is defined as the time between the Marines ECC at time of reenlistment and the ECC of the Marines new contract immediately after reenlistment.  Marines who are not eligible for the 6 year reenlistment initiative must reenlist for a minimum of 48 months of obligated service to get the full SRB.  On a case-by-case basis, CMC (MMEA-1) may authorize reenlistment periods of less than 48 months, these Marines will be eligible for an SRB at a prorated amount, as long as the reenlistment period includes at least 36 months of obligated service.  Marines who reenlist for less than 36 months of obligated service are not eligible for any SRB.  Marines will rate the bonus applicable to their SRB Zone, their grade, and their MOS as authorized in this MARADMIN.  The SRB Kickers listed in section 3.a are only available to 48 month contracts.  No prorated amounts on SRB kickers or initiatives will be authorized.
         (1) Example:  A Marine whose ECC is 15 Mar 18 and is reenlisting with an effective date of 16 Mar 18 will be required to reenlist for 48 months in order to rate the full 48 month SRB payment.
         (2) Example:  A Marine whose ECC is 15 Mar 18 and is reenlisting with an effective date of 14 Mar 18 will be required to reenlist for 49 months in order to rate the full 48 month SRB payment.
         (3) Example:  Marines reenlisting for other than 48 months of obligated service will rate the number of months of obligated service/48 months x the SRB authorized rounded to the nearest dollar.  A 0861 Cpl in Zone A decides to reenlist for 39 months of obligated service, his ECC is 15 Dec 17 prior to reenlistment, and after reenlistment his ECC is 15 Mar 20.  The SRB authorized will be as follows: 39 months/48 months x 21,250.00 = 17,265.63.  Final determination of all SRB recoupment amounts will be made by a disbursing office or the Defense Finance Accounting Service.
         (4) Example:  A Sgt in Zone A reenlists into the 2651 PMOS and reenlists for 60 months of obligated service at time of reenlistment.  The SRB authorized will be limited to the full 48 month SRB amount of 10,750 dollars.
     j.  SRB payment caps.  Per ref (A), no Marine will exceed 200,000 dollars in career SRB payments.
         (1) Example:  A Zone A Marine who successfully LMs into 0211 on a 72 month contract will receive 98,750.00 dollars.  That Marine will only rate a total of 101,250.00 dollars in future bonuses regardless of the amounts published in future SRB Bulletins.
     k.  Years of service (YOS) calculation.  To determine a Marines years of active military service the armed forces active duty base date (AFADBD) will be used for all Marines.
     l.  Zone A eligibility.  Zone A applies to those active component Marines with 17 months to 6 years of active military service.  First term Marines with exactly 6 years of active military service on the date of reenlistment may be paid a Zone A bonus if they have not previously received a Zone A bonus.  If they have received a Zone A bonus, or if no Zone A bonus is designated, they may be paid a Zone B bonus.  SRB payments are limited to one payment per Zone.  Zone A lateral move SRB payments are only authorized for those PMOS(s) designated with LM.  Marines who already hold a PMOS with a LM designator and are in Zone A will rate the bonus listed below.  Zone A SRB payments for Marines who reenlist for at least 48 months obligated service are authorized as follows (bonuses for Marines who reenlist for 36 to 47 months obligated service will be calculated as per para 3.i) -- the amounts listed below are in dollars:

First term Marines who have been promoted out of their FTAP PMOSs qualify for the SRB payment of their prior PMOS if one is offered.  For example, if a first term Marine holding PMOS 0651 is promoted to SSgt (and thus his PMOS is changed to 0659) prior to reenlisting, he will qualify for the 0651 SRB payment.
     m.  Zone B eligibility.  Zone B applies to those active component Marines with 6 to 10 years of active military service.  Marines with exactly 10 years of active service on the date of reenlistment may be paid a Zone B bonus if they have not previously received a Zone B bonus.  If they have received a Zone B bonus, or if no Zone B bonus is designated, they may be paid a Zone C bonus if available.  Zone B lateral move SRB payments are only authorized for those PMOS(s) designated with LM.  Marines who already hold a PMOS with a LM designator and are in Zone B will rate the bonus listed below.  Zone B SRB payments for Marines who reenlist for at least 48 months of obligated service are authorized as follows (bonuses for Marines who reenlist for 36 to 47 months of obligated service will be calculated as per para 3.i) -- the amounts listed below are in dollars:

4.  Aviation Lateral Moves.
     a.  Any reenlistment eligible Marine in Zone A, B, and C holding a JSF like PMOS, will rate the JSF SRB payment (if available) when they laterally move into the JSF PMOS.  A JSF LM will not rate the Aviation Maintenance Kicker.  JSF like PMOS(s) are as follows:
         (1) Like 6218 PMOS(s):  6112, 6114, 6122, 6212, 6217, 6222, and 6227.
         (2) Like 6258 PMOS(s):  6152, 6153, 6154, 6172, 6252, and 6257.
         (3) Like 6288 PMOS(s):  6282, 6283, 6286, and 6287.
         (4) Like 6338 PMOS(s):  6313, 6317, 6333, 6324, 6332, 6337, and 6386.
         (5) Like 6499 PMOS(s):  63xx and 64xx.
5.  Recoupment policy.
     a.  Marines who receive an SRB payment will be required to serve in a billet requiring the PMOS for which he/she received the bonus payment, unless he/she serves in an authorized out-of-skill assignment, or a waiver is granted by the Secretary of the Navy.  Failure to complete this requirement may result in recoupment of the unearned portion of the Marines reenlistment bonus as stated in Ref A.
     b.  Marines with an approaching ECC, who are awaiting the results of a board leading to an officer program or Marines who intend to submit for an officer program should request an extension of their current contract vice reenlistment.  Marines who reenlist or extend solely to gain sufficient obligated service to participate in a program leading to a commissioned or warrant officer status are not entitled to a SRB.
     c.  Marines who reenlist in their PMOS then subsequently apply to and are accepted into a program that will change their PMOS or lead to a commission, are not subject to any recoupment of SRB.  The term "apply" is defined as the date on a Marines cover letter requesting consideration for one of these type programs.
         (1) Example:  A 0689 SSgt in Zone C who reenlisted for 48 months of obligated service during FY16 and received a 59,000 dollar SRB payment is entitled to keep his/her entire SRB payment if he/she applies for and is selected to become a career recruiter during FY18.
         (2) Example:  An 0861 SSgt in Zone B who reenlisted for 48 months of obligated service during FY16 and received a 19,250 dollar SRB payment is entitled to keep his/her entire SRB payment if he/she applies for and is selected to MECEP during FY18.
     d.  Marines who apply for a program which will change their PMOS or lead to a commission, then subsequently reenlist within their PMOS will not normally be considered eligible for an SRB and are subject to recoupment of the unearned portion of any SRB payment received.  The term "apply" is defined as the date on a Marines cover letter requesting consideration for one of these type programs.
         (1) Example:  A 7314 SSgt in Zone B applies to become a career recruiter on 1 Jan 2018, reenlists for 48 months of obligated service on 1 Mar 18 receiving a 20,250 SRB payment, and is accepted/assigned as a career recruiter on 1 Jun 18 would have the unexpired portion of obligated service recouped.  Recoupment details: 45 months unexpired obligated service/48 months original obligated service x 20,250.00 SRB payment received: 18,984.38 total recoupment.  Final determination of all SRB recoupment amounts will be made by a disbursing office or the Defense Finance Accounting Service.
     e.  Marines who receive the Aircraft Maintenance Kicker must maintain or advance their qualification during the 24 month period they are attached to a designated MCC.  MCC designations are based on the needs of the Marine Corps.  Marines INCONUS who remain INCONUS are only eligible for PCA orders to MCCs within their current Marine Aircraft Group (MAG) listed in section 3.a.3 during the first 24 months of their FY18 reenlistment.  Inbound and outbound OCONUS Marines are eligible for Permanent Change of Station (PCS) orders to the MCCs listed in section 3.a.3 during the first 24 months of their FY18 reenlistment.  Commanding Officers of the MCCs listed in 3.a.3 will submit a monthly roster confirming the Marines under the contract hold a qualification to DC Aviation via Aviation Support/Logistics (ASL-33).  Marines who do not maintain and utilize their qualifications during the entire 24 month period will be communicated to CMC (MPP-20) via ASL and will be subject to recoupment of the unearned portion of the Aircraft Maintenance Kicker.  Only the Aircraft Maintenance Kicker will be subject to recoupment, not the SRB amounts listed in paragraphs 3.l, 3.m, and 3.n.
         (1) Example:  A 6114 SSgt in Zone B with a CDQAR qualification reenlists for 48 months of obligated service, 24 of which will be served at MCC VLA.  SNM loses their CDQAR qualification 5 months into their 24 month service requirement.  SNM’s name is annotated on the VLA’s monthly roster indicating the loss of qualification.  Recoupment details: 19 (months unexpired obligated service)/24 (months original obligated service) x 20,000.00 (SRB payment received) = 15,833.33 earned.  20,000.00 - 15,833.33 = 4,166.67 recouped.  Final determination of all SRB recoupment amounts will be made by a disbursing office or the Defense Finance Accounting Service.
     f.  Marines who received the SDA Kicker must complete the SDA tour associated with the FMOS awarded.  FMOSs 0911, 8411, and 8156 are considered tour complete after 36 months.  Marines who fail to complete their tour due to a Relief for Cause (RFC) or for the Good of Service (GOS) will be subject to recoupment procedures listed in ref (A).  Only the SDA Kicker will be subject to recoupment, not the SRB amounts listed in paragraphs 3.l, 3.m, and 3.n.
         (1) Example:  A 0451 SSgt in Zone B reenlists on 13 Aug 17 and volunteers for the FMOS 0911.  After having been awarded the 0911 FMOS, SNM completes 15 months of Drill Instructor duty before they are RFC for misconduct.  Recoupment details: 15(months unexpired obligated service)/36 (months original obligated service) x 20,000.00 (SRB payment received) = 8,333.33 earned.  20,000.00 - 8,333.33 = 11,666.67 recouped.  Final determination of all SRB recoupment amounts will be made by a disbursing office or the Defense Finance Accounting Service.
6.  Coordinating Instructions.  The FY18 SRB program statement of understanding (SOU), is available for download from the total force retention system (TFRS) and the enlisted retention manpower page.  Ref (A) through (C) contain amplifying instruction for the execution of enlisted bonus pays.
7.  If SRB funds are obligated faster than currently planned or a change in retention requirements is necessary, HQMC will suspend or terminate the FY18 SRB program as needed prior to 30 Sep 2018.
8.  This bulletin is not applicable to the Marine Corps Reserve.
9.  This bulletin cancels on 30 Sep 18.
