GENTEXT/REMARKS/1.  SITUATION.  The Real ID Act of 2005, reference  (a), established minimum standards of compliance for the production and issuance of state/territory-issued drivers licenses and identification (ID) cards.  The standards include requirements for a digital photograph, signature, drivers license or ID card number, and certain biographic information which includes full name, date of birth, gender, and principle residence.  Additionally, drivers licenses and ID cards require physical security features designed to prevent tampering, counterfeiting, or duplication of the document for fraudulent purposes.  State/territory-issued drivers licenses and ID cards that do not comply with the established standards cannot be used for any official purpose (i.e., as a basis for identity proofing to grant unescorted access to federal facilities including military installations unless an extension has been granted by the Department of Homeland Security (DHS)).
A.  During the implementation of the Real ID Act, reference (a), state/territory drivers licenses and ID cards are designated as either compliant, under extension, under limited extension, under review or non-compliant.  The current status of states/territories may be obtained through the DHS website https:(slash)(slash)www.dhs.gov/current-status-states-territories.  Designation of compliance or non-compliance with the requirements of reference (a) is a DHS responsibility.  Commanders are directed to monitor and conduct regular 0 (minimum weekly) checks/reviews of the DHS website for Real ID Act card status changes and will update policy when a state/territory is granted an extension, becomes compliant, or becomes non-compliant.
B.  Enhanced driver licenses (EDL) are state-issued drivers licenses issued in accordance with the Western Hemisphere Travel Initiative (WHTI), reference (e),that denote identity and U.S. citizenship.  EDL can be used as the sole source for identity proofing to access DOD installations and facilities.  EDL are marked as an Enhanced Driver License and bear a small red, white and blue U.S. flag logo on the front of the card.  EDL information may be obtained through the DHS website HTTPS:(slash)(slash)WWW.DHS.GOV/ENHANCED-DRIVERS-LICENSES- WHAT-ARE-THEY.
2.  MISSION.  The Marine Corps implements the Real ID Act of 2005 to comply with federal law while strengthening the safety and security of personnel, property, and critical assets across the Marine Corps enterprise.
3.  EXECUTION.  Identity proofing, screening, and access control policies and procedures outlined in references (c) and (d) remain in effect.  Persons requesting unescorted access to DOD installations and facilities must present an approved form of identification as outlined in references (c) and (d).
3.A.  Drivers licenses and ID cards that do not comply with reference (a) cannot be used as a basis for granting unescorted access to a DOD installation or facility.  Persons without identification from a compliant state or territory are required to present an alternate form of government issued identification for identity proofing.  Approved alternate forms of identification are provided in paragraph 4.A. of this MARADMIN.
3.B.  Drivers licenses and ID cards that do not comply with reference (a) may be used for the purpose of conducting law enforcement database inquiries.
3.C.  Persons requesting access who do not provide a Real ID Act compliant drivers license, ID card or approved alternate form of identification will be denied access or must be escorted by an approved sponsor.  An approved sponsor is designated as a person who has been granted authorized, unescorted access to the installation, is in possession of an approved DoD access token per references (c) and (d) and meets installation/facility sponsor requirements.
3.D.  Recruits or other applicants escorted and transported aboard Marine Corps installations and facilities are considered DoD affiliated and do not require identity proofing in accordance with reference (d).
3.E.  All forms of identification will be checked for visible signs of tampering.
4.  ADMINISTRATION.
4.A.  The following forms of identification are approved as alternate forms of identification in the absence of a Real ID Act compliant drivers license or identification card:
4.A.1.  U.S. Passport
4.A.2.  U.S. Passport Card
4.A.3.  U.S. Coast Guard Merchant Mariner Card
4.A.4.  Personal Identity Verification (PIV) Card
4.A.5.  Personal Identification Verification-Interoperable (PIV-I) Card
4.A.6.  U.S. State Department Drivers License
4.A.7.  Veterans Health Identification Card (Issued by the U.S. Department of Veterans Affairs)
4.A.8.  U.S. Permanent Resident Card (Form I-551)
4.A.9.  U.S. Certificate of Naturalization or Certificate of Citizenship (FORM N-550)
4.A.10.  Department of Homeland Security Employment Authorization Document (FORM I-766)
4.B.  Installation and facility commanders, at their discretion, may permit the use of additional alternate forms of identification for identity proofing, provided, at a minimum, they are current, include a photograph, identify a first and last name, contain an expiration date, and are laminated.  Examples of alternative forms of identification include state, city, town and county government issued identification cards.
4.C.  State/territory issued temporary drivers licenses and identification cards that do not comply with reference (a), may not be accepted.
4.D.  Installation and facility commanders will determine the local requirements for personnel under the age of 18 who require non-recurring access and are not in possession of an authorized identification or identity source document.
4.E.  Procedures for local emergency first responders physical access requirement will be developed and implemented by installation and facility commanders.
4.F.  Installation and facility commanders may authorize additional security requirements based on the type of installation, security level, and category of individuals requiring access, Force Protection Conditions (FPCONS), and the level of access to be granted, as necessary.
5.  Command and Signal
5.A.  Real ID Act requirements cannot be waived.
5.B.  This MARADMIN is applicable to the total force.
