GENTEXT/REMARKS/1. This MarAdmin formally establishes the Expanded Advance Degree Program (E-ADP) as part of the FY18 Commandants Education Board (CPIB/CCLEB) and solicts for applications through the CPIB/CCLEB online questionnaire due NLT 14 August 2017.
2. The Expanded Advance Degree Program (E-ADP).
2.a. Purpose. The initial purpose for expanding the Advance Degree Program is to explore additional education opportunities for Marine Corps officers. The E-ADP allows officers the chance to earn an advanced degree while maintaining career progression. Participants are highly encouraged to pursue areas of study and research topics of interest to the Marine Corps.
2.b. Program Details. The board will select up to five officers to participate in an education program lasting no longer than 12 months. This program qualifies as partially-funded education per reference (b). Participating officers will receive their regular pay and allowances but tuition and matriculation fees, cost of textbooks and materials, and all similar fees and expenses will be borne by the officer. The area of study and research is at the discretion of the officer and no utilization tour is required.
3. Eligibility. Per FY18 Commandants Professional Intermediate Level Education Board (CPIB) or the FY18 Commandants Career Level Education Board (CCLEB) eligibility. See references (d) and (e), respectively. The eligibility rosters are posted on the CPIB/CCLEB updates webpage. This program is for officers with a Note 1 and without.
4. Ineligibility.
4.a. Officers considered non-compliant per paragraph 8 of reference (d) or (e).
4.b. Officers in the above zone.
4.c. Officers in a utilization tour, incurred through training or education, not due to complete three years of the tour prior to 01 August 2018.
4.d. Officers with an approved separation or retirement date.
4.e. Restricted officers.
5. Application.
5.a. Command endorsed administrative action form.
5.b. GRE Scores.
5.c. List of five desired institutions with school name, address, area of study, start date and anticipated completion date.
5.d. All conditional acceptance letters, as applicable.
5.e. Privacy Act Statement.
5.f. Signature agreeing to obligated service as indicated in paragraph 7.

7. Service Requirements.
7.a. All applicants must agree in writing, if selected, to:
7.a.1. Not tender resignation or request separation or retirement while participating in the program.
7.a.2. An active duty service commitment of three years from the date of departure from the program. The service obligation will run concurrent with any other individual service obligation.
7.b. No utilization tour will be required for participation in this program. Participants follow-on assignment will be based on the needs of the Marine Corps and the participants career progression.
8. Selection.
8.a. Selections will be made on the Commandants Education Board (CPIB/CCLEB) and will be notified via the board results MarAdmin.
8.b. Selectees must send an official acceptance letter to MMOA-3 via smbmanpowerofficerpr@usmc.mil no later than 01 April 2018. Failure to produce an acceptance letter by this deadline will result in removal from the program.
9. Professional Military Education (PME) Requirement. This program is not a service equivalent for PME and does not meet the JPME requirements.
