GENTEXT/REMARKS/1. Purpose. This message provides guidance on how to apply and submit for the DAP. Effective 1 September 2017 the DAP will be managed by Marine Corps Recruiting Command (MCRC), Prior Service Recruiting (PSR). All DAP submissions must comply with the requirements of this MARADMIN beginning 1 October 2017. This message cancels reference (a) and supersedes all previous DAP MARADMINs.
2. Background. The DAP program affords highly qualified AC Marines the opportunity to affiliate with an SMCR unit following their expiration of Active Service (EAS). The DAP provides transitioning AC Marines a seamless transition into the SMCR with a guaranteed reserve billet prior to reaching their EAS. In accordance with the references, the DAP provides AC Marines with a no-cost six month extension of their existing TRICARE benefits from the date of EAS. At the conclusion of the six month extension, eligible Marines may enroll in TRICARE Reserve Select. Selection for direct affiliation is limited by the current needs of the SMCR.
3. Eligibility
a. Any Marine requesting direct affiliation must be released from the AC Under Honorable Conditions and favorably endorsed by their battalion/squadron Commanding Officer.
b. First term enlisted Marines must qualify as a Tier I or Tier II Marine as defined in the Total Force Retention System (TFRS) current Fiscal Year (FY) First Term Alignment Program quality comparison worksheet. Computed Tier III Marines recommended Tier II by their Commanding Officer will be considered and screened as a qualified Tier II Marine.
c. All subsequent term Marines and staff noncommissioned officers must be recommended Tier I or II by their Commanding Officer to be considered eligible.
d. Warrant and commissioned officers must be competitive for promotion to the next higher grade in the RC.
e. Screening for all applicants shall include, but is not limited to: height/weight, martial arts program belt appropriate for primary Military Occupational Specialty (MOS), appropriate MOS proficiency and training, fitness report date gaps, and an overall performance record that is competitive for promotion to the next grade in the RC.
f. The Marine requesting direct affiliation must be eligible for affiliation with the SMCR in accordance with (IAW) reference (b). Officers must be approved for a reserve commission IAW reference (c).
g. In conjunction with a DAP request, eligible Marines may also apply for the lateral move program and any relevant incentives via TFRS, to include an affiliation bonus, aviation retention bonus, or composite score points bonus.
h. IDT travel reimbursement may be available for officers and enlisted Marines in specified paygrades and billet assignments.
i. Active Reserve Marines are eligible to DAP, but are not eligible for the extended TRICARE benefits in reference (g).
4. Process
a. Initiation
(1) Marines interested in this program should contact the Prior Service Recruiting Station (PSRS) servicing the area in which they intend to relocate after EAS or Career Planner (CP) in the unit presently assigned to. PSRS contacts are located in paragraph (6) and in TFRS message T64298. Marines interested in applying may seek assistance in locating the appropriate PSRS by contacting MCRC PSR, if necessary.
(2) The PSR or CP will provide information about the SMCR and any benefits, incentives, or lateral move opportunities to DAP applicants.
(3) The naming convention for DAP applications is “DAP ICO Rank Last Name, First Name, MI, Reserve RUC, SMCR Unit Location”.
b. Enlisted DAP without lateral move or incentive
(1) Enlisted Marines may request DAP no earlier than 120 days prior to EAS and no later than 30 days prior to EAS. Pending DAP packages from Marines on terminal leave who are deemed to be unreachable will be administratively closed. Marines serving overseas are highly encouraged to submit their DAP request no later than 60 days prior to EAS, or starting terminal leave, to allow for timely processing and coordination.
(2) Enlisted DAP applications without incentives or lateral moves shall be created by a PSR or CP and forwarded to MCRC, Prior Service Recruiting using the DAP Tracker function in the MCRC PSR SharePoint Portal. CPs may coordinate MCRC PSR SharePoint Portal submission with adjacent PSRs. Examples of DAP application documents may be found in TFRS message T64298. DAP applications must include the following:
(a) Completed New Join Worksheet with DAP addendum page.
(b) Completed DD Form 4 in accordance with TFRS message T65448, Reenlistment of Active Marines into the Reserves (if contractual time is required to transfer to the reserves).
(c) Completed Sponsorship Request Form (NAVMC 11799).
(d) Marines residing greater than 100 miles from the SMCR Unit they are applying to may require a waiver from the requested unit before approval in accordance with reference (i).
(e) Commanding Officer Tier I or Tier II recommendation.
(3) The PSR or CP will coordinate with the Inspector-Instructor (I-I), Site Commander, or designated appointee to validate that the requested Billet Identification Code (BIC) is vacant, available, and valid. The PSR DAP Staff Noncommissioned Officer In Charge (SNCOIC) will screen applicants for program suitability and assign eligible Marines to the validated BIC.
(4) Approved DAP applications will be returned to the Marines PSR or CP via the MCRC PSR SharePoint Portal and will include an assignment letter and the assigned sponsor letter.
c. Enlisted DAP with a lateral move or incentive:
(1) Packages that include incentives and/or lateral move requests must be submitted no earlier than 120 days prior to EAS and no later than 45 days prior to EAS. Pending DAP packages from Marines on terminal leave who are deemed to be unreachable will be administratively closed. Marines serving overseas are highly encouraged to submit their DAP request no later than 60 days prior to EAS, or starting terminal leave, to allow for timely processing and coordination.
(2) Enlisted applications that include incentives and/or a lateral move shall be created and forwarded to Headquarters, United States Marine Corps (HQMC), Manpower and Reserve Affairs, via TFRS using the AC to RC reenlistment drop down box. Examples of DAP application documents may be found in TFRS message T64298. Applications must include the following:
(a) Completed New Join Worksheet with DAP addendum page.
(b) Completed AC to RC reenlistment request form NAVMC 11537. The NAVMC 11537 can be found in TFRS, under the “Forms” tab.
(c) Completed Sponsorship Request Form (NAVMC 11799).
(d) Required attachments per TFRS message R65198.
(e) Marines residing greater than 100 miles from the SMCR unit applying to may require a waiver from the requested unit before approval in accordance with reference (i).
(f) Block 36 of the NAVMC 11537 must contain the requested BIC and the unit name and location of the primary and secondary billets. Open BICs can be found in TFRS message T64298, which is updated weekly. It is highly encouraged that Marines find a billet that is close to their intended place of residence upon departure from active duty.
(g) Any required documentation pertaining to requested affiliation bonus, retraining program request, and RC composite score points bonus, per the applicable fiscal year MARADMIN.
(3) TFRS provides a system of record to control the processing of DAP applications with incentives and/or lateral moves. Marines requesting incentives or lateral move may need to request additional contractual time. Marines approved for the DAP, who have a sufficient Military Service Obligation remaining, will receive an approved TFRS reenlistment showing “approved for zero months”. Marines who require additional contractual obligation will receive an approved TFRS authority with the required contractual time.
(4) The PSR or CP will coordinate with the I-I, Site Commander, or designated appointee to validate that the requested BIC is vacant, available, and valid. PSR DAP SNCOIC will screen applicants for program suitability and assign eligible Marines to the validated BIC.
(5) Approved DAP applications will be returned to the Marines PSR or CP via TFRS and will include an assignment letter, assigned sponsor letter, and any lateral move school dates, affiliation bonus, or incentive information.
(6) The Marine must acknowledge receipt by signing the TFRS Reenlistment Extension Lateral Move Request, and if applicable, accepting an incentive or school seat for lateral move.
(7) The PSR or CP will upload the signed TFRS authority and required documents via TFRS.
d. Officers without a lateral move or incentive:
(1) Officer direct affiliation requests may be submitted no earlier than 120 days prior to an officer EAS and no later than 30 days prior to EAS. Packages that require Duty Involving Flying-Operational (DIFOP) approval may be submitted no later than 45 days prior to EAS to allow for sufficient processing time. Pending DAP packages from officers on terminal leave who are deemed to be unreachable will be administratively closed. Officers serving overseas are highly encouraged to submit their DAP request no later than 60 days prior to EAS or prior to starting terminal leave to allow for timely processing and coordination before returning from overseas.
(2) Officer applications without incentives or lateral moves shall be created by a PSR or CP and forwarded to MCRC, Prior Service Recruiting using the DAP Tracker function in the MCRC PSR SharePoint Portal. CPs may coordinate MCRC PSR SharePoint Portal submission with adjacent PSRs. Examples of DAP application documents may be found in TFRS message T64298. DAP applications must include the following:
(a) Completed New Join Worksheet with DAP addendum page
(b) Administrative Action Form (NAVMC 10724) with requested primary and secondary BIC and RUC. Open BICs can be found in TFRS message T64298 which is updated weekly.
(c) Battalion or squadron level commanding officer endorsement letter.
(d) Completed sponsorship request form.
(e) Master brief sheet.
(f) Promotion photo from Official Military Personnel File (OMPF) (only required when submitting for a BIC requiring DIFOP approval).
(g) Biography (only required when submitting for a BIC requiring DIFOP approval).
(3) The PSR or CP will coordinate with the I-I, Site Commander, or designated appointee to validate the requested BIC is vacant, available, and valid. PSR DAP SNCOIC will screen applicants for program suitability and assign approved officers to the validated BIC. In the case of force reconnaissance units, DIFOP, and aide-de-camp billets, the PSR DAP SNCOIC will request endorsement from the appropriate Major Subordinate Command (MSC) before making an approval. The MSC will have 21 calendar days to review the application and return it to the PSR DAP SNCOIC.
(4) Approved DAP applications will be returned to the Marines PSR or CP via the MCRC PSR SharePoint Portal and will include an assignment letter and the assigned sponsor letter.
e. Officers with a lateral move or incentive:
(1) Officer direct affiliation requests that contain an incentive or lateral move may be submitted no earlier than 120 days prior to an officer EAS and no later than 45 days prior to EAS. Pending DAP packages from officers on terminal leave who are deemed to be unreachable will be administratively closed. Officers serving overseas are highly encouraged to submit their DAP request no later than 60 days prior to EAS or prior to starting terminal leave to allow for timely processing and coordination before returning from overseas.
(2) Officer applications shall be created with the Assistance of the PSR or CP and forwarded to HQMC RA via TFRS utilizing the AC to RC Officer Incentive dropdown box. Examples of DAP application packages may be found in TFRS. Applications must include the following:
(a) Completed New Join Worksheet with DAP addendum page.
(b) NAVMC 10274 with requested primary and secondary BIC and RUC. Open BICs can be found in TFRS message T64298 which is updated weekly.
(c) Battalion or squadron level commanding officer endorsement letter.
(d) Completed sponsorship request form.
(e) Master brief sheet.
(f) Applicable documentation pertaining to the incentive or lateral move program requests, per current FY applicable MARADMIN.
(g) Promotion photo from OMPF (only required when submitting for a BIC requiring DIFOP approval).
(h) Biography (only required when submitting for a BIC requiring DIFOP approval).
(3) The PSR or CP will coordinate with the I-I, Site Commander, or designated appointee to validate the requested BIC is vacant, available, and valid. PSR DAP SNCOIC will screen applicants for program suitability and assign approved officers to the validated BIC. In the case of force reconnaissance units, DIFOP, and aide-de-camp billets, the PSR DAP SNCOIC will request endorsement from the appropriate MSC before making an approval. The MSC will have 21 calendar days to review the application and return it to the PSR DAP SNCOIC.
(4) Approved DAP applications will be returned to the officers PSR or CP via TFRS and will include an assignment letter, assigned sponsor letter, and any lateral move school dates and affiliation bonus or incentive information.
5. Tasks:
a. RA: Once the Marine is approved for DAP, RA will run a Unit Diary entry in the Marine Corps Total Force System (MCTFS) for the reserve BIC and future monitored command code.
b. Detaching unit (IPAC):
(1) Request a copy of the DAP assignment letter from Subject Named Officer/Subject Named Marine and will report the following Unit Diary drop entry of TTC 378 005 which will seamlessly transfer an AC Marine to the SMCR and prevent the auto join to the IRR. This Unit Diary entry will also change the Marines record status code to "8", adjust the Marine reserve component code to "KA", and change the Marine training category pay group to "A" which will concurrently change the Marine MCTFS record to awaiting join by the gaining SMCR unit.
(2) Complete DD Form 214 as required per reference (e)
c. Gaining SMCR unit:
(1) Will assign the transitioning Marine a sponsor as required per reference (d) upon notification of assignment from MCRC PSR. The sponsorship letter should be returned to MCRC PSR through the official mail box mcrc_psr@marines.usmc.mil within five business days of receipt.
(2) Make contact and establish a mutually feasible report date with the transitioning Marine within 30 days of EAS.
(3) Will join the DAP Marine upon arrival to the unit by using TTC 020 145, with an effective join date reported the day after the Marines EAS to allow for a seamless administrative transition from AC to the SMCR. The join diary action must be completed no more than 30 days after the Marines EAS.
(4) Will assign the Marine a BIC in the Inventory Development Management System within five working days of being joined to the unit.
(5) Will schedule the Marine an IDT drill within Drill Management Module (DMM) and muster the Marine within DMM upon arrival with subsequent Unit Diary action taken to join the Marine. The IDT drill is scheduled in order to delineate responsibility to the gaining unit if line of duty determination is required in the event of injury.
(6) Will schedule school seat for lateral move Marines in accordance with the current fiscal year MARADMIN.
