GENTEXT/RMKS/1. Per the references, this MARADMIN announces the Fiscal Year 2018 (FY18) Marine Corps Lessons Learned Collection Campaign Plan. This Plan was developed in conjunction with Marine Corps Center for Lessons Learned (MCCLL) Program Analysts embedded in the operating forces, Headquarters Marine Corps (HQMC), MARFORS, and supporting establishment following the completion of a data call for lessons learned collection topics. Topics were also formally solicited Marine Corps wide via Automated Message Handling System (AMHS) message (Reference B). In previous years, the topics nominated and selected were considered to have significant value to provide actionable information and, as applicable, to influence change in operational tactics, techniques and procedures (TTPs), and/or be informative to advocates and DOTMLPF stakeholders for resource application deliberations and decisions. Starting with the FY18 MCCLL Collection Campaign Plan, selection criteria used to evaluate all topics included linkages to Commandant of the Marine Corps (CMC) Guidance and FRAGOs, Program Objective Memorandum 20 Future Force Implementation Plan, Marine Corps Operating Concept (MOC), Marine Corps Warfighting Challenges, and the Commander MCWL/FD Focus Areas through FY18.
2. MCCLL's databases contain a vast amount of previous years(apostrophe)reports and publications, and combined the publications produced during the FY18 Collection Campaign Plan and the exercise and operations After Action Reports submitted by Marine Corps commands and organizations, will be used as direct inputs into the Campaign of Learning and the Future Force Development Process (Reference C).
3. This Campaign Plan provides a baseline for MCCLL FY18 collection execution and will be modified as required based on emerging issues (e.g., disaster relief operations) and input from HQMC, operating forces and supporting establishment. This Campaign Plan may be modified due to changes in the MCCLL funding level and its impact on resources, and consequently, the capacity to execute collections. For each collection effort, MCCLL will coordinate a feasibility of support request with those commands/units and their major subordinate commands directly impacted.

5. MCCLL publishes lessons learned reports as a result of these efforts within 100 days of the collection effort.
6. Unit generated after action reports (AARs) from operations and exercises are an important and essential element of the Marine Corps Lessons Learned Program (MCLLP) and provide a first step in providing a threat based understanding in how we fight. These AARs and lessons learned reports will continue to inform and adapt our Warfighting Challenges (WFC). WFCS serve as the foundation for an analytic framework where each of the 12 WFCs is posed as a problem statement or “first order” question. The WFCs serve as catalysts for subsequent actions developing a baseline running estimate of the capabilities the Marine Corps possesses or requires. Consequently, timely submission of AARs to MCCLL for them to be meta tagged, stored, and made available across the Marine Corps electronically is essential.
7. Additional MCCLL publications include the biweekly “Operations and Intelligence Summary: Global Edition" (classified and on MCCLL's SIPR website), the “Weekly New Data Rollup,” a compilation of new data posted to MCCLL(apostrophe) s data repository during the preceding week, and the "Monthly Newsletter," an unclassified For Official Use Only (FOUO) publication containing highlights (with hyperlinks to MCCLL's NIPR website) of reports/handbooks/professional military education (PME) book reviews and pertinent information.
8.
