GENTEXT/REMARKS/1.  Purpose.  To update reference (A) and announce Fiscal Year (FY) 18 Enlistment Option Programs (EOP) by Program Enlisted For (PEF) and the FY18 Enlistment Bonus Program (EBP).
2.  Background
    a.  The Enlistment Incentive Program (EIP) addresses the different types of enlistment incentive programs available to entry-level applicants.  EIP aids in meeting the MOS skill needs of the Marine Corps and assists MCRC in attracting highly qualified applicants for enlistment and meet its annual accession mission.
    b.  The EOP plan establishes the PEFs Marine Corps Recruiting Command (MCRC) recruits to each fiscal year.
    c.  This MarAdmin updates reference (A) in order to meet the needs of the Marine Corps based on changing accession requirements.
3.  Enlistment Incentives
    a.  Enlistment Option Program.  The EOP offers specific skill group guarantees to qualified applicants through the PEFs.  A PEF groups Primary Military Occupational Specialties (PMOS) by skill sets and/or prerequisites.  MCRC uses the PEFs to meet the Marine Corps annual accession mission.  Every recruit enlisting into the Marine Corps enlists into a PEF and not a specific MOS.  A recruit’s Statement of Understanding (SOU) and the Marine Corps Recruiting Information Support System (MCRISS) outlines the specific PEF enlistment requirements.  The FY18 PEF and PMOS distributions are listed below:

    b.  Enlistment Bonus Program.  The EBP assists MCRC in recruiting high quality applicants into critical skills programs and assists in meeting specific shipping missions throughout the FY.  Not every recruit receives an enlistment bonus.  A Marine receives their Enlistment Bonus upon successful completion of training and receiving a PMOS within the PEF on their SOU.  Headquarters Marine Corps (MPP20) establishes the EBP allocations and MCRC distributes bonuses as required.  HQMC uses Bonus PEF (BPEF) to create bonus obligations.  The table below provides the FY18 EBP PEFs:

4.  Enlistment bonus authorization, obligation, and payment.  As outlined in reference (b), chapter 9, section 91201, the auto generated enlistment bonus obligation (TTC 245 SEQ 000) and payment transactions (TTC 392 SEQ 000) remains unchanged.
5.  Reserve applicability.  This MarAdmin is not applicable to the Marine Corps Reserve.
6.  Cancellation.  30 Sep 2018.
