GENTEXT/REMARKS/1. This message highlights additional methods to accomplish Career Planner/Commanding Officer interviews and provides amplifying instructions on the use of the revised Reserve Career Planning Contact Record, NAVMC 10213A (Rev. 6-17).
2. Career Planner and Commanding Officer interviews
a. Per reference (a), Career Planner and Commanding Officers are responsible for conducting regularly scheduled career retention interviews with all Reserve Marines within their command. Interviews are designed to provide relevant information so that Marines will be able to make sound career decisions.
b. As a result of the geographical dispersion of units throughout Marine Forces Reserve, Career Planners and Commanding Officers are authorized to conduct interviews via online collaboration tools and telephonic communication only when conducting face-to-face interviews are not feasible. Interviews completed via online collaboration tools and telephonic communication will be captured within the Total Force Retention System (TFRS) Interview Management System and will comply with the requirements outlined within Chapter 8 of reference (a).
3. Reserve Career Planning Contact Record, NAVMC 10213A
a. The TFRS Interview Management System is the primary means to document all retention interviews.
b. In instances where the use of the TFRS Interview Management System is not feasible or practical, the NAVMC 10213A, is authorized. Interview notes captured within the NAVMC 10213A will be transferred into the TFRS Interview Management System once available.
c. Form Completion. Chapter 8, paragraph 6c, of reference (a) is replaced by the “Instructions for Completing this Form” contained within NAVMC 10213A (Rev. 6-17).
4. The following are no longer required Reserve Interviews:
(1) 6-month Interview. This interview was formally conducted with Selected Marine Corps Reserve Marines/and Individual Mobilization Augmentees 9 to 6 months prior to their Reserve End of Current Contract (RECC).
(2) Active Reserve (AR) Accession Interview. This interview was formally conducted with new AR Accessed members within 6-months of joining their present unit.
5. Administrative Guidance
a. The 6-month and AR Accession Interviews have been removed from the revised NAVMC 10213A. Enhancements to TFRS to remove these interviews will be implemented. In the interim, Career Planners are not required to complete these interviews and will enter the following comments within the TFRS Interview Management System: “In accordance with (enter this MARADMIN number), this interview is no longer required.”
b. The 14-12 month RECC Career Planner interview is required to be completed by the Career Planner only. The 14-12 month RECC Commanding Officer interview is not mandatory and will be conducted at the discretion of the Commanding Officer. Comments that pertain to the 14-12 month RECC Commanding Officer interview will be completed in accordance with paragraph 5(a) for those occasions not mandated by the Commanding Officer.
c. Career information mail-out campaigns are highly encouraged to notify Reserve Marines of retention submission deadlines and available career opportunities. However, these campaigns cannot be utilized in lieu of completing the required Career Planner and Commanding Officer interviews.
6. All other provisions of reference (a) remain in effect.
7. This message is only applicable to the Marine Corps Reserve.
