GENTEXT/REMARKS/1. Purpose. The SAPR 8-Day Incident Report required by ref (a) was implemented by ref (b) and revised by ref (c). This MARADMIN announces updates to the Marine Corps automated SAPR 8-Day Incident Report, clarifies existing requirements, and cancels ref (c).
2. In accordance with ref (d), commanders are required to submit an 8-Day Incident Report within eight calendar days for all unrestricted reports of adult sexual assault. This requirement is triggered by open cases in the Defense Sexual Assault Incident Database (DSAID), initiated by: (1) a signed Victim Reporting Preference Statement (DD 2910) or (2) when an investigation is initiated by a Military Criminal Investigation Organization (MCIO) and assigned a case control number.
3. The SAPR 8-Day Incident Report required for unrestricted reports of adult sexual assault should not be confused with the 8-Day Brief required by HQMC Safety Division for serious mishaps, suicides, and criminal activity. Additionally, the SAPR 8-Day Incident Report shall neither collect nor reveal Personally Identifiable Information (PII). In accordance with ref (d), the SAPR 8-Day Incident Report will only be provided to personnel with an official need to know.
4. The SAPR 8-Day Incident Report serves to verify: (1) that the requisite agencies are notified when an alleged sexual assault occurs, (2) that sexual assault victims are provided the opportunity to receive SAPR services, and (3) that leadership, up to the first General Officer in the chain of command, is assured that all necessary steps mandated by ref (d) have been taken.
a. The victim’s immediate commander shall prepare and submit the SAPR 8-Day Incident Report if the victim is a Service member. If the immediate commander is the subject, the next higher commander prepares and submits the SAPR 8-Day Incident Report.
b. The subject’s immediate commander shall prepare and submit an abbreviated 8-Day Incident Report if the victim is a non-Service member. The abbreviated 8-Day Incident Report contains available incident data and investigation information with the understanding that some information may not be available.
c. A SAPR 8-Day Incident Report is not required for restricted reports of sexual assault.
d. A SAPR 8-Day Incident Report is not required for reports of sexual assault that do not involve a military service member as the victim and/or subject.
e. The supporting Sexual Assault Response Coordinator (SARC) is responsible for providing victim advocacy and DSAID information.
f. The supporting MCIO will provide the available incident data and investigation information for all SAPR 8-Day Incident Reports.
5. Authorized personnel can access the SAPR 8-Day Incident Report on the SAPR Gear Locker site at https:(slash)(slash)ehqmc.usmc.mil/sites/family/mfb.
a. The “View and Submit” screen of the SAPR 8-Day Incident Report is a “read only” screen that can now be printed by right-clicking anywhere on the screen and selecting the “print” option. This is intended to reduce the burden on commands to create a separate briefing product.
b. Clicking the “Save/Submit Form” button will save the form and email a copy to the commanding officer and SARC listed in the “General Information” section. Selecting this option will allow the originator to make additional updates to the form by returning to the SAPR Gear Locker site.
c. Clicking the “Submit Form and Email Form to First O6/First GO/Installation CO” button will submit the form and email a copy to the personnel listed in the “General Information” section.
6. An eHQMC SharePoint account is required to access the SAPR Gear Locker site. Authorized personnel can register for an eHQMC account at http:(slash)(slash)thegearlocker.org. Select the DoD email certificate and follow the steps under “Create a new account” to complete the request. You will receive email confirmation within 24 hours that your account has been created.
