GENTEXT/REMARKS/1. Orientation. During the March 2017 CMC EOS, the Commandant of the Marine Corps directed the creation of a Cyberspace Operations Occupational Field (OccFld).  Deputy Commandant for Information (DC I), Cyber Division, coordinated closely with the Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities with Cost Awareness (DOTMLPF-C) Working Group to develop a solution that meets USMC Cyberspace requirements. The establishment of this OccFld advances the Marine Corps’ development of the Marine Expeditionary Force Information Group (MIG) and enables cyberspace operations across the Cyber Mission Forces (CMF), Marine Air Ground Task Force (MAGTF) and supporting elements.
2. Purpose.
2.a. The purpose of this message is to announce the approval of the Marine Corps 1700 Cyberspace OccFld and associated Primary Military Occupational Specialties (PMOS). The Cyberspace OccFld will enable the Marine Corps to continue to compete successfully on future battlefields while enhancing the Marine Corps’ ability to conduct Cyberspace Operations and improve Cyberspace manpower readiness and retention.
3. Applicability Across The Marine Corps.
3.a. The Cyberspace OccFld provides the Marine Corps with a professionalized, highly skilled workforce that can effectively employ cyberspace capabilities and create effects across the MAGTF and support joint requirements. The OccFld supports the maturation of the Marine Corps’ cyberspace workforce through the establishment of specific career paths, standardized training continuum, and mechanisms to retain trained and qualified Marines within the cyberspace community.
3.b. Cyberspace operators supervise, direct, execute, synchronize, de-conflict and provide guidance on the employment of cyberspace capabilities. They integrate offensive and defensive cyberspace capabilities and effects at the tactical, operational and strategic levels. They are the subject matter experts (SME) for the planning, development and employment of cyberspace warfare capabilities across the range of warfighting domains. They develop and assist in the creation of policies, doctrine, and capabilities as well as create plans for the integration of cyberspace operations within all applicable military operations.
3.c. Operational Force (OpFor). Cyberspace operations planners and integrators will be assigned across the MAGTF in order to leverage capabilities and effects within the cyberspace domain and are available to commanders at the tactical, operational, and strategic levels. Cyberspace operators will be assigned to the Defensive Cyberspace Operations (DCO) Internal Defensive Measure (DCO-IDM) companies within the MEF Information Group (MIG), provide direct support to the special purpose MAGTF (SPMAGTF), Marine Expeditionary Unit (MEU), Major Subordinate Commands (MSC) and provide general support to the MEF commanders’ priorities and mission requirements.
3.d. Cyber Mission Force (CMF). The Marine Corps’ contribution to the USCYBERCOM CMF is comprised of Cyber Protection Teams (CPT), Combat Mission Teams (CMT), National Mission Teams (NMT) and Combat Support Team (CST). The CPT is the Intelligence driven, threat focused, operational maneuver defense force focused on Cyberspace Key Terrain. The CMT and NMT defend the nation through the detection and illumination of adversary activity, and blocking or mitigation of attacks while maneuvering across the cyberspace domain to defeat the enemy. The CST provides analytic planning support to the NMT and CMT.
3.e. DC I will develop and supervise plans, policies and strategy for all Information Environment Operations (IEO) and related activities and will identify requirements for cyberspace doctrine, manpower, training, education, and equipment.

4.h. Cyberspace Officers, Cyberspace Warfare Development Officers and Cyberspace Operations Chiefs possess an overall knowledge of the capabilities, effects, systems, platforms and resources required to conduct Cyberspace Operations. They supervise, direct, and provide guidance on all aspects of Cyberspace Operations.
4.i. Defensive Cyberspace Weapons Officers and Cyberspace Defensive Operators (CDO) provide the commander with the ability to outmaneuver the adversary in the cyberspace domain, defend the network, enable freedom of action and employ cyber effects through real-time detection, analysis and mitigation of threats and vulnerabilities. CDOs recognize and leverage the application of Offensive Cyberspace Operations (OCO) in order to implement an effective defensive strategy. CDOs coordinate with network and system administrators to ensure the implementation of security controls in support of DODIN operations.
4.j. Offensive Cyberspace Weapons Officers and Cyberspace Effects Operators specialize in the tools, tactics, techniques and procedures for conducting OCO. They conduct detailed planning and analysis of targets of interest in support of Joint and Marine Corps’ requirements.
5. Details regarding lateral moves (LatMove) and implementation willbe released via separate correspondence in future MARADMINS to outline how Marines can apply to transition into this new occupational field. Marines interested in a LatMove to the 1700 OccFld are encouraged to contact their PMOS monitor to facilitate the process.
6. This MARADMIN is applicable to the Marine Corps Total Force.
