RMKS/1.  THE PURPOSE OF THIS MARADMIN IS TO CLARIFY RECENT QUESTIONS CONCERNING THE CHANGES OULINED IN REFERENCE A.
2.  THE POLICY DETAILED IN REFERENCE A DOES NOT APPLY FOR AVIATION ORDNANCE AND GROUND AMMUNITION SUPPLY POINTS (ASP). THE POLICY APPLIES ONLY FOR USING UNITS THAT OPERATE IN ACCORDANCE WITH REFERENCE B.  FOR THOSE ASP'S THAT STORE BOTH AVIATION AND GROUND AMMUNITION, THE ASP'S WILL COMPLY WITH REFERENCE C AND OTHER NAVY AND MARINE CORPS DIRECTIVES AS APPROPRIATE.
3.  ISSUES:
    A.  TITLES:  IN REFERENCE A, PARAGRAPH 2(a)2(b), REPLACE A&E OFFICER/SNCO WITH AA&E OFFICER/SNCO.
    B.  SCREENING:  FOR THOSE UNITS THAT CANNOT CONDUCT LOCAL POLICE CHECKS THROUGH THEIR PMO, THE UNIT SHOULD CONTACT THE LOCAL NAVAL CRIMINAL INVESTIGATIVE SERVICE (NCIS) AND REQUEST ASSISTANCE.  IF NCIS IS NOT AVAILABLE, THE UNIT WILL ESTABLISH LOCAL PROCEDURES TO PLAN/BUDGET FOR SUPPORT FROM A LOCAL GOVERNMENTAL AGENCY AS APPROPRIATE (I.E, ESTABLISH AN MEMORANDUM OF AGREEMENT).  MILITARY POLICE PERSONNEL AUTHORIZED ACCESS TO MP ARMORY AND/OR READY FOR ISSUE SPACES FOR THE PURPOSE OF AA&E ACCOUNTABILITY (E.G., DESK SGT, WATCH COMMANDER, ARMORER, MILITARY WORKING DOG HANDLERS) WILL BE SCREENED.  IN ACCORDANCE WITH REFERENCE D, PERSONNEL AUTHORIZED ACCESS TO AA&E STORAGE SPACES WILL BE KEPT TO A MINIMUM.
    C.  AA&E OFFICER:  FOR THE PURPOSES OF AA&E ACCOUNTABILITY, THE RESPONSIBLE OFFICER IS NOW REFERRED TO AS THE AA&E OFFICER.  AS APPROPRIATE, APPOINTMENT LETTERS WILL READ RESPONSIBLE OFFICER/AA&E OFFICER.  THE AA&E OFFICER CANNOT BE THE A&E AUDIT AND VERIFICATION OFFICER.  AS DETAILED IN THE MATRIX IN REFERENCE A, THE ORDNANCE OFFICER AND THE ARMORER/CUSTODIAN CANNOT BE ASSIGNED THE DUTIES OF THE A&E VERIFICATION OFFICER.
    D.  NAVMC 11386 (PERSONNEL SCREENING FOR ARMS, AMMUNITION, AND EXPLOSIVES) WILL BE REVISED TO REFLECT THE SCREENING REQUIREMENT.
    E.  THE MATRIX FOR REFERENCE A IS REVISED AS FOLLOWS:  THE VERTICAL BILLETS ARE DESIGNED AS PRIMARY DUTIES AND THE HORIZONTAL BILLETS ARE CONSIDERED COLLATERAL DUTIES.  IT IS THE COMMANDING OFFICER'S OR HIS DESIGNATED REPRESENTATIVE'S RESPONSIBILITY TO ASSIGN THE BILLETS ACCORDINGLY.  THE BILLET HOLDERS ARE DEPICTED AS FOLLOWS:  (1) A&E AUDIT AND VERIFICATION OFFICER/SNCO, (2) AA&E OFFICER/SNCO, (3) ORDNANCE OFFICER, (4) AREA SECURITY OFFICER, (5) RANGE SAFETY OFFICER, (6) ARMORER/CUSTODIAN, (7) AMMO TECH AND (8) AMMO HANDLERS/DRIVERS.  ALL BILLET HOLDERS WILL BE SCREENED WITH THE EXCEPTION OF THE  RSO.
