GENTEXT/REMARKS/1.  Per Ref (a), Total Force Structure Division (TFSD) has updated the published Authorized Strength Report (ASR) data for Fiscal Year (FY) 18 through FY 38 Tables of Organization and Equipment (TOE).  The Total Force Structure Management System (TFSMS) was updated 6 March 2018 and incorporates all approved changes to the Marine Corps force structure for planning purposes since the previously published ASR.  This MARADMIN cancels ref (d) and will remain in effect until the publication of the August 2018 ASR.
2.  Per ref (e), Marine Corps active component authorized end strength increased to 186K.  Additionally, per ref (f), the February 2018 ASR includes an additional 400 billet increase, which increases end strength to 186.4k by FY21.  The standing Doctrine, Organization, Training and Education, Materiel, Leadership and Communication Synchronization, Personnel, Facilities, and Cost (DOTMLPF_C) Working Group (WG) will continue to assess the impacts of a 186.4k Force across the enterprise and recommend courses of action for optimization as needed.  Per refs (a) and (d), implementation of the Commandant of the Marine Corps (CMC) approved force structure as developed by Marine Corps Force (MCF) 2025 Force Structure Review (FSR), and based upon an end strength of 185K continues to be monitored by the DOTMLPF_C WG.  Per ref (g), a Reserve Component FSR was convened in May 2017.  CMC further directed additional study and analysis of Reserve Force 2025 initiatives by the DOTMLPF_C Working Group, with a goal of implementation beginning with publication of the August 2018 ASR.
3.  Reference (b) establishes the policy for manning levels of Marine Corps units, according to precedence levels Excepted, Operating Forces, Priority and Pro-Share.  Per ref (h) CMC outlined guidance directing a 1 percent reduction in enlisted manning levels concurrent with the implementation of MCF 2025 and stabilization of future force levels.  A summary of major force structure changes will be published separately.
4.  Updated TOEs are available at the TFSMS website:  https:(slash)(slash)tfsms.mceits.usmc.mil.  Users must request access by clicking on the "Request New TFSMS Account" link shown on the first page of the website.  Normal response time for access is less than 24 hours.
5.  Readiness reporting.  The Defense Readiness Reporting System-Marine Corps (DRRS-MC) automatically populates a unit's readiness report with force structure requirements from the current published FY TOE resident in TFSMS.  Units should validate the force structure requirements in their unit's readiness report using the current published FY18 TOE in TFSMS or use the TOE link in a unit's readiness report in DRRS-MC.
  5.a.  Instructions for downloading unit TOE reports:  After log-in, click on “TFSMS Reports Portal - Click Here for TOE Information" link.  A unit's TOE is located in the "Standard Reports (Published, structure data current as of last ASR)" folder.  After entering the folder, click on "Unit TOE Report" and select the applicable FY and Unit Identification Code (UIC).
  5.b.  Structured units can also run a current FY TOE report after log-in by entering a UIC or unit name in the "Run TOE Report" and clicking "Show" to display the unit's current TOE.
6.  Military Occupational Specialty (MOS) Manual changes, per ref (c), which involve significant MOS conversions, consolidations and creations of Primary MOS, and/or significant structure redistributions within or between UICs must be reviewed by the DOTMLPF_C WG.  A detailed implementation and/or phasing plan must be submitted.  Contact the DOTMLPF_C Secretariat (para 8.i below) for a determination regarding whether the initiative will require subsequent DOTMLPF_C review.  Based on the timeline included in references (c) and (i), initiatives of this type must be presented to the DOTMLPF_C WG for review and assessment no later than 8 May 2018 in order to be considered for the FY20 MOS Manual.
7.  CMC has approved the 186.4K Force changes included in the publication of Fiscal years 2018 through 2038 Tables of Organization and Equipment.  Successful implementation and execution of this plan will require constant coordination and time to plan and grow this force.  Changes to military manpower structure puts the current planned force at risk and shall be minimized to the greatest extent possible.  Therefore, the moratorium for Tables of Organization and Equipment Change Requests (TOECRs) continues subject to the following guidance:
  7.a.  Changes to military manpower structure must be endorsed and deemed mission critical by the appropriate DC or MARFOR commander.  The TOECR must clearly articulate a mission critical requirement, and provide a clear description of the degraded mission impact and/or unacceptable levels of risk to unit readiness or force preservation necessitating the TOECR.  In accordance with (IAW) ref (a), all TOECRs that change grade and MOS will be programmed to occur three years after the current fiscal year (FY21).  Changes inside this window have the potential to adversely impact the MCF 2025 build, manpower plans, and associated formal school training planning factors and readiness reporting.  Therefore, TOECRs that affect change inside the three year threshold must be accompanied with a clearly articulated rationale based upon unacceptable levels of risk as defined above.
  7.b.  UICs established, re-designated or reorganized by MCF 2025, shall not be changed by TOECR until FOC is achieved and reported as defined by the initiating MCBUL 5400.  This restriction also applies to billet-level initiatives executed under MCF 2025.  Billet level initiatives are considered FOC when the DOTMLPF_C WG determines that all relevant actions have been properly completed.  The DOTMLPF_C WG is the forum chartered to track MCF 2025 Implementation.  Re-phasing and/or other modifications intended to optimize the implementation of an MCF 2025 Initiative must be properly vetted by the DOTMLPF_C WG.  No other changes to military manpower structure, except as noted in para 7.c, will be accepted outside of the DOTMLPFC_WG process.
  7.c.  TOECRs updating mission statements and realigning billet structure within a UIC (no other billet attribute changes) may be submitted and completed as required, subject to any applicable restrictions defined in para 7.a and 7.b above.  IAW ref (a), advocates are responsible for review and update of UIC mission statements not to exceed every three years.  For UICs that require mission statements (ref (a), Fig 2-1 Unit-Type Matrix), no TOECRs of any kind will be accepted if the UIC mission statement is missing or outdated.  TOECR submission on these UICs may continue once a revised mission statement package has been forwarded to TFSD.

  7.e.  Equipment TOECRs may be submitted without restriction.
  7.f.  All military manpower TOECRs requesting exemption from the moratorium based upon the criteria listed above must be received by TFSD NLT 1 June 2018.  TOECRs that do not explicitly meet the conditions listed above will be returned without action.
  7.g.  IAW ref (a), all TOECRs must be submitted electronically via TFSMS.  Any organization lacking the capability to submit electronically should contact TFSD for assistance.  With the exception of Joint and External Agencies, any TOECR from a Marine Corps organization received outside of TFSMS workflow will be returned without action.
