GENTEXT/REMARKS/1.  Per References (A) through (E), Deputy Commandant, Combat Development and Integration (DC, CDI), serves as the advocate for the Marine Corps Combat Marksmanship Program (MCCMP).  Commanding General, Training Command (CG, TRNGCMD) staffs and distributes products developed by MCCMP proponent.  Commanding Officer, Weapons Training Battalion (CO, WTBN) Quantico serves as the marksmanship proponent responsible for oversight of the MCCMP and maintaining the MCCMP order development, maintenance, and update of all master lesson files and other supporting documentation for conducting marksmanship training throughout the Marine Corps.
2.  CO, WTBN Quantico hosted the Fical Year 2018 (FY18) Combat Marksmanship Symposium (CMS) from 02-06 October 2017.  The CMS provides a forum where authorized decision makers, representing the operating forces, supporting establishment, entry level training sites, and Headquarters Marine Corps meet to identify and discuss issues and provided recommended solutions to improve combat marksmanship.  This symposium provides a single point to consolidate combat marksmanship issues and is continuing to provide senior leadership a true picture of our current state of marksmanship.
3.  For FY18 the following working groups (WG) convened:  WG1 Weapons (Enduring), WG2 Range and Facilities Requirements Plan (Enduring), WG3 Institutional Marksmanship Programs, WG4 Competition-in-Arms Program, WG5 Simulations and Distance Learning, WG6 0931, 0933, 0913 Military Occupational Specialty Training and Readiness Event review, and WG7 Designated Marksman.
4.  The Executive Steering Committee brought forward the following items that were approved by the advocate:
  4.A.  DC, CDI directed Operational Analysis Directorate (OAD) to initiate a Marksmanship Capabilities Based Assessment (CBA) no later than February 2018.  OAD will assess the effectiveness of MCCMP in its current configuration. The target time for completion and release of the CBA is the Fiscal Year 2019 (FY19) CMS.  CO, WTBNQuantico will sponsor the study and assist OAD in development of the CBA.
  4.B.  DC CDI approved the use of a 25-meter Table 3 target.  The target meets OPFOR demand signals and allows flexibility to commanders in training Table 3 on available ranges and with limited time.  Marksmanship Programs and Management Section, WTBN is working closely with the manufacturers to establish national stock numbers for the proposed targets.  Detailed information will follow in separate correspondence once the targets are available.
  4.C.  Weapons and Equipment.  The FY18 Authorized Weapons and Equipment MARADMIN will be released during the second quarter of FY18.
5.  Action Items.  CO, WTBN Quantico will take action on the items in section 4 of this message.  Where necessary and appropriate, WTBN will make liaison with the other commands to accomplish these efforts.
6.  CMS Way Ahead.  The CMS met its intent to gain a clear picture of the current state of Marine Corps marksmanship and the steps needed to in order to improve the program.  The next iteration of the CMS will be held 1-6 October 2018 for FY19.  CO, WTBN Quantico will draft a calling message for submission of topics for the FY19 CMS in April of 2018 in order to maintain relevant discussion.
