GENTEXT/REMARKS/1.  Situation.  The Annual Manpower Management Enlisted Assignments (MMEA) Branch visit to the Marine Corps major commands will be conducted from July 2018 through September 2018.  This visit consolidates the annual MMEA Command Visit and the annual HQMC Special Duty Assignment (SDA) Selection Team (HSST) Roadshow.
2.  Mission.  MMEA, augmented by SDA Formal Schools, will visit designated locations to conduct a series of manpower in-calls, briefs, and interviews in order to update individual Marines and their leadership on manpower management issues, policy changes, and assist Marines in making well-informed career decisions.
3.  Execution.
3.a.  Intent.  Provide commands with information pertaining to enlisted assignments, distribution, and retention.  MMEA will provide briefs to commands, educate commanders, and their senior enlisted leaders on the latest enlisted assignment policies, procedures, and retention guidelines.  Marines will have an opportunity to discuss future assignments with their Primary Military Occupational Specialty (PMOS) Monitor.  Additionally, SDA monitors and SDA Formal Schools representatives will provide information briefs and interact with Marines desiring or selected for service on SDA in order to reduce attrition associated with inadequate personal, professional, and family readiness.
3.b.  Concept of operations.  MMEA leadership, Monitors, and SDA Formal Schools will travel to Marine Corps bases and installations on the East Coast, National Capital Region, West Coast, and Overseas in order to facilitate interaction between MMEA, unit leaders, and individual Marines.  The visits will include daily briefs for a specific target audience.  Prior to the visit, MMEA will make final assignments of qualified Marines to FY19 SDA classes and announce the results via MarAdmin.

3.d.4.c.  Subject: Information about Drill Instructor duty and preparation guidance.
3.d.5.  Recruiting Duty Brief.
3.d.5.a.  Target audience: Marines selected for assignment to FY19 Recruiter classes.  Attendance is open to all interested Marines.
3.d.5.b.  Brief timeframe: 90 min., including Q&A and transition.
3.d.5.c.  Subject: Information about Recruiting duty and preparation guidance.
3.e.  Career Counselors will provide one on one counseling.
3.f.  MMEA interviews:
3.f.1.  Enlisted PMOS Monitors and SDA Monitors are available for personal interviews.  Focus of effort for interviews are FY18 FTAP Marines.  One-on-one discussions between the PMOS Monitor and the Marine ensures clear communication regarding the needs of the Marine Corps, while addressing the desires of the individual Marine.  Enlisted Monitors that are not present are available for interviews via Defense Collaboration Services (DCS) conference calls.  Marines must attend their respective manpower briefs in order to set the conditions for successful interviews. FTAP tier 1 and 2 Marines will be given on the spot reenlistments on a case by case basis.  Marines desiring an interview with their PMOS Monitor will coordinate with the site coordinator.
3.f.2.  Enlisted retention (MMEA-1).  Retaining our highest quality Marines is a leadership imperative and a function of command.  Face to face interaction, with local commanders and senior enlisted leaders, will enable the effective and efficient processing of local retention decisions.  MMEA-1 will assist local unit career planners with the administration of submitted retention requests.  3.f.3.  Enlisted Career Counselor Interviews (MMRP-50).  Marines desiring career counseling must print and bring a current copy of their Master Brief Sheet (MBS) in order to receive the best counseling possible.
4.  Administration and Logistics.
4.a.  Administration.  Request commands listed in paragraph 3.c.  review the tentative dates, assign a site coordinator, and advise HQMC/MMEA of scheduling conflicts NLT 15 June 2018.  MMEA will coordinate site visits through base or station career planners at locations where the full MMEA Command Visit Team will attend. See POCs for the specific MMEA individuals coordinating the efforts for each location.
4.b.  Logistics.
4.b.1.  Facilities.  Each command/station will have unique requirements for accommodating the MMEA Command Visit schedule, especially at locations where the full MMEA Command Visit Team is located.  The designated site coordinator/career planner must ensure proper facilities are reserved for all in-calls, briefs, interviews, and counseling sessions.  All locations supporting the interview and counselings must have as many switches as needed to support a minimum of 40 active Marine corps enterprise network-NIPR (MICEN-N) laptops, which have been tested prior to the arrival of the MMEA command visit team. The site coordinator will also ensure that audio-visual support, projection capability, and computer (internet) access are available for all briefs, interviews, and counseling sessions.  The site coordinator must provide a minimum of three MCEN-N laptops to facilitate DCS conference calls with MMEA PMOS Monitors not in attendance.
4.b.2. The MMEA Command Visit team will require one quality networked printer and one DSN- capable phone. Request Marine Corps Base Japan G-6 provides a minimum of 8 cellular phones during the WESTPAC (Okinawa/Iwakuni-Japan) command visit.
5.  Command and Signal.
5.a.  Maximum participation and support from all levels of command is essential.  Detailed roadshow support instructions will be delineated via a letter of instruction for each geographic area.
5.b. Attendance of the respective SDA Brief is mandatory for all available Marines selected to FY19 SDA classes.  Marines selected as alternates are encouraged to attend the class of their first preference.  The list of selected Marines will be published via separate correspondence in May 2018.
5.c.  Base or station career planners are requested to provide Installation G-6 Point of Contact (POC) network port numbers to MMIB-1 NLT 30 days prior to arrival in order to facilitate IT support.  Installation G-6s are requested to provide a team of three to five 0631/71 data system Marines to support command visit set-up.  POC for C4 specific issues is Lance Corporal Lawson, Brandon B.
