GENTEXT/REMARKS/1.  The purpose of this MarAdmin is to announce changes to the screening and assignment process of Combat Instructors for duty at the Schools of Infantry.  In accordance with reference (a), MCO P1326.6D (SDAMAN) is undergoing a comprehensive revision with an estimated completion in the summer of 2018.  The following provides advance notification of the assignment process and command responsibilities that will be captured in the revised policy.  MarAdmin 029/11 will no longer apply to Combat Instructor assignments.
2.  The goal of the modified process is to maintain the quality of Combat Instructors, while safe-guarding their career progression in order to sustain the training quality of entry-level Marines and make best use of manpower inventory.
3.  The screening of Marines for assignment to serve as Combat Instructors will continue to be conducted by unit Commanding Officers and training responsibilities will remain with the Marine Combat Instructor Schools (MCIS).  CMC (MMEA) will issue permanent change of station or assignment (PCS/PCA) orders to Marines that meet basic eligibility criteria, captured in the Marines service record, with sufficient time for initial screening and re-certification by the Commanding Officers.  Upon reporting at the School of Infantry (SOI), the Marine must successfully complete the MCIS before serving as a Combat Instructor.
3.a.  Basic Eligibility Criteria.  Marines in receipt of permanent orders must be eligible to gain obligated service to meet the prescribed tour length, meet height/weight and physical fitness standards, not be pending retirement or separation from service, have no duty limitations, and have no previous punitive reliefs.  CMC (MMEA) will review the Marines MCTFS record prior to assignment in order to ensure that the Marine meets Basic Eligibility Criteria.
3.b.  Screening Process.  Within 60 days of the receipt of orders to SOI, the losing command Commanding Officer will screen the Marine using the Combat Instructor checklist and supplementing instructions in order to make a qualitative assessment of the Marine.  Updated screening checklist and screening instructions are available at http:(slash)(slash)www.manpower.usmc.mil/webcenter/portal/SDA/MMEA-25 and are included in the draft Screening Manual that will replace MCO P1326.6D (SDAMAN).
3.c.  Losing Unit Reporting Requirements.  Upon completion of the initial screening, an AMHS message will be sent with an attached completed checklist from the losing command to CMC (MMEA) (PLA:  CMC MRA MM MMEA EIGHT FIVE WASHINGTON DC) and copy to SOI-East (PLA:  SCOLOFINF CAMP LEJEUNE NC) or SOI-West (PLA:  SCOLOFINF MCB CAMP PENDLETON CA).  The message will state that the Marine is qualified for assignment, or that the Marine is not qualified and the assignment is recommended to be cancelled or deferred until resolution of disqualifying conditions.  Supporting documentation must be provided to expedite processing.  60 days prior to the Marines report date, losing command Commanding Officer will conduct a re-certification to ensure that the Marine remains qualified for Combat Instructor duty.  If cancellation or deferment of orders is required, an AMHS message will be submitted in accordance with the guidance provided above.  The prescribed timelines facilitate unit operational requirements and sourcing of potential replacements.  These timelines may be waived when the Marine is issued orders on the reduced timeline.
3.d.  Tour Length.  Standard prescribed tour length is 36 months at the discretion of CMC (MMEA).  The tour begins upon the Marines report date at SOI.  Marines may be assigned on a 24 month tour on subsequent tours or when career timing requires the Marine to return to his primary MOS.  CMC (MMEA) will coordinate with SOI when issuing orders prior to the 36-month mark in order to maintain instructor continuity and integrity of the training cycle staff.
3.e.  Reporting Details.  Permanent orders will direct all Marines to report at a single Monitored Command Code (MCC) at each SOI.  Report dates will fall within the 30 day window prior to the start date of each Marine Combat Instructor Course, in order to prevent lengthy non-observed fitness reports if Marines are dropped from training.
3.f.  Class Drops and Recycles.  If the Marine is dropped from training, a drop letter will be transmitted to CMC (MMEA) and the Marine will be issued orders from SOI in accordance with reference (b).  Marines may be recycled to the next class at the discretion of SOI Commanding Officer and with final approval by CMC (MMEA).  The class drop letter will specifically state the reason for the drop, whether the Marine is recommended for future Combat Instructor assignment, and if the Marine is recommended to be retained at SOI with intent to re-enroll into the following class.
3.g.  Reliefs.  SOI Commanding Officers will recommend relief of Marines from Combat Instructor duty for cause or good of service to CMC (MMEA) via Commanding General, Training Command.  Upon approval of the relief, the Marine will be issued orders from SOI.
4.  Incentives.  Current policies, that cover monetary and non-monetary incentives, remain in effect.  Service-level review of incentives is ongoing.
5.  Implementation Timeline.  Marines currently slated for Combat Instructor duty through FY19 will remain assigned and will be issued permanent orders.  CMC (MMEA) will begin issuing orders for the remaining vacancies effective immediately.
