GENTEXT/REMARKS/1.  The Office of Personnel Management (OPM) will be administering the Federal Employee Viewpoint Survey (FEVS) as a census, inviting all Appropriated Fund Employees to participate in the survey from 10 May through 21 June 2018.  Every eligible employee will receive the "traditional" form of the FEVS, and employees who complete the "traditional" form of the FEVS will be invited to participate in one of two pilot surveys:  Pilot Survey 1 - Branch Survey which simply incorporates minimal word and phrase changes to existing FEVS;  Pilot Survey 2 - A complete overhaul of existing FEVS using the census approach.  Invitations are expected to be sent 1-2 weeks after initial participation.
2.  The FEVS is completely voluntary, measuring employee engagement and workplace satisfaction.  The FEVS feedback is essential to understanding employee satisfaction regarding career opportunities, leadership, performance management, diversity, and work-life programs.  Employee responses to the pilot will be used to inform evaluation of improvements to the FEVS.  All employees should be strongly encouraged to participate and assured that responses will be kept confidential.
3.  Results from the survey will assist the Marine Corps in measuring its progress in achieving the goals listed in the Civilian Workforce Strategic Plan (CWSP) announced by the Commandant of the Marine Corps White Letter 01-16.  Copies of the CWSP and the White Letter can be found at https:(slash)(slash)www.manpower.usmc.mil/civilian marine.  Additionally, the results will be shared with Marine Corps Major Commands to support local efforts in improving workforce engagement and satisfaction.
4.  Civilian Marines will receive an email invitation with specific instructions on how to complete the survey online.  Recipients can contact Mr. John Paugh at 703-432-9420, with any questions regarding the email invitation.
5.  All supervisors and managers will support their employees by providing them time during normal working hours to complete the survey.  The survey takes around 20 to 30 minutes to complete.
6.  Commanders are required to announce the 2018 FEVS, encourage all Civilian Marines to participate and complete the survey, and stress the impact employee survey responses will have toward making the Marine Corps the civilian employer of choice throughout the Department of Defense.
