SUBJ/ANNOUNCING THE RELEASE OF MARINE CORPS ORDER 5354.1E MARINE CORPS PROHIBITIED ACTIVITIES AND CONDUCT (PAC) PREVENTION AND RESPONSE POLICY DATED 26 MARCH 2018//

GENTEXT/REMARKS/1. Purpose. To announce the release of the new Marine Corps Prohibited Activities and Conduct (PAC) Prevention and Response Policy.
2. Background. This Order updates, consolidates, and aligns existing policy prohibiting harassment (to include sexual harassment), unlawful discrimination, abuse (hazing, bullying, ostracism, retaliation, wrongful distribution or broadcasting of intimate images), and certain dissident and protest activity (to include supremacist activity). The Order addresses training and education, support for victims, and tightens accountability. Violation of the Order may result in punitive action. The subject Order revises and cancels multiple Marine Corps Orders and MarAdmins.

4. Commands will have 30 days from the date of the Order to update their Military Equal Opportunity (MEO) Program. MEO program compliance is a special interest item during regular and no notice inspections.
5. Commands will have a Training Moratorium for 60 days from the date of the Order on the following toppics; Equal Opportunity, Sexual Harassment, Hazing, Bullying and any other training now covered by the PAC Order. This is to allow the program office to release new training materials which will also be announced via seperate corespondence.
6. This updated policy contains significant changes. Commanders and senior enlisted advisors are encouraged to read the policy in its entirety. Commanding Generals with assigned Equal Opportunity Advisors (EOA) should have their EOA conduct a comprehensive review of their own program to ensure appropriate updates are made to local policies and procedures
