GENTEXT/REMARKS/This MARADMIN cancels MARADMIN 464/13.
1. Purpose. This MARADMIN is to implement and explain the changes to the DEOMI Organizational Climate Survey (DEOCS) requirements.
2. Background. The DOECS is mandated by FY13 National Defense Authorization Act and SECDEF MEMO of 6 MAY 2013, and mandated at the DoD level by the Defense Equal Opportunity Management Institute (DEOMI). Today, DEOMIs education and training programs in human relations and equal opportunity remain the foundation in equality and diversity training for the DoD. In reference A, the Under Secretary of Defense (Personnel and Readiness) directed Service chiefs implement measures to strengthen sexual assault prevention programs as outlined in the FY13 National Defense Authorization Act and SECDEF MEMO of 6 MAY 2013. In reference B, the Commandant of the Marine Corps directs that all commanders are required to foster a command climate free from prohibited activities and conduct, and ensure all Marines, regardless of race, color, national origin, religion, sex (including sexual orientation) or gender identity are treated with dignity and respect. In support of these requirements, the following changes to the Marine Corps DEOMI Organizational Climate Survey process are directed and effective immediately.
3. Enhancing Commander Accountability: all Commanders are required to ensure all members administratively attached to their commands have the opportunity to participate in the assessment process. For commands with more than 50 personnel, a DEOCS will be conducted within 120 days of assumption of command, and annually thereafter. In addition, Commanders are now required to conduct a close out DEOCS within 90 days of relinquishing command. Subordinate commands of 50 or fewer personnel will be surveyed with a larger unit in the command to ensure anonymity.
3.a. All DEOCS results will be briefed to the next higher level commander in the chain of command and provided to the members of the unit (via written, verbal or electronic means) within 30 days of receipt survey results. To ensure this requirement is met, new features have been added to: the DEOCS request form, notification emails, and IGMC Equal Opportunity Inspection Checklist.
3.b. Survey Administrators will enter the next level commanders information on the DEOCS request IOT ensure oversight.
3.c. Once the request has been approved, the next level commander will receive an email notification (from the system) that a DEOCS has been requested by the subordinate commander. This notification is in addition to the standard commanders notification and administrator approval/account information email.
3.d. Upon survey completion and the generation of the report, the next level commander, requesting commander, and the survey administrator will all receive a notification email stating the survey has been completed and the report has been generated. This email will also include the administrators account information so both the next level commander and requesting commander can access the system and retrieve the PDF survey report.
3.e. All commanders will develop an action plan to address areas of concern identified in the DEOCS report. This action plan must also identify periodic evaluations to assess the effectiveness of the action plan. The Commander will brief the results (within 30 days of receipt survey results), analysis, and action plan to the next higher level Commander. The next level Commander will approve the action plan prior to implementation.
3.f. Commanding generals will evaluate their units implementation of their action plan and may also evaluate utilizing the DEOCS roll-up report. This report can be obtained via the Equal Opportunity Advisors (EOA). Executive summaries of the report can be obtained by contacting DEOMI DEOCS support team at (321) 494-5043/2538. Commanding Generals not supported by an EOA may contact HQMC (MPE) at (703) 784-9371 for assistance in obtaining the roll-up report.
4. DEOMI also offers additional consultation services to all flag officers and SES leaders, including an executive summary and—upon request—telephonic out-brief. The executive summary reviews the DEOCS reports numerical results and, where applicable, responses to Locally Developed Questions. It also provides recommendations for follow-on assessment efforts. Content analysis of Short Answer Questions and written comments is not provided. The DEOCS report must be generated before DEOMI can field a request for an executive summary. Executive summaries are usually available within 10 business days after the DEOCS report is generated.
5. Compliance tracking. The HQMC Equal Opportunity and Diversity Management Office (MPE), Manpower and Reserve Affairs, has developed appropriate tracking processes to ensure compliance with DEOCS. Report format will be sent by MPE via the EOA community. Reports will be forwarded to the respective MARFOR commander for consolidation. MARFOR commanders will submit reports to HQMC (MPE) NLT 30 October of each year starting in 2018 IOT verify compliance with the aforementioned directives.
6. For the purposes of this policy the term "commander" includes O-4, O-5, and O-6 level commanders, Inspector-Instructors and Officers-In-Charge (OIC) with authority to impose Non judicial punishment.
7. These updates are incorporated into the new revision of MCO P5354.1E.
8. The DEOCS requirement does not impact Commanders requirement to comply with the Marine Corps Command Climate Survey (CCS) administered by the Lejeune Leadership Institute, which is currently required to be taken within 30 days of assuming command and at least annually thereafter. Nor does the Command Climate Survey (CCS) administered by the Lejeune Leadership Institute negate the requirement set forth within this policy for the DEOCS.
