GENTEXT/REMARKS/1. This MARADMIN announces the Fiscal Year 19 (FY19) U. S. Marine Corps Staff Non-Commissioned Officer (SNCO) Selection Board schedule and provides additional guidance regarding enlisted promotions. The FY19 U.S. Marine Corps SNCO Selection Board schedule with the approximate board length is as follows:

2. Personal Responsibilities.
2.a. Marines are responsible for ensuring the accuracy andcompleteness of their Official Military Personal File (OMPF) and Master Brief Sheet (MBS) to include evidence of required Professional Military Education (PME) completion prior to the board convening. Reference (a) provides amplifying guidance to assist in determining what documents are appropriate for inclusion in the OMPF and further states that Marines are responsible for conducting an audit of their records. Understanding that some Marines may require additional assistance in preparation for their board, regular component Marines are encouraged to contact the Manpower Management Records and Performance Branch, Career Counselor Section (MMRP-50) for assistance and Reserve Component Marines should contact Reserve Affairs Management (RAM) for assistance.
2.b. Regular component Marines may perform a self-audit located on the MMRP home page. The link to MMRP home page is: http:(slash)(slash)www.manpower.usmc.mil. Click on “Active Marine” then under “Manpower Management (MM)”, click on “Records and Performance (MMRP)”. Once there, click on MMRP-50 Officer/Enlisted Career Counseling link on the left, then click the OMPF and MBS self-audit document link at the bottom of the page and follow the instructions provided.
2.c. Reserve Marines may perform an audit by contacting RAM, Enlisted Reserve Career Counselor at 703-784-9149 (commercial).
2.d. Submission Timelines for updates to a Marines OMPF. For Marines being considered for promotion, it is imperative that documents submitted to CMC Manpower Management Records and Performance Branch, Records Management Section (MMRP-20) for inclusion in the OMPF within 60 days of a selection board be conspicuously marked "Contains Documents for the FY19 (appropriate board) Selection Board." With the exception of fitness reports, all OMPF documents, particularly digital photos, must be forwarded and received by CMC (MMRP-20) at least two weeks prior to the convening date of the selection board in order to allow time for processing it to the OMPF.
3. Board Eligibility.
3.a. Regular and Career Designated Active Reserve (AR) Component. In Accordance With (IAW) reference (b), the eligibility criteria for each Regular and career designated Active Reserve (AR) component SNCO selection board will be released via MARADMIN approximately 60 days prior to the convening date of the selection board. Revisions to the eligibility criteria will be released approximately 30 days before the convening date of the board.
3.b. Selected Marine Corps Reserve (SMCR), Individual Mobilization Augmentee (IMA), Limited Tour AR, and Individual Ready Reserve (IRR). Reserve eligibility criteria for SMCR, IMA, Limited Tour AR, and IRR categories will be released via MARADMIN approximately 90 days prior to the convening date of the Reserve SNCO Selection Board. Revisions to the eligibility criteria will be released approximately 45 days prior to the convening date of the board.
3.c. Reserve Requirements. IAW reference (c), the following changes have been implemented:
3.c.1. Individual Ready Reserve (IRR). To be considered eligible for promotion, all Marines in the IRR must have 50 points or more for the anniversary year that closed prior to the convene date of the board.
3.c.2. Selected Marine Corps Reserve-Individual Mobilized Augment (SMCR-IMA). For SMCR-IMA that are affiliated in the respective component category for more than one year before the board convene date there is no minimum point requirement. For SMCR-IMA that are affiliated in the respective component category within one year before the board convene date are required to have 50 points or more for the anniversary year that closed prior to the convene date of the board.
3.c.3. Career Retirement Credit Record (CRCR). The CRCR is a quantitative measure of active participation, summarizes retirement qualification, and is used as a continuation eligibility determinant. It is the responsibility of each Reserve Marine to ensure their CRCR is accurate and certified prior to the convening date of the board. Screening will be conducted annually. Marines can view their CRCR via Marine Online (MOL). Corrections must be annotated and returned by the command with supporting documentation (i.e. muster sheets, orders, historical NAVMC 798s, etc.) to the Marine Corps Individual Reserve Support Activity (MCIRSA) listed below.
4. Update Material.
4.a. IAW with reference (d), ALL personal communications must arrive no later than 10 calendar days prior to the convening date of the board. Marines may submit any information or material they deem important for consideration before the board with the exception of copies of fitness reports and digital photos. Address all communications to the President of the appropriate board via U.S. Mail, priority or next day packages, fax, or e-mail. Marines with the capability to scan their documents may send the scanned documents via e-mail directly to the organizational mailbox for CMC Manpower Management Promotion Branch, Enlisted Promotion Section (MMPR-2) at email@example.com. Ensure the e-mail subject line reads "Update Material for the FY19 (appropriate board) Selection Board." Material may also be hand-delivered to the main entrance of Harry Lee Hall, Building 17, Marine Corps Base, Quantico, Virginia.
4.b. Marines must understand that update material sent directly to the President of the board will not become part of a Marines OMPF and all update material is destroyed once the board has adjourned.
The following guidelines apply, regardless of the means by which a Marine submits update material:
4.b.1. Provide your Electronic Data Interchange Personal Identifier (EDIPI) on ALL correspondence in order to achieve positive identification and proper distribution of the material for consideration.
4.b.2. Update material must be submitted under cover letter with the update material included as enclosures. A sample cover letter is available on the Enlisted Promotion home page. The cover letter must be addressed to President, FY19 (appropriate board) Selection Board.
4.b.3. The cover letter must be personally signed by the eligible Marine. Material submitted without a cover letter or received after the ten day cutoff WILL NOT be accepted or pushed to the board.
4.b.4. Update material must be from the eligible Marine. For example, if someone wishes to submit a Letter of Recommendation on behalf of a Marine who is being considered, it will only be accepted if provided by the eligible Marine under an appropriate cover letter.
4.c. Update Material Receipt Verification. Marines are personally responsible for ensuring CMC (MMPR-2) has physically received update material before the ten day cutoff prior to the convening of the board and may verify receipt via the Enlisted Promotion home page or by contacting CMC (MMPR-2). This website will populate within one week of the convene date. In order to verify receipt of material sent to MMRP, (i.e. update material for inclusion to the OMPF and digital photograph), go to OMPF online via MOL. This site updates within approximately 24 hours after the material is received. MMRP will automatically push the information to the digital board room.
5. Additional Information.
5.a. Professional Military Education (PME). IAW references (e) and (f), all Marines eligible for promotion consideration must satisfy all specified PME requirements prior to the convening date of the board. Marines who are currently serving or who have served in a Special Duty Assignment (SDA) may qualify for an exemption to resident PME if they meet the requirements as outlined in reference (g). Any updates to PME requirements will be published in the respective convening MARADMIN. Marines who have missing evidence of completion or who have not completed the required PME by 2359 Eastern Standard Time (EST) on the day prior to the convening date of the board will be considered and briefed as not qualified for promotion.
5.b. Photographs. IAW references (a) and (h), SNCOs eligible for promotion consideration must submit an official photo within 12 months of the convening date of the board. Reference (h) outlines digital photograph submission requirements. Please note that CMC (MMPR-2) DOES NOT ACCEPT digital photos. Hardcopy photographs, original copy from an authorized Combat Camera (COMCAM), may be submitted directly to the CMC (MMPR-2) at the address listed in paragraph 9.a. Marines who choose to submit a hard copy photo directly to the President of the board must strictly adhere to regulations provided in references (a) and (h). Hard copy photos submitted to the President of the board will not be included in a Marines OMPF.
5.c. Prior Service Consideration. Marines who believe they should be considered eligible for the below zone by virtue of prior service, IAW paragraph 3202 of reference (b), must submit a request for prior service consideration with required source documents to CMC (MMPR-2) no later than 2359 EST the day prior to the convening date of the board. Figure 3-4 of reference (b) contains the format for the request. Replace the social security number with the EDIPI IAW reference (i). Late submission of requests for consideration based on prior service will be filed without action. A command endorsement is not required.
5.d. Special Promotion Consideration. IAW references (c), and (j) through (m), Marines who have an Expiration of Active Service (EAS) after the board has adjourned and have requested transfer to the Fleet Marine Corps Reserve (FMCR) due to Enlisted Career Force Controls (ECFC) or service limits may request special promotion consideration. Regular and career designated AR component Marines should submit correspondence to CMC Manpower Management Separation and Retirement Branch, Active Duty Retirement Section (MMSR-2). Reserve component Marine requests should be sent to CMC Manpower Management Separation and Retirement Branch, Reserve Retirement (MMSR-5) if the Reserve Expiration of Current Contract (RECC) is after the scheduled adjournment date of the promotion board. Requests for special promotion consideration must be received by MMSR prior to the board convene date. Marines who are twice failed of selection or approaching service limits, and who are required to request transfer to the FMCR or Retired Reserve are able to request special consideration IAW reference (b). Special promotion consideration will not authorize a Marine to go beyond service limits.
5.e. The following Marines are not eligible for promotion consideration:
5.e.1. Marines who submit a voluntary request to transfer to the FMCR, but are not required to transfer to the FMCR, are not eligible for promotion consideration.
5.e.2. Marines who are required to transfer to the FMCR due to declining Permanent Change of Station (PCS) orders, or who have declined to reenlist/extend to carry out PCS or deployment orders, are not eligible for promotion consideration.
5.e.3. Marines authorized early approval of transfer FMCR requests (greater than 14 months prior to their transfer date) will not be eligible for special promotion consideration.
6. Lateral Moves. Marines who have lateral move requests approved with an assigned new basic Military Occupational Specialty (MOS), as reflected in Marine Corps Total Force System (MCTFS), prior to the convening date of the board, will be considered in the MOS for which the lateral move has been approved.
6.a. Marines with lateral move requests that are approved after the board has convened will not be eligible for consideration in their newly acquired MOS and will be deleted from the board population. These Marines will compete on the following years board, if eligible.
6.b. Marines who have made a lateral move and whose Date of Rank (DOR) and Armed Forces Active Duty Base Date (AFADBD) place them in the above zone but who have not been previously considered for selection in the promotion zone will be considered in the promotion zone.
6.c. Marines who are selected with the incorrect Intended MOS (IMOS) by a board will be administratively deleted from the selection list and may rate remedial consideration for promotion in their correct MOS. Paragraphs 3100.3 and 3602.5 of reference (b) apply.
6.d. Marines who have previously been selected for promotion and refused to accept the appointment will not be considered.
7. Commanders Responsibilities.
7.a. Commanders will ensure that all eligible Marines understand the current component and reserve category (if applicable) of which they are being considered. Review the OMPF, MBS, and MCTFS data for all Marines being considered and ensure that a digital photo is submitted to their OMPF. Make sure that all reporting officials comply with the fitness report timelines as noted in references (n) and (o), and assist Marines with missing fitness reports or corrections to fitness reports. Commanders are also reminded to ensure that Marines prepare for their board prior to deployment. Finally, counsel all Marines who request not to be selected IAW paragraph 3102.2e of reference (b). Paragraphs 3100.3j and 3102.1c provide amplification and also outline additional responsibilities for commanders regarding the counseling of Marines on the promotion process. In addition Commanders will immediately notify CMC (MMPR-2) via naval message or naval correspondence if any of the following apply:
7.b. Eligible Marines who have an erroneous DOR, AFADBD, Pay Entry Base Date (PEBD), component code, or Primary MOS (PMOS)/IMOS in MCTFS to preclude erroneous consideration or non-consideration.
7.c. If any approved MOS changes for eligible Marines occur during the board, this includes reporting failures of MOS producing schools.
7.d. Promptly report any Marine eligible for a board who is the subject of a completed disciplinary action (by military or civilian authorities) not previously reported on earlier fitness reports. Disciplinary action is considered "complete" when one of the following has occurred: convening authority action is adjudicated and reported by unit diary or court-martial results of trial are released by a Military Justice Officer, a Marine is found guilty at Non-Judicial Punishment (NJP) and punishment is reported on unit diary or civilian court proceeding or counseling documentation is placed in a Marines OMPF, a Marine is administratively reduced, discharged, or assigned to the Body Composition Program (BCP). Commanders are reminded to make appropriate MCTFS entries, if warranted. If a Marine is exonerated via the appeal process or by convening authority action, remedial promotion consideration may be granted upon request to CMC (MMPR-2) IAW reference (b).
7.e. Fitness Reports. Commanders are responsible for the timely submission of fitness reports to CMC Manpower Management Records and Performance Branch, Performance Evaluation Section (MMRP-30) and are responsible for ensuring that all fitness report timelines noted in reference (n) are followed. The due date for fitness reports by rank is 90 days prior to the convening date of that board. Fitness reports should never be mailed directly to the President of the board and they will not be considered as update material. Only fitness reports within the Marines OMPF will be considered on the enlisted promotion selection board. For fitness reports to become an official part of the Marines OMPF, the report must be submitted to CMC (MMRP-30). The Automated Performance Evaluation System (APES) is the primary means of submitting fitness reports. However, reporting officials may e-mail .pdf copies to the MMRP-30 organizational mailbox as long as the mailers e-mail account can be confirmed as either the Reporting Seniors or Reviewing Officers .mil e-mail address. If mailing a paper version of a report to CMC (MMRP-30), it is imperative that the forwarding envelope be conspicuously marked "Contains Fitness Reports for the FY19 (appropriate board) Selection Board." Timely submission of fitness reports is critical for board eligible members as CMC (MMRP-30) will need time to review reports for accuracy and compliance.
7.f. Accelerated Fitness Reports. All current grade sergeants and staff sergeants who do not meet the below zone cutoff and have been properly recommended for accelerated promotion on fitness reports with periods ending within one year of the convene date of the particular SNCO promotion selection board, will be placed into the below zone IAW references (b) and (n), provided there is an allocation for that IMOS. Identification and eligibility of these Marines are contingent upon compliance with reporting procedures outlined in reference (n) and the timely receipt of the fitness reports submitted to CMC (MMRP-30). IAW reference (b), failure to meet these requirements in a timely manner will not constitute remedial consideration for the Marine reported on.
8. Remedial Promotion Consideration. Missing information from a Marines OMPF is not sufficient grounds to grant a Marine remedial consideration for promotion. Therefore, it is extremely important that all eligible Marines ensure their record is complete to include evidence of required PME completion. Marines are encouraged to review their MBS to ensure their PME completion is reflected. However, the MBS is only a tool to summarize a Marines record and is not considered official source documentation.
