GENTEXT/REMARKS/1.  Per the references, preserving the lives and well-being of U.S. military, Department of Defense (DoD) civilians, and DoD contractors authorized to accompany the force (CAAF) who are in danger of becoming, or already are beleaguered, besieged, captured, detained, interned, or, otherwise missing or evading capture (hereafter referred to as “isolated”) while participating in U.S.-sponsored activities or missions, is one of the highest priorities of the DoD.  The DoD has an obligation to train, equip, and protect its personnel, to prevent their capture and exploitation by adversaries, and to reduce the potential for the use of isolated personnel as leverage against U.S. security objectives.  Personnel Recovery (PR) is the sum of military, diplomatic, and civil efforts to prepare for and execute the recovery and reintegration of isolated personnel.
2.  Integral to PR is the training of deploying military personnel, DoD civilians and CAAF in the tenets of the Code of Conduct (CoC) and survival, evasion, resistance and escape (SERE).  Per the references, before deployment for a temporary or permanent duty assignment outside the United States or Puerto Rico, all DoD personnel will receive CoC/SERE training commensurate with their risk of isolation and exploitation value.  This includes SERE Level A training which provides the minimum level of CoC/SERE knowledge and training necessary to meet baseline worldwide theater entry requirements common to all Combatant Commands.
3.  In the past SERE Level A training could only be accomplished by deploying individuals completing SERE 100.2, a computer based training (CBT) course hosted on Joint Knowledge Online.  SERE 100.2 is a lengthy course requiring up to six hours per individual to complete.  This training solution was problematic for large units and units with limited home station computer access and limited bandwidth situations.  To address these training challenges and to reduce time to train, Training and Education Command (TECOM) in a joint effort with U.S. Army Forces Command, and with the assistance of the Joint Personal Recovery Agency, has developed a SERE Level A Training Support Package (TSP) that enables deploying units to self-train SERE Level A in an instructor guided group setting.
4.  The TSP meets all DoD, Joint and service SERE Level A pre-deployment training requirements and can be used in lieu of SERE 100.2 for deploying military personnel.  Either training option, (SERE Level A TSP or SERE 100.2 CBT) are authorized for use.  Each unit commander can choose the training option that bests supports their unit's requirements, training schedule and access to training facilities.  Users of these TSP training materials are not authorized to modify, delete or add to the content of the material.  Doing so will invalidate the training.  This TSP addresses CoC/SERE techniques for military personnel and does not address the principles of behavior expected of detained DoD civilians and CAAF as described in ref a.  Therefore, DoD civilians and CAAF are required to continue to use the SERE 100.2 CBT for CoC/SERE pre-deployment training.
5.  The SERE Level A TSP consists of seven lessons that cover the Code of Conduct, and 68 discrete topics on planning and preparation, survival, evasion, resistance to exploitation, captivity resolution and support to recovery.  Each lesson includes an instructor lesson plan, student outline and lesson media in the form of a PowerPoint presentation.  The TSP also includes an instructor preparation guide (IPG) and a glossary.  The lessons can be presented during one training session of four to five hours in length or presented over a series of training sessions as long as the lessons are taught sequentially one through seven.  All seven lessons are required for an individual to be considered SERE Level A training complete.
6.  Also included as part of the TSP are four student end-of-course exams, versions A through D.  The use of these exams are optional but can be used to gage knowledge retention and understanding of CoC/SERE concepts.  Units desiring to use an end-of-course exam can contact their local TECOM Training Support Center (TSC) which will issue the exam and its associated master test key.
7.  The TSP lessons are designed to be delivered to the training audience by one or more instructors chosen from the unit conducting the training.  No specialized instructor training or specialized knowledge of CoC/SERE concepts are necessary.  However, TECOM recommends the personnel chosen to deliver the course material be a staff non-commissioned officer/officer with prior credible deployment experience and a SERE Level C graduate.  TECOM recommends a minimum of two instructors, a primary and an assistant.  TECOM also requires instructors follow closely the steps laid out in the IPG and be given ample preparation time to review the lesson materials prior to teaching the course.  This course requires significant preparation.  Commanders are highly encouraged to allot sufficient time for instructors to prepare and establish contact with the service-level points of contact listed in the IPG.  The training venue must be large enough to accommodate the training audience and be equipped with audio and visual projection capability for the PowerPoint media which includes embedded video clips.
8.  Deploying units can also request instructor support from the Marine Detachments at Navy SERE School East or West.  Instructor support will be given on a not to interfere basis and instructor travel cost and per diem is the responsibility of the requesting unit.  SERE School instructor support can be coordinated through the local TECOM TSC.
9.  The TSP training materials can be accessed through the TECOM Pre-deployment Training Program (PTP) Tool Kit at https:(slant)(slant)vcepub.tecom.usmc.mil/genstaff/g3/ptp/default.aspx.  From thehome page, click on "Service/Theater Requirements", then your theater of operation, "Block 1a Service Training Requirements", then "Personnel Recovery (PR) Training".  Units are advised to download all SERE Level A TSP training materials from the PTP Tool Kit and not re-use prior copies as changes and updates are made routinely to the lessons and the most up-to-date version of the TSP resides in the PTP Tool Kit.  Alternatively, units can obtain a copy of the lesson files from the local TECOM TSC.
10.  After completing all seven lessons in the TSP, or completing the SERE 100.2 CBT, an individual is SERE Level A training current for 36 months.
11.  This MARADMIN is applicable to the Marine Corps total force.
