GENTEXT/REMARKS/1.  Deputy Commandant, Combat Development and Integration signed Marine Corps Bulletin (MCBul) 5603, Marine Corps doctrinal proponency assignments, on 24 May 2018.  This bulletin supersedes MCBul 5603 of 13 November 2017.
2.  MCBul 5603 provides guidance implementing doctrinal proponency and assigns doctrinal proponents for listed publications.  Marine Corps doctrine published in its doctrinal, warfighting, tactical, and reference publications includes higher order philosophical thought on warfighting, as well as principles, tactics, techniques, procedures, terms, and symbols.  Doctrinal proponency responsibility is assigned to a Marine Corps organization with the required subject matter expertise for the preparation, review, and periodic update of a doctrinal publication.  It leverages the expertise of the Marine Corps supporting establishment to ensure that Marine Corps Service doctrine is appropriate and useful to the warfighting operating forces and trainers.  Doctrinal proponency has proven successful when doctrine is prioritized as a Marine Corps requirement.  This bulletin is a directed action to produce and maintain a cogent body of doctrine that is timely, relevant, and compelling.  The MCBul 5603 is located at https:(slash)(slash)mccdc.portal.usmc.mil/org/dcb/default.aspx and http:(slash)(slash)www.marines.mil/news/messages/Pages/maradminsearch.aspx.
3.  This revision removes thirty publications from the bulletin that are no longer considered doctrine by the United States Army and United States Marine Corps. These publications have been reclassified by the United States Army as training circulars or general subject technical manuals.  These publications have been reassigned to Training and Education Command for further action.
4.  This MARADMIN is applicable to Marine Corps Total Force.
