GENTEXT/REMARKS/1.  The Deputy Commandant for Combat Development and Integration's Capabilities Development Directorate (CDD) and the Air Land Sea Application (ALSA) Center have published MCRP 3-05.3, Multi-Service Tactics, Techniques, and Procedures (MTTP) for Personnel Recovery (PR), dated 4 June 2018.  This is a new publication.  MCRP 3-05.3 may be downloaded via the USMC doctrine website at https:(slant)(slant)homeport.usmc.mil/sites/mcdoctrine/SitePages/Home.aspx.  The publication can also be found on the ALSA website at http:(slant)(slant)www.alsa.mil, and a CAC card is necessary.
2.  Background.  This publication provides a single-source reference guide for staffs and planners executing the military option of personnel recovery using joint capabilities.  It focuses on integrating conventional, tactical PR operations.  This MTTP outlines PR planning and execution tactics, techniques, and procedures (TTP) common to all Services, lays out Service commonalities and differences, identifies PR forces' capabilities and limitations, details TTP specific to PR methods, and provides checklists designed for quick reference.  The material in this MTTP applies across the range of military operations.
3.  Coordinating Instructions.  Reference (a) details steps required to request hard copies of this publication.  Since this is a new publication, no current distribution list exists in the Marine Corps Publications Distribution System (MCPDS).  Units desiring to get on the distribution list must follow procedures identified in Reference (a), coordinating with their internal S-1 or admin sections.  For MCPDS ordering purposes, the publication control number for Personnel Recovery (MCRP 3-05.3) is 144 000273 00.  Hard copies of this publication should be available for ordering via MCPDS within 10 to 12 weeks of the date of this MARADMIN.
