GENTEXT/REMARKS/1.  This MARADMIN provides amplifying guidance regarding civilian staffing of Readiness Coordinators (RCs) in support of the Unit, Personal, and Family Readiness Program (UPFRP).
2.  Reference (a) announced a Marine Corps-wide hiring freeze for civilian Family Readiness Officers in support of the UPFRP reset.  Reference (b) announced the reset of the UPFRP and changes to civilian staffing.  This hiring freeze is lifted and commands are approved to hire vacant civilian billets in accordance with authorized staffing levels.
3.  Hiring actions will be coordinated with servicing human resource offices.
4.  Commands do not have the authority to spend Operation and Maintenance Marine Corps (OMMC) or Operation and Maintenance Marine Corps Reserve (OMMCR) baseline funding on civilian RC billets.  Commands do not have the authority to spend OMMC or OMMCR baseline funding on any differently named civilian billet for the performance of duties outlined in reference (c).
5.  This MARADMIN is applicable to the Marine Corps Total Force and will be cancelled when incorporated into reference (c).
