GENTEXT/REMARKS/1. Situation. Current travel management, policies, procedures, structure, and systems result in multiple points of friction that degrade Marine Corps readiness. These include unliquidated obligations, improper payments, service debt, decreased personnel and degraded unit readiness, difficulty reconciling the service-level budget, decreased audit readiness, and potential for fraud. The total force is impacted whether stateside, at overseas stations, or deployed.
2. Mission. From June to September 2018, the TRIWG will conduct a series of briefs, in-calls, and problem framing sessions with designated personnel in key stakeholding organizations and commands IOT determine the scope of travel related challenges across the service.
3. Execution.
3.a. Intent. The intent for this phase of the initiative is to obtain sufficient empirical and anecdotal information to enable enhanced understanding of Marine Corps travel-related challenges, leading to informed course of action development.
3.b. Concept of Operations. On 26 April, 2018, the TRIWG received Assistant Deputy Commandant approval from P&R and M&RA to continue problem framing for the remainder of FY18. TRIWG problem framing will be executed in four phases:
3.b.1. Phase 1 – TRAVEL (June-September, 2018) – This phase will run concurrently with the execution and consolidation phases, as the TRIWG travels to designated locations for the purpose of conducting problem framing sessions.
3.b.2. Phase 2 – EXECUTION (June-September, 2018) – This phase will start with a brief to each major command to provide an overview of the Travel Reform Initiative, and confirmation of plan for conduct of the problem framing session at that major command. The TRIWG will host 3 day-long problem framing sessions with representatives from O-5 and O-6 level commands from across the MAGTF to obtain the perspective of travelers, administrators, distribution managers, and financial staff on challenges related to official travel.
3.b.3. Phase 3 – CONSOLIDATION (June-September, 2018) – During this phase, the TRIWG will compile and analyze information gathered during phase 2 and prepare for briefing during phase 4. In Progress Review (IPR) briefs and reports will be provided to Directors and Assistant Deputy Commandants at intervals throughout this phase.
3.b.4. Phase 4 – PROBLEM FRAMING BRIEF (December 2018) – This phase will begin with the completion of the last IPR, and will culminate with a joint problem framing brief to the Deputy Commandants for P&R, M&RA, and I&L. Brief will include a summary of travel related challenges, with recommendations on how to proceed.
3.c. Coordinating Instructions.
3.c.1. Requested Participation. G-1/S-1s, Comptrollers/Supply Officers, Disbursing Officers, IPAC leadership, and Distribution Management Office (DMO) representatives from the commands below.
3.c.2. Command Visit Timeline. Locations and dates for problem framing sessions will be coordinated with commands below.

3.c.3. In-Brief.
3.c.3.a. Target Audience. Commanders, Chiefs of Staff, AC/S G-1s, Comptrollers, Distribution Management Officers.
3.c.3.b. Timeframe. Appx 30 minute brief. Brief will be emailed to respective command representatives prior to arrival at each command. Command representatives are requested to coordinate in-brief with their respective chiefs of staff.
3.c.3.c. Subject. Overview of the Travel Reform Initiative, and confirmation of composition and conduct of problem framing session for that location.
3.c.4. Conduct of Problem Framing Sessions.
3.c.4.a. Products. These will be emailed to action officers prior to start of the problem framing session at each location. Products will include template shells and functional questions intended to solicit problem framing input from participants.
3.c.4.b. Agenda. This will include a project introduction brief, functional and cross-functional working groups, periodic group check-ins, and a summary session.
3.c.4.c. Location. Request centralized location for each problem framing session to facilitate participation from across the MAGTF.
4. Administration and Logistics.
4.a. Administration. Senior commands listed above (3.c.2.) must assign a site coordinator for each location. Site coordinators will conduct detailed planning via separate correspondence with the TRIWG Program Manager listed in this message.
4.b. Logistics.
4.b.1. Funding. Travel associated with problem framing sessions will be funded by participants’ commands.
4.b.2. Facilities. In order to support effective execution, the TRIWG will need two adjacent rooms for each location, one large enough to hold 50 personnel, one large enough to hold 25 personnel, each with adequate chairs and tables. Each location will need a projector capable of projecting from a government laptop, projection screen, dry-erase board, color printer capability, internet connectivity and sufficient power outlets for six laptops.
