GENTEXT/REMARKS/1.  The purposes of this MARADMIN are to: (1) announce the Nov 2018 FSF Advisor Experience Track Screening Panel; (2) outline the process Marines will use to submit applications for the Advanced Foreign Security Force (FSF) Advisor Free MOS (FMOS); and (3) explain the administrative actions taken after the screening panel determinations.
2.  All qualified Marines (E5 to E9, WO1 to CWO5, and O2 to O6) who have six months accumulated FSF advising experience are encouraged to request for the Advanced FSF Advisor FMOS 0571 via the process outlined in para 4 of this message.
3.  Per refs (a) and (b), as of 1 Oct 2018 the below FSF Advisor FMOS definitions are applicable.
3.A.  FMOS 0570:  Advisors have general knowledge of advisor skills acquired from Formal Learning Center (FLC) training and meet the minimum knowledge, skills and abilities (KSA) defined in ref (d).
3.B.  FMOS 0571: Advanced Foreign Security Force (FSF) Advisors have extensive knowledge and experience in their primary MOS and can translate expertise and experiences into useful advice to foreign counterparts IOT develop and influence FSF throughout the phases of military operations and across the range of military operations.
4.  Experience Track Screening Panel Application Process for Advanced FSF Advisor FMOS 0571.
4.A.  Marines who have both demonstrated sufficient FSF advising experience in a daily, on-the-job (OJT) environment spanning a cumulative period of no less than six months and meet the prerequisites outlined in the paragraphs below are encouraged to apply for the award of the Advance FSF Advisor FMOS 0571. Per ref (a), Marines applying for the Advanced Advisor FMOS must:
4.A.1.  Have completed RCLF Program requirements in-grade or be grandfathered out of RCLF per ref (c).
4.A.2.  Have achieved at least one of the following requirements:
4.A.2.A.  Experience in advising FSF(S) in an OJT environment, encompassing a cumulative period of no less than six months.
4.A.2.B.  Award of the Primary MOS (PMOS) 0372 Critical Skills Operator, PMOS 0370 Special Operations Officer, or Necessary MOS (NMOS) 8071 Special Operations Capability Specialist and completion of one or more deployments with a Special Operations unit or as an individual augment to a Joint Special Operations unit for a cumulative period of no less than six months.
4.B.  Marines who believe they have met the prerequisites and have sufficient advisor experience should complete the web-based survey questionnaire via the following website: https:slashslashsurvey.max.gov/518368.
4.B.1.  Select the survey titled “Advanced Foreign Security Force (FSF) Advisor Screening Panel [SCN USMC-EX-18028]”.
4.B.2   Use their Electronic Data Interchange Personal Identifier (EDIPI) as their token to gain entry to the survey.
4.B.3.  Complete the survey question items and provide dates (Month/Year to Month/Year) for all FSF Advisory experienced accumulated, then click “submit”.
5.  Screening Process.
5.A.  CMC (DC PPO) will convene a screening panel with assistance from representatives of the Marine Corps Security Cooperation enterprise to review applications and approve the FMOS 0571 for Marines who meet the requirements.
5.B.  Marines will be selected based on the qualification criteria outlined in para 4 of this message and IAW refs (a) and (b).
5.C.  Timeline.
5.C.1.  Currently active:  Web-based Advisor survey questionnaire at para 4.B is open for applications.
5.C.2.  The survey questionnaire will remain open to Marines until 31 October 2018. Applications submitted after this date will be considered by subsequent screening panels.
5.C.3.  Nov 2018: Advanced FSF FMOS Screening Panel.
5.C.4.  Dec 2018: Applicants selected for the Advanced FSF Advisor FMOS 0571 will be informed via separate MARADMIN and automatically entered into MCTFS.
5.C.5.  Future screening panels will be announced by separate MARADMIN.

Assists in Partner Nation (PN) development in basic to intermediate level skills inherent to internal security and stability.”
7.  Administration.
7.A. The Marine Corps Total Force System (MCTFS) records for Marines selected by this experience track screening panel will be automatically updated by HQMC.
7.B. Marines selected by the screening panel should verify their FMOS has posted in their MCTFS record by checking their Marine Online (MOL) profile no earlier than 30 days after the selection MARADMIN is released IOT ensure their electronic record is up-to-date.
8.  This MARADMIN applies to the Marine Corps Total Force.
