GENTEXT/REMARKS/1.  This Marine Administrative Message (MARADMIN) announces the Fiscal Year (FY) 2019 Staff Noncommissioned Officer Academy (SNCOA) Reserve Courses.
2.  Cancellation.  This message cancels MARADMIN 127/18.
3.  Background.  Marine Corps University lists the FY 2019 reserve component class dates for the SNCOAs via the common access card-enabled Training and Education Command SharePoint site at https:(slash)(slash)vcepub.tecom.usmc.mil(slash)sites/edcom/epme/default.aspx.
4.  Coordinating Instructions.
4.A.  The current version of the command screening checklist, reference (d), and the enlisted college duty status waiver request, reference (k), may be downloaded from the TECOM SharePoint site under Units and Organizations (Education Command) and then College of Enlisted Military Education.
4.B.  Commanders and Inspector-Instructors (I-I) must review all packages and sign the command screening checklist within 90 days of the course report date.  Checklists signed by individuals other than the commander/I-I will be rejected and result in their Marines disenrollment and returning home.  Commanders/I-Is who fail to properly complete the command screening checklist and send unqualified Marines will be notified in a letter of noncompliance via the chain of command.
4.C.  Course Prerequisites.
4.C.1.  The prerequisites for all courses can be located on the TECOM SharePoint site under reporting information for each regional academy.
4.C.2.  Duty Status.  Sergeant, Career, and Advanced School students may be in a limited duty or pregnancy status with exceptions see the instructions contained in reference (k) for specific guidance.
4.D.  Course Registration.
4.D.1.  Units must submit their nominations through their respective major subordinate command (MSC) representative for registration in Marine Corps Training Information Management System (MCTIMS).  All nominations, regardless of location, must be received by the respective MSC no later than 45 days prior to the class reporting date.
4.D.2.  Students who have been registered in MCTIMS, but can no longer attend a scheduled school, must have their registration canceled within the MCTIMS student registrar module.  Canceling a students registration is the unit S3/G3 responsibility and shall be coordinated with the respective MSC representative.
4.E.  Appropriation Data.
4.E.1.  Professional Military Education (PME) remains a priority and responsibility of Marine Forces Reserve (MFR) G-3.  School orders will be used and routed through MFR G-3.  Annual training orders will not be used for PME.
4.E.2.  Rental cars are not authorized.
4.E.3.  Marine Reserve Order Writing System (MROWS) will be routed to MFR G-3 no later than 30 business days prior to the course report date.
4.E.4.  Additional MROWS appropriation data can be found in Reserve School Registration on the TECOM SharePoint site at https:(slash)(slash)vcepub.tecom.usmc.mil/sites/edcom/epme/efault.aspx.
5.  Amplifying Instructions.
5.A.  Specific instructions regarding reporting, uniforms, times, gear lists, course material, messing instructions, and billeting availability is accessible via the TECOM SharePoint site at https:(slash)(slash)vcepub.tecom.usmc.mil/sites/edcom/epme/default.aspx.
5.B.  All students are highly encouraged to bring laptops or tablet devices to download student material for ease of use while attending the academy.
