GENTEXT/REMARKS/1.  MarineNet is operated by The College of Distance Education and Training (CDET) and develops, integrates, and manages its electronic learning (eLearning) products.  Organizations requesting development of eLearning products, specifically the development of Interactive Multimedia Instruction (IMI), must submit a CDET Electronic Distance Learning (EDL) Application, located on the CDET website www.usmcu.edu/cdet/marinenet-dev.  The application will undergo review and prioritization during the 2019 Training and Education Command (TECOM) Electronic Learning Targeting Board (ELTB).  Marine Corps organizations can apply for CDET courseware development support via the procedure described in paragraph 3 below.
2.  This MARADMIN applies to Marine Corps organizations with unfulfilled learning requirements that may be addressed via eLearning methodologies.  These requirements include training and education gaps, redesign of existing learning products for online delivery, and revision of existing eLearning products.  Applications requesting courseware that students could complete in less than four hours is optimal.  No applicant funding is required for submission; however, applying organizations must commit to provide the learning content and the Subject Matter Expertise (SME) to support the analysis and planning process, and subsequent product development, review, testing, validation, and maintenance over the eLearning courseware products lifecycle.
3.  Application Submission Process.
3.A.  EDL applications are prepared using a standardized form available at www.usmcu.edu/cdet/marinenet-dev.  TECOM major subordinate command and headquarters divisions, Headquarters Marine Corps staff offices, Marine Corps Systems Command (MARCORSYSCOM) product groups and other commands should submit applications as required via email to the CDET Digital Content Department (DCD) at the following address:
cdet_courseware@usmc.mil.  CDET will accept applications for this board through 15 January 2019.  The application form requires a description of the learning requirement(s), current efforts to fulfill the requirement, intended implementation, and any reporting requirement.  Applicant organizations must complete all assigned sections and have their Higher Headquarters (HHQ) G-3 or equivalent review the form, complete the appropriate portion of the summary and recommendations section to include rationale for CDET resource utilization, and finally endorse the application prior to submission to CDET.
3.B.  All applications are reviewed by CDET for completeness and then forwarded for requirement validation to the appropriate TECOM headquarters staff.  The TECOM determination shall be recorded in the requirement validation block of the summary and recommendations section of the applications, and then routed to CDET no later than 18 February 2019.  Applications, validated by TECOM, will undergo a scope and suitability screening by CDET personnel.  This screening includes a telephone interview with the applicants organization.  Submissions that are determined invalid by TECOM or unsuitable for an eLearning solution will not be presented to the board.  CDET will notify the applicants organization via the chain of command if a submission is denied.
3.C.  The TECOM ELTB shall convene in Quantico on or about 9 April 2019.  Board results will be presented to Commanding General Education Command (CG EDCOM) with an accompanying CDET supportability assessment for review and approval.  The approved list represents the 2019 eLearning development plan for CDET.  Expect distribution of this plan to the submitting HHQ NLT 23 May 2019.  All CG EDCOM approved projects will be initiated based on approved priority and CDET capacity.  Projects shall begin with a kick-off meeting that includes all stakeholders for the individual project to include the USMC requesting organization.
