GENTEXT/REMARKS/1. The Cyberspace 17XX occupational field (OccFld) build is continuing to progress.  In an effort to meet the goals set forth in the implementation guidance, it is imperative that we also pay close attention to manning and readiness levels of the OccFlds contributing to the 1700 workforce.  Recent working group analysis of projected 1700 OccFld staffing has identified three key concerns which require immediate action to reduce negative impact to institutional readiness and ensure promotion opportunities for our Marines.
  1.a.  Planned changes in the 06xx Force Modernization saw the integration of cybersecurity functions across the range of specialties represented in the Department of Defense Information Network (DoDIN) Operations with a large portion of the 0688s performing those critical functions.  Additionally, the emphasis placed on building the 0688 community depleted inventory levels of the 0679 MOS to critical levels. Specifically, the inventory level of 0679 Staff Sergeants is currently at 50% of the requirement.
  1.b.  The 1721 population is poised to be manned at roughly 200% of the requirement due to the inclusion of all 0688s in the initial implementation guidance.  This will create promotion stagnation, and will effectively close Sergeant to Staff Sergeant promotion opportunity for an extended period of time.
  1.c.  The 1711 MOS is expected to rely on lateral moves to build inventory until the foundation of 2611 entry level Marines is established and sufficient enough to sustain upward mobility to the 1711 SNCO ranks. Limited interest from qualified Marines would leave this mission-critical role understaffed and would continue to negatively impact staffing and overall health of the 1711 MOS.
2.  Change to Guidance for Enlisted Marines.
  2.a.  All Active Component (AC) and Reserve Component (RC) enlisted Marines with the PMOS or Intended MOS (IMOS) of 0688, in grades of Sergeant through Gunnery Sergeant, will be diary reported with the a new PMOS of 1711, 1721, or 067X.
  2.b. 0688 Marines who are eligible for FY19 bonuses as 1721s will be offered the same amount, if re-designated as 067Xs, to prevent any financial disparity.
  2.c. Personnel are encouraged to contact their primary MOS monitor to register a preference for a specific MOS per the above guidance NLT 1 October 2018.  On 1 October 2018 this Headquarters, in conjunction with Manpower and Reserve Affairs, will review the population and all registered preferences, and Marines will be re-designated to their new PMOS based on the needs of the Marine Corps.  Those new MOSs will be diary reported on 5 October 2018.
