GENTEXT/REMARKS/1.  Purpose.  This message announces changes to the eligibility criteria for the Enlisted Active Reserve (AR) Program, updates to the application process, and the addition of the Direct Hire program.  This message cancels reference (a) and supersedes all previous enlisted AR accession MARADMINS.
2.  Background
    a.  The AR Program provides a cadre of well-trained and experienced Reserve Component (RC) Marines to serve as a critical element of the Marine Corps full-time support to the RC, as required by reference (b).  AR Marines assist with organizing, preparing, and administering:  policies, regulations, training, instructing, recruiting, retention, and administration for the Marine Corps Reserve.  AR Marines facilitate the integration of the Active Component (AC) and RC into the Total Force.
    b.  Marines approved to join the AR Program will fill a variety of billets in support of the RC.
3.  Eligibility.
    a.  Must meet the reserve reenlistment criteria listed in reference (c).
    b.  All applicants must demonstrate the ability to meet superior performance standards as validated by the Commanding Officers Independent Duty Checklist per reference (d).
    c.  Must meet minimum requirements for accessions as outlined in reference (e).
    d.  Must be financially responsible as determined through completion of the Commanding Officer / Prior Service Recruiter (PSR) OIC AR Applicant Financial Screening Worksheet (NAVMC 11753 12-10).
    e.  Must meet the MOS requirements for requested billet according to reference (f).
    f.  Must be a lance corporal thru sergeant to apply. Staff sergeant’s may be considered on a case by case basis determined by MOS needs.
    g.  Waivers to the above criteria must be identified in the application and will be adjudicated by Reserve Affairs (RA) Management Branch (RAM-1).
4.  Application Process
    a.  Marines interested in applying to the AR Program should contact a Prior Service Recruiter (PSR) to submit an application package via Total Force Retention System (TFRS).  Unit Career Planners (CPs) may also submit enlisted AR applications. CPs are authorized to submit qualified applications beginning 1 April in order to allow PSR mission priority for the first two quarters of the fiscal year. After 1 April, requests may be submitted by PSR/CP on a first come first serve basis if qualified.
    b.  Military Occupational Specialty (MOS) availability, current submission guidelines and example documents for AR accessions are published annually via Reserve Duty TFRS message.
    c.  All AR accession packages are submitted via the TFRS to Reserve Affairs (RAM-1).  PSRs/CPs should use the AR accession (with reenlistment or extension) dropdown box.
    d.  Marines may request, or be directed to, Lateral Move (LatMov) in order to meet program needs.  LatMov guidance is located in reference (i).
    e.  Requests will be processed within 30 days upon receipt of a completed AR join package by RA (RAM-1).  Inaccurate, incomplete, or waiver requests will extend the processing time.
5.  Approval Process.  Once approved for accession to the AR program the PSR/CP will notify the Marine.  The final approval will contain the approved duty station, billet, Primary MOS (PMOS), Date of Rank (DOR) adjustment, date of accession, tour length, and additional contractual time as required.
a. The accession date, billet assignment, and location will be approved by RA (RAM).
    b.  Tour lengths are 36 to 48 months based on the assignment, retention, training requirements, and AR program needs.
    c.  Rank and DOR adjustments are determined by RA Plans Section (RAP-2) and are outlined in reference (g).  DOR adjustments are made in order to better shape the AR enlisted inventory to meet service targets for promotion and mitigate long term adverse effects on active duty retirement eligibility.
    d.  Marines who received, or are receiving separations pay under involuntary conditions, voluntary separations pay, Post 9/11 Transfer of Educational Benefits (TEB), or an incentive/bonus may be subject to recoupment by the United States Government upon accession per reference (h).
    e.  RA (RAM) will approve contractual time as required to facilitate the execution of the initial accession orders.  AR Enlisted Career Force Controls (ECFC) will be used when determining service limitations for initial accessions onto the AR Program in accordance with reference (j).
    f.  Upon accession, corporals with four or more years of active duty service requesting reenlistment may be authorized up to 48 months.  The execution of the reenlistment must not allow the Marine to exceed nine ACDU years of service.   
6.  Acceptance Process.  Upon approval, accepted Marines will have ten calendar days to accept or decline accession to the AR program. AR accession orders will be issued by RA (RAM) no later than 30 days prior to the approved accession date.  Orders will be completed after the Reenlistment Extension Lateral Move (RELM) has been accepted in TFRS by the PSR/CP and all documents have been completed and uploaded in TFRS.  The following actions must occur prior to issuing orders:
    a.  The TFRS approval must be signed by the PSR/CP, the Marine applicant, the officer in charge (for RELM submitted by PSR) or the commanding officer (for RELM submitted by a CP), and uploaded in TFRS.
    b.  The acceptance letter must be completed, signed by the Marine, and uploaded in TFRS.
    c.  When contractual time is approved in conjunction with an AR accession request, the Reenlistment Contract (DD Form 4) or Agreement to Extend Enlistment (NAVMC 321a) must be completed, reflected in Marine Corps Total Force System (MCTFS), and uploaded in TFRS.
    d.  The TFRS approval must be “Accepted” by the PSR/CP prior to the “no later than date” and routed to a “Complete” status not later than 30 days after the approval date.
    e.  Marines must complete Active Duty or ADOS orders at least 24 hours before the approved accession date.
7.  Enlisted Active Reserve Direct Hire Program.
    a.  The Direct Hire program empowers local Commanders to organically source qualified Marines to fill enlisted AR vacancies located within their command or local area.
    b.  The intent of Direct Hire accessions is to further compliment current AR accession sources and reduce active duty for operational support (ADOS) requirements on commands to fill critical billets that are part of the units Table of Organization (T/O) structure.  Unit commanders/site commanders may identify qualified Marines to fill vacant and/or habitually unfilled AR structure in order to increase full time support manning in their units. Direct Hire accessions must fill valid Billet Identification Codes (BICs) that are currently vacant or projected to be vacant at the location listed in units T/O.
    c.  Marines who wish to join vacant enlisted AR billets at their current unit may submit an AR Direct Hire package in accordance with paragraphs 4-7 of this message.  Applications for Direct Hire may be submitted for vacant BICs at any time.  For BICs that are currently occupied, applications may be submitted 90 days in advance of BIC becoming vacant.  This timeline may be waived through coordination with RA (RAM-2) Enlisted Assignments Monitors.
    d.  In addition to the normal application process, Direct Hire packages require a favorable command endorsement signed by the unit’s Commanding Officer (Command Designated O-5) and a letter of concurrence from the gaining units Site Commander or I&I. Endorsement must speak to the qualifications and potential of the applicant for duty in the AR, state the BIC that the applicant is applying for, provide justification for the need to direct hire, and a statement on the applicants willingness for future worldwide assignment.
    e.  Active Reserve Marines who access via Direct Hire program will typically remain on station 36-48 months during their first tour, however this timeline is subject to the needs of Marine Corps Total Force Manning requirements.  Upon completion of initial tour, Direct Hire accessions are worldwide assignable and should expect to receive PCS orders to ensure continued manpower throughput within the Active Reserve Program.
