GENTEXT/REMARKS/1.  Purpose.  This message announces the convening of an Operational Planning Team (OPT) from 14 to 16 November 2018 at Quantico, Virginia to develop answers to a variety of questions surrounding suicidal ideation (SI) reporting and the Marine Intercept Program (MIP).
2.  Background.  Headquarters Marine Corps (HQMC), Manpower and Reserve Affairs (M&RA), Marine and Family Programs Division (MF), Behavioral Programs Branch (MFC) is the office responsible for Marine Corps suicide prevention policy.  Through data surveillance and Inspector General of the Marine Corps reports, MFC continues to note discrepancies in SI reporting across the Marine Corps which may contribute to reduced access to care for Marines and attached Sailors.
3.  Intent.  While additional topics surrounding SI reporting may be addressed during the OPT, this OPT is being convened to specifically address the following questions:
3.a.  What is the role, requirement, and process for reporting SIs?
3.b.  Is there a role for a Competent Medical Authority post suicidal ideation?
3.c.  What is the best way for Marines experiencing suicidality to connect with the MIP?
4.  Method.  M&RA, MF will serve as the OPT lead. A list of requested attendees is included in the coordinating instructions.  Request each command confirm attendance via email to the MF points of contact identified in this MARADMIN no later than (NLT) Tuesday, 30 October 2018.
5.  End State.  MF will utilize the discussion at the OPT to inform the development of policy and courses of action regarding the future of SI reporting and MIP engagement across the Marine Corps.
6.  Coordinating Instructions.
6.a.  In order to ensure success of this OPT, participation of personnel meeting the below criteria is requested:
6.a.1.  Familiarity with the references and policy regarding SIs and reporting.
6.a.2.  Familiarity with the implementation of the SI reporting process at their command as well as any local policies.
6.a.3.  Authorization to speak on behalf of the command.
6.a.4.  Active duty Marine, unless otherwise specified or not supportable.

7.  Administration and Logistics.  This event will span 3 days, from Wednesday, 14 November to Friday, 16 November 2018.  Tuesday, 13 November and Saturday, 17 November are considered travel days.  The OPT schedule, read-aheads, as well as exact event location aboard Quantico, will be provided to confirmed attendees NLT Friday, 2 November 2018.
7.a.  This message will be sent via DON TRACKER to commands from which participation is requested.
7.b.  Uniform.
7.b.1.  Service Members will wear woodland pattern camouflage utilities with sleeves down throughout the course of the OPT.
7.b.2.  Civilian attendees will wear business casual attire.
7.c.  Travel Arrangements.  Funding and scheduling is the responsibility of individual commands.  It is highly encouraged that attendees make reservations at the lowest possible rate.
7.c.1.  Billeting.  Marine Corps Base Quantico billeting is located at Liversedge Hall (703) 784-3149 or the Crossroads Inn (703) 630-4444.
A statement of non-availability from Liversedge Hall may be required for alternate billeting.
7.c.2.  Messing is available, but not conducive to the conduct of the OPT and therefore not directed. Meals will not be provided.  Recommend that non-local attendees be authorized the locality meal rate by their command to enable purchase of meals.
