GENTEXT/REMARKS/1.  Purpose.  This message provides guidance on how to apply and submit for the DAP. Effective 1 October 2018, the DAP will be managed by Marine Corps Recruiting Command (MCRC), Prior Service Recruiting (PSR) branch.  All DAP submissions must comply with the requirements of this MARADMIN.  This message cancels reference (a) and supersedes all previous DAP MARADMINs.
2.  Background.  The DAP affords a qualified Active Component (AC)Marines the opportunity to affiliate with a Selected Marine Corps Reserve (SMCR) unit or Individual Mobilization Augmentee (IMA) program following their expiration of active service (EAS).  The DAP provides transitioning AC Marines a seamless Transition into the SMCR or IMA with a guaranteed reserve billet prior to reaching their EAS.  In accordance with the references, the DAP provides AC Marines with a no-cost, six-month extension of their existing TRICARE benefits from the date of EAS.  At the conclusion of the six-month extension, eligible Marines may enroll in TRICARE Reserve Select.  Selection for direct affiliation is limited by the existing needs of the SMCR and IMA.
3.  Eligibility.
3.a.  Any AC Marine requesting direct affiliation must be released from the AC “under honorable conditions” and favorably endorsed by their battalion/squadron Commanding Officer.
3.a.1  First-term enlisted Marines must qualify as a tier I or tier II Marine as defined in the Total Force Retention System (TFRS) current fiscal year (FY) First Term Alignment Program quality comparison worksheet.  If the quality comparison worksheet establishes a Marine as a tier III Marine and the Marine is recommended as a tier II by their Commanding Officer via the reenlistment extension lateral move (RELM) then they will be considered and screened as a qualified tier II Marine.
3.a.2.  All subsequent term Marines and Staff Noncommissioned Officers must be recommended tier I or II by their Commanding Officer to be considered eligible.
3.a.3.  Warrant and commissioned officers must be competitive for promotion to the next higher grade in the reserve component (RC).
3.a.4.  Screening for all applicants must include at a minimum: height/weight, tattoo screening, martial arts program belt appropriate for primary military occupational specialty (MOS), MOS proficiency and training, no fitness report date gaps, and an overall performance record that is competitive for promotion to the next grade in the RC.
3.a.5.  The Marine requesting direct affiliation must be eligible for affiliation with the SMCR or IMA in accordance with reference (b).  Officers must be approved for a reserve commission IAW reference (c).
3.a.6.  In conjunction with a DAP request, eligible Marines may also apply for the Lateral Move Program and any relevant incentives via TFRS, to include an affiliation bonus, aviation retention bonus, or composite score points bonus.
3.a.6. Inactive duty training (IDT) travel reimbursement may be available for officers and enlisted Marines who meet eligibility requirements defined in reference (h).
3.a.7.  The DAP can be used to transfer AC Marines to the IMA reserve category.
4.  Noneligibility.
4.a.  In accordance with the SECDEF memo dated 1 Dec 2009, members transitioning from one reserve component to another reserve component, active reserve (AR), SMCR, IMA, Individual Ready Reserve (IRR) are not eligible for the Tricare Transitional Assistance Management Program (TAMP) benefits.
4.a.1.  AR Marines are ineligible to use the DAP to transfer to the SMCR or IMA.
4.a.2.  Marines cannot exceed the satisfactory year limits for their respective grade on the date active duty for training (ADT) begins.  The below Lateral Move restrictions ensure the required contractual obligation for training will not take the Marine beyond service limits for grade in accordance with reference (b).
4.a.2.a.  Lance Corporals:  less than five (5) satisfactory years.
4.a.2.b.  Corporals:  less than five (5) satisfactory years.
4.a.2.c.  Sergeants:  less than ten (10) satisfactory years.
4.a.2.d.  Staff Sergeants:  less than fourteen (14) satisfactory years.
5.  Process.
5.a.  Initiation
5.a.1. Marines interested in this program should contact the career planner (CP) located at or near their active duty unit to assist with the completion of the package.  CPs will submit all DAP packages via TFRS to the recruiting region DAP specialist servicing the area in which the Marine intends to relocate after EAS.  The only exception to this is for the Okinawa and Asia-Pacific regions.  All AC Marines in the Okinawa and Asia-Pacific region will use the Okinawa DAP specialist (see POC list) who will submit their package via TFRS to MCRC, PSR Branch for final approval.  The DAP regional specialist will be the only individual who screens and submits DAP packages through TFRS to MCRC, PSR branch for final approval.  Marines interested in applying may seek assistance in locating the appropriate recruiting region DAP specialist by contacting the MCRC,PSR DAP chief.
5.a.2.  Officer and enlisted applications shall be created and forwarded to MCRC, PSR operations branch via TFRS using the AC-to-RC reenlistment dropdown box.  Examples of DAP application documents may be found in TFRS message T64298.  Officers may request DAP no earlier than 120 days prior to EAS and no later than 60 days prior to EAS.  Pending DAP packages from officers on terminal leave who are deemed to be unreachable will be administratively closed.  Marines serving overseas are highly encouraged to submit their DAP request to their respective DAP specialist no later than 90 days prior to EAS or prior to starting terminal leave to allow for timely processing and for coordination before departure from outside the continental United States.
5.a.3.  The CP and the recruiting region DAP specialist will Provide information about the SMCR, benefits, incentives, and lateral move opportunities to the DAP applicant.
5.a.4.  Prior service recruiters (PSR) are not authorized to submit DAP packages.  PSRs will assist interested AC Marines by ensuring the AC Marine contacts their local CP or appropriate regional DAP specialist.
5.a.5.  Either the PSR, recruiting region DAP specialists, or CPs can assist AC Marines in generating DAP packages but only the regional DAP specialist can submit via TFRS to MCRC, G-3 PSR branch for final approval.
5.b.  Enlisted
5.b.1.  The Recruiting Region DAP Specialist can be contacted via email or the phone number listed in the POC section above.
5.b.2.  Applications must include the following:
5.b.2.a.  Completed DAP addendum page.
5.b.2.b.  Completed AC to RC reenlistment request form NAVMC 11537. The NAVMC 11537 can be found in the TFRS, under the “Forms” tab.
5.b.2.c.  Commanding officer tier I or tier II recommendation.
5.b.2.d.  Security clearance letter (if MOS requires).
5.b.2.e.  Completed sponsorship request form NAVMC 11799 per reference (d).
5.b.2.f.  Required attachments per TFRS message R65642.
5.b.2.g.  Marines residing greater than 150 miles from the SMCR unit that they are applying to must attain a waiver from the requested unit prior to approval in accordance with references (i) and (j).
5.b.2.h  Block 36 of the NAVMC 11537 must contain two requested billet identification codes (BIC) and the unit names and locations of the primary and secondary billets.  Open BICs can be found in TFRS message T64298, which is updated weekly.  It is highly encouraged that Marines find a billet that is close to their intended place of residence upon departure from active duty.
5.b.2.i.  Marines may qualify for IDT travel reimbursement per reference (h).
5.b.2.j.  Any required documentation pertaining to requested affiliation bonus, retraining program request, and RC composite score points bonus are referenced in the applicable fiscal year MARADMIN.
5.b.2.k.  The requested BIC, future monitored command code (FMCC), reporting unit code (RUC), MOS, lateral move MOS, incentive and waiver information (if applicable) must be annotated in TFRS in the CP section comments.
5.b.3. TFRS provides a system of record to control the Processing of DAP applications.  Marines requesting an incentives or lateral move may need to request additional contractual time.  Marines approved for DAP, who have sufficient military service obligation (MSO) remaining will  receive an approved TFRS reenlistment showing “approved for zero months”.  Marines who require additional contractual obligation will receive an approved TFRS authority with the required contractual time.
5.b.4.  The recruiting region DAP specialist will coordinate with the Inspector-Instructor (I-I), site commander, or designated appointee in order to validate that the requested BIC is vacant, available, and valid (MOS is compatible to billet MOS).  The recruiting region DAP specialist will screen applicants for program suitability and assign eligible Marines to the validated BIC.
5.b.5.  The recruiting region DAP specialist will forward all documentation to MCRC, G-3 PSR branch for final approval.
5.b.6. Approved DAP applications will be returned to the Marines recruiting region DAP specialist via TFRS and will include DAP authorization, assigned sponsor letter, and if applicable, any lateral move school dates and affiliation bonus or incentive information.
5.b.7.  The Marine must acknowledge receipt by signing the TFRS reenlistment extension lateral move, and if applicable, accepting an incentive or school seat for a lateral move.
5.c. Officers
5.c.1.  The recruiting region DAP specialist can be contacted via the email or the phone number listed in the POC section above.
5.c.2.  In the case of officers participating in an active component force shaping program, the application timeline must be in accordance with the applicable MARADMIN.
5.c.3.  Officer applications shall be created with the assistance of the recruiting region DAP specialist and forwarded to MCRC, G-3 PSR operations branch via TFRS using the AC-to-RC reenlistment drop-down box.  Applications must include the following:
5.c.3.a.  Completed DAP addendum page.
5.c.3.b.  AA form (NAVMC 10724) with requested BIC and RUC. open BICs are found in TFRS message T64298 which is updated weekly.  It is highly encouraged that Marines find a billet that is close to their intended place of residence upon departure from active duty.  Marines residing greater than 150 miles may require a waiver from the requested unit before affiliation in accordance with references (i) and (j).  Marines may qualify for IDT travel reimbursement per reference (h).
5.c.3.c.  Battalion or squadron level commanding officer endorsement letter.
5.c.3.d.  Applicable documentation pertaining to any affiliation bonus and lateral move program requests, per applicable current FY MARADMIN.
5.c.3.e.  NAVMC 11799 (sponsor request form).
5.c.3.f.  Promotion photo from OMPF (Pilots only).
5.c.3.g.  Master brief sheet.
5.c.3.h.  Biography and reserve qualification summary (RQS) (Pilots only).
5.c.3.i.  NATOPS training page, section IIIB (Pilots only).
5.c.3.j.  Aviation qualification summary (AQS) (Pilots only).
5.c.3.k.  Pilots who are selected on Aviation boards should submit their selection message with their DAP application. for board selectees a 60 day window does not apply due to board approval as well as an identified unit and BIC.
5.c.4.  The recruiting region DAP specialist will coordinate with the I-I, site commander or designated appointee in order to validate that the requested BIC is vacant, available and valid.  Recruiting region DAP specialist will screen applicants for program suitability and assign approved officers to the validated BIC.  In the case of force reconnaissance units, duty involving flying operations (DIFOP), and aide-de-camp billets, MCRC, G-3 PSR operations branch will request approval from the appropriate major subordinate command (MSC) before making an assignment.  The MSCs will have 10 working days to review the application and return it to HQMC, MCRC, PSR Operations Branch.
5.c.5.  The recruiting region DAP specialist will screen and submit all documentation to MCRC, G-3 PSR branch for final approval.
5.c.6.  Approved DAP applications will be returned to the officers recruiting region DAP specialist via TFRS and will include DAP authorization, assigned sponsor letter, and if applicable, any lateral move school dates and affiliation bonus or incentive information.
5.c.7.  The officer must acknowledge receipt by signing the TFRS reenlistment extension lateral move and, if applicable by accepting an incentive or school seat for lateral move.
6.  Tasks.
6.a.  Reserve Affairs (RA) Once the Marine is approved for DAP, RA will run a diary entry in the Marine Corps Total Force System (MCTFS) for the reserve BIC and future monitored command code.
6.b.  Losing units supporting Installation Personnel Administration Center (IPAC).
6.b.1 Request a copy of the DAP assignment letter from subject named officer or subject named Marine and report the following unit diary drop entry of TTC 378 005 which will seamlessly transfer an AC Marine to the SMCR and prevent the auto join to the IRR.  This unit diary entry will also change the Marines record status code to "8", adjust the Marine reserve component code to "KA", and change the Marine training category pay group to "A" which will concurrently change the Marines record in MCTFS to “awaiting join” by the gaining SMCR unit.
6.b.2.  Complete DD Form 214 as required per reference (e)
6.b.3  For approved DAP officers, IPAC will complete NAVMC 763 per reference (f).
6.c.  Gaining SMCR unit
6.c.1.  Assign the transitioning Marine a sponsor as required per reference (d) upon notification of assignment from the Recruiting Region DAP Specialist. The sponsorship letter should be kept within the files at the gaining unit for inspection purposes and the gaining unit should make contact with the Marine to establish a mutually feasible report date within 30 days of the EAS.
6.c.2.  Join the DAP Marine upon arrival to the unit by using diary entry TTC 020 145, with an effective join date reported the day after the Marines EAS to allow for a seamless administrative transition from AC to the SMCR.  This action must be completed when the Marine physically (not by phone or email) checks in to the unit.  The check in process will take place prior to a scheduled drill period.
6.c.3.  Assign the Marine a BIC in the Inventory Development Management System (IDMS) within five working days of being joined to the unit.
6.c.4.  Ensure the Marine is scheduled for IDT drills within The Drill Management Module (DMM) and muster the Marine within DMM upon arrival to ensure proper pay and duty status.
6.c.5.  Schedule a school seat for lateral move Marines in accordance with the current fiscal year MARADMIN.
7.  This MARADMIN is applicable to the Total Force.
