GENTEXT/REMARKS/1. This MARADMIN provides guidance and direction for Installations and Logistics Advocacy supporting the Marine Corps Logistics Enterprise across Calendar Year 2019.
2. As outlined in REFs A, B, and C, the Deputy Commandant for Installations and Logistics (DC, I and L) is the Advocacy responsible for planning, programming, policy, and oversight of Installations, management of all Bases and Stations, and for sustainment and logistics support provided to the Marine Corps.
3. Installations and Logistics Advocacy Guidance.
3.A. Operational Imperative. In our current Operating Environment, Expeditionary Logistics starts at home and must be responsive, agile and resilient to meet the demands of a dynamic, distributed 21st Century MAGTF. The operational effectiveness and the lethality of the MAGTF will be paced by the ability of the Logistics Enterprise to quickly and accurately anticipate and adapt in a dynamic, uncertain, and contested environment. Advocacy must leverage and inform the Planning, Programming, Budgeting, and Execution (PPBE) Process to enable the effective development of future logistics capabilities.
3.B. Essential/Specified Tasks.
3.B.1. Develop the annexes to the Sustaining the Force Concept Lines Of Effort (LOE). Assignment are as follows.
3.B.1.A. Enable Global Logistics Awareness – Logistics Information and Technology OAG (Log IT)
3.B.1.B. Diversify distribution - Transportation and Distribution OAG (T and D)
3.B.1.C. Improve sustainment – Sustainment and Readiness OAG (S and R)
3.B.1.D. Optimize Installations to support sustained ops – Installations Advisory Group (IAG)
3.B.2. The following tasks were directed during the Fall 2018 ILB:
3.B.2.A. Develop Action Plan to Enable Logistics Global Awareness Line OF Effort by informing the PPBE Process - Log IT.
3.B.2.B. Leverage experimentation in efforts to operationalize our installations, improve sustainment, diversify distribution, and improve Global Logistics Awareness – IAG, S and R, T and D, LOG IT.
3.B.2.C. Provide equipment optimization and equipment divestment execution plans following the MROC results and inform PPBE – EGEM, S and R.
3.B.2.D. Develop Base and Station Resiliency Plan in support of operationalizing our installations and inform PPBE - IAG.
3.B.2.E. Develop plan to execute the Logistics Commanders Course at MCB Quantico and inform appropriate budgeting and execution – T and E.
3.B.2.F. Asses the Training and Education Continuum for supply, logistics, and distribution MOS in light of Sustaining the Force Concept and inform PPBE - S and R, T and D, T and E.
3.C. Enduring Tasks.
3.C.1. OAGs will continue to develop issues for resolution through the Advocacy Process. The OAGs provide DC, I and L bottom up, grassroots input from the Communities of Interest on issues faced by the Operating Forces or Supporting Establishment that require HQMC actions. Issues and solutions will be presented to the Logistics Consolidated Operational Advisory Group (Log COAG), to ADC, I and L (LP), or DC, I and L as appropriate. Resolution is defined as an update to policy, doctrine, manuals, program of instructions, budget lines, submission of TOECR, or other similar quantifiable action that implements a solution.
3.C.2. Logistics Occupational field sponsors and Community of Interest personnel will continue to provide the required functional area expertise and recommendations to OAGs and the Installations Advisory Group as required so that Tables of Organization Tables of Equipment, Training and Readiness Manuals, Marine Corps logistics doctrine, and Marine Corps logistics policy issues are fully integrated in the I and L Advocacy Process.
3.D. Coordinating Instructions. Based on the Specific and Enduring Tasks, OAGs will inform the PPBE Process and POM-22 by providing the following targeted inputs.
3.D.1. Strategic Guidance review/analysis. (Based on Wargaming/experimentation) Due NLT Winter Log COAG (Feb 19).
3.D.2. Capabilities Analysis. (Review the POM-21 Capabilities List and revise based on Strategic Guidance Review/Analysis) due NLT Spring ILB. (Mar 19).
3.D.3. Gaps Analysis. (Based on Capabilities Analysis with end state of identifying deficiencies in capability) due NLT Spring Log COAG (May 19).
3.D.4. Solutions Analysis. (Conduct DOTMLPF-C analysis and provide recommended solutions to POM-22 Gaps) due NLT Summer Log COAG (Aug 19).
3.D.5. Risk Analysis. (Provide prioritized list of additional funding resources for current programs and POM-22 solutions) due NLT Fall Log COAG (Sep 19).
3.D.6. OAGs will provide programmatic inputs and oversight during requirements development, POM-22 Program Reviews, and all acquisition activities to ensure DC, I and L priorities identified in the Sustaining the Force Concept are achieved.
4. Administration and Logistics. This MARADMIN supersedes Ref C.
5. Command and Signal
5.A. The Logistics Vision and Strategy Branch (LPV) within LP Division will continue as the I and L Advocacy Secretariat.
5.B.1. The Secretariat ensures integration of the DC advocacy processes.
5.B.2. The Secretariat provides support to assist each of the Ground Logistics OAGs.
5.B.3. The Secretariat will coordinate with LPS, and the CBA Branch to provide training for OAG Co-Chairs, Leads, and Action Officers on the CBA Process and the required format and documentation from the OAGs for the inputs to the CBA Process. Initial training for the CY19 Advocacy cycle will take place January 2019 will follow on training for each phase of the CBA Process taking place prior to the injects due date.
5.B.4. The Secretariat coordinates the Consolidated OAG, MLB, AND ILB.
