GENTEXT/RMKS/1.  This MARADMIN announces the Defense Security Cooperation Agency (DSCA) effort to develop a replacement system for the Global Theater Security Cooperation Management Information System (G-TSCMIS), provides updated guidance for G-TSCMIS reporting through revised USMC Supplemental Business Rules (REF A), and requests unit/command points of contact (POCs) from organizations conducting Security Cooperation (SC).
2.  As the G-TSCMIS functional sponsor and advocate for the Marine Corps SC (defined in REF B), PPO PL facilitates utilization of G-TSCMIS to improve monitoring of SC events, data collection on resources used, and evidence-based analyses to inform future Service resourcing decisions.  PPO PL also represents the Service within the broader DoD SC and G-TSCMIS communities.  This role will continue once Socium replaces G-TSCMIS.
3.  G-TSCMIS Transition to Socium
3.A.  DSCA is currently coordinating with the Combatant Commands, Services, and agencies to develop requirements for a new more flexible and user friendly system to replace the aging G-TSCMIS.  This new system, Socium, will be prototyped in FY2020 and established as the Department of Defense-wide system of record for tracking SC activities and events.  All G-TSCMIS data will be archived and accessible by Socium users and viewers once DoD transitions to Socium.
3.B.  Until the implementation of Socium, G-TSCMIS will continue to be the authoritative data source (ADS) for Department of Defense (DoD) SC as defined in Ref C.
3.C.  USMC organizations will continue to use G-TSCMIS to ensure SC events are planned effectively, shared with key USMC SC practitioners, and monitored to inform adjustments to future SC events as required by Ref D.
4.  G-TSCMIS POCs.
4.A.  PPO PL will regularly gather Socium-related challenges, requests, and solutions via the USMC G-TSCMIS COI to be communicated to the DoD-wide G-TSCMIS COI, Program Team, Requirements Governance Board, and other Working Groups (Ref E).
4.B.  To assist DSCA in the development of Socium and enable the smoothest transition possible, USMC Unit/Command G-TSCMIS POCs will both provide recommendations to PP&O PL and receive updates regarding requirements and functionality of the new system.
4.C.  To standardize use of G-TSCMIS, each USMC organization which conducts SC will appoint a G-TSCMIS POC.  All G-TSCMIS POCs shall refer to newly updated Ref A to ensure their command’s effective use of the system.
4.D.  G-TSCMIS POC will be identified by each G-TSCMIS User Organization.  REF A lists the following User Organizations: DC CD&I, DC AVN, DC IL, DC MRA, DC PPO, DC I, Dir C4, MCU, MARFORCOM, MARFORRES, MCSC, MARFOREUR/AF, MARFORNORTH, MARFORSOUTH, MARFORPAC, MARCENT, MARSOC, MARFORCYBER, and MARFORSTRAT.
4.E.  In the event a USMC organization exercises command authority over subordinate units which also conduct SC, they may appoint subordinate G-TSCMIS POCs.
4.F.  For those USMC organizations which have five or more G-TSCMIS Event Owners or conduct events that equate to more than 50 days of interaction with foreign security forces (FSFs) annually, the G-TSCMIS POC should request Sub-Organizational SC Data Manager access to G-TSCMIS from the Organizational SC Data Manager.
5.  Updates to the Marine Corps Supplement to the Joint G-TSCMIS Business Rules.
5.A.  Ref A expands upon Ref F to provide greater detail based on Joint guidance, as Ref D recommends.
5.B.  Ref A is applicable to all HQMC and Supporting Establishment (SE) organizations in addition to any Operating Forces (OPFOR) in the absence of combatant commander guidance on the use of G-TSCMIS.
5.C.  To gain access to G-TSCMIS, users must first complete Joint Knowledge Online (JKO) G-TSCMIS Training (see codes in Ref A) available at https:(SLASH)(SLASH)jkodirect.jten.mil.  Users must subsequently request access via https:(SLASH)(SLASH)gtscmis.nola.navy.smil.mil/g-tscmis on SIPR and submit their completed form and training certificate to their Organizational SC Data Manager.
5.D.  All SC must be reported to include key leader engagements, multilateral or bilateral conferences, office calls, and international military students at PME are all essential elements of USMC SC and must be entered into G-TSCMIS.
6.  Administration and Logistics
6.A.  This policy will be incorporated into the next update of Ref G.
6.B.  Ref A will be revised annually or when there are substantive changes in DOD-wide G-TSCMIS guidance.
6.C.  SIPR G-TSCMIS will serve as the SC ADS for USMC.  Ref A, and subsequent revisions thereof, will be shared digitally via https:(SLASH)(SLASH)intellipedia.intelink.gov/wiki/USMC_TSCMIS.  MARFORCOM (MCSCG) will also upload Ref A to the SC Repository within the Marine Corps Center for Lessons Learned (MCCLL).
7.  This MARADMIN is applicable to the Marine Corps Total Force.
