GENTEXT/REMARKS./1.  Purpose.  This bulletin announces a change to ref (A), the SRB program and the BSSRB program authorized for FY19.
2.  Background.  The FY19 SRB plan will change to meet the requirements of ref (B).  Other than the changes outlined in paragraph 3, all authorities directed in ref (A) remain in effect.  Refs (C) through (E) contain amplifying information regarding the SRB program.
3.  Key elements of the SRB changes. This change applies to the 24-Month Qualified Rifle Squad Leader Initiative, Paragraph 3.c.3 of ref (A). Effective immediately, FTAP 0311 Corporals and Sergeants (at the time of submission) who meet the following criteria, will rate a 10,000 dollar lump sum bonus:
3.a.  Complete or enter into a contract with the intent to become ISULC complete.
3.b.  Currently assigned to one of the specified MCCs.
3.c.  Agree to remain in a specified MCC for their obligated 24 months (following the end of their current contract).
3.d.  Payments will be made at the completion of ISULC. If the Marine is ISULC complete, payments will be made at the time of the extension action.
3.e.  MCCs Authorized for the 24-Month Qualified Rifle Squad Leader Initiative: V11, V12, V13, V14, V15, V16, V17, V18, V21, V22, V23, V24, V25, V26, V27, V28, V31, V32, V33, V34, V35, V36, V37, V38.
3.f.  Example in dollars: An FY19 Zone A Sgt in MCC V15 obligates 24 months additional service into PMOS 0311, SNM has already completed ISULC at the time of reenlistment and agrees to remain in the MCC V15 for a minimum of 24 months (following the end of their current contract).  10,000(bonus received) = 0(PMOS bonus amount) + 10,000 (24-Month Qualified Rifle Squad Leader Initiative).
3.g.  Example in dollars: An FY19 Zone A Cpl in MCC V11 obligates 24 months into PMOS 0311, SNM agrees to complete ISULC at the time of reenlistment and agrees to remain in the MCC V11 for a minimum of 24 months (following the end of their current contract).  10,000(bonus received) = 0(PMOS bonus amount) + 10,000(24-Month Qualified Rifle Squad Leader Initiative) paid upon completion of ISULC.
4.  Coordinating Instructions.  A screenshot of Marine Corps Training Information Management System (MCTIMS) indicating registration of an ISULC school seat in CY19 is required for application to the 24-Month Qualified Rifle Squad Leader Initiative.  The FY19 SRB program statement of understanding (SOU) is available for download from the total force retention system (TFRS) and the enlisted retention manpower page.
5.  Limited number of 0311 boatspaces have been allocated for this 24-Month Qualified Rifle Squad Leader Initiative.  Marines interested in this initiative are encouraged to apply posthaste.  If SRB funds are obligated faster than currently planned or a change in retention requirements becomes necessary, HQMC may suspend or terminate the FY19 SRB program as needed prior to 30 Sep 19.
6.  This bulletin is not applicable to the Marine Corps reserve.
7.  This bulletin cancels on 30 Sep 19.
